MINUTES: The minutes for March 7 and March 14, 1972 were accepted as transcribed. PRECISE PLAN ALIGNMENT NO. 72-4 (Continued from May 2, 1972) A Precise Plan of Street Alignment proposing to precise plan the street alignment for future streets south of Warner Avenue and east of Bolsa Chica Street. Mr. Palin, Planning Department, presented vu-graphs of existing and proposed alignments and possible subdivision con- figurations as per the existing zoning. Commissioner Porter stated that there could be diffi- culty in not putting in the street because of the drainage problem. Mr. Hartge, City Engineer, indicated that a drainage problem can be solved in different ways; a drainage easement, a swale, etc. Commissioner Slates described the bottom of the bluff and the possibility of creating a street along the bottom and top of the bluff. A MOTION WAS MADE BY BAZIL AND SECONDED BY SLATES TO REMOVE STREET "B" AND TO REMOVE THE EXISTING ALIGNMENT IN THE ORDINANCE AND TO RE-ESTABLISH A FURTHER ALIGNMENT BY RESOLUTION. ROLL CALL VOTE: AYES: Bazil, Higgins, Slates, Kerins, Porter, Boyle NOES: None THE MOTION CARRIED. A MOTION WAS MADE BY BAZIL AND SECONDED BY HIGGINS TO ADOPTE A RESOLUTION TO ESTABLISH A PRECISE PLAN TO HAVE A KNUCKLE AT STREET "A". ROLL CALL VOTE: AYES: Bazil, Higgins, Slates NOES: Kerins, Porter, Boyle THE MOTION FAILED. Commissioner Kerins indicated that what really is being asked for is to rezone to R5 which is not appropriate. He indicated that the existing zoning is appropriate. Commissioner Bazil indicated that he would like to move to rezone to R5 as a logical extension of these actions. The required dedication in the existing zoning would lead to difficulty in developing the property. -1- 5/9/72 PC SS Minutes: H. B. Commissioner Bazil filed a minority report which is to be submitted in writing. PRECISE PLAN ALIGNMENT NO. 72-5 (Continued from May 2, 1972) Said plan proposes to precise plan the easterly extension of "HH" Drive within Tentative Tract No. 7692 to terminate in a cul-de-sac, located at the northwest corner of Indianapolis Avenue and Magnolia Street. The Planning Director, Ken Reynolds, indicated that he had talked with Mr. Gisler. Mr. Stringer indicated that they are discussing the purchase of subject property. The hearing was opened to the audience. There being no one to speak in opposition or in favor of said Precise Plan Alignment, the Chairman closed the public hearing. A MOTION WAS MADE BY BAZIL AND SECONDED BY SLATES TO APPROVE PRECISE PLAN NO. 72-5 AND INSTRUCT THE STAFF TO PREPARE A RESOLUTION FOR ADOPTION FOR THE FOLLOWING REASON: 1. The Planning Commission indicated that this is the only way to adequately service this property without cutting access into an arterial highway. THE POLICY WORK PROGRAM (Continued from May 2, 1972) Jere Murphy, Planning Department, discussed the report entitled "Growth and Development Policy Work Program". Commissioner Slates indicated that growth is inevitable and that we should have a stated goal of 11X" amount of people. Commissioner Boyle indicated that growth should not be given Lhe connotation of being progress. Commissioner Bazil indicated that we need guidelines for growth. Commissioner Boyle further indicated that he would like to see psychological/sociological aspects of growth and further indicated that they are not included in this report. -2- 5/9/72 PC SS Minutes: H. CONSERVATION AND OPEN SPACE ELEMENTS OF THE MASTER PLAN - A WORK PROGRAM (Continued from May 2, 1972) Mr. Murphy explained the two approaches and the report entitled "Interim Conservation Open Space Elements Work Program" (May 2, 1972). Commissioner Kerins asked how many are working on this program. Mr. Murphy indicated just one other than himself until the interivews are completed in a couple of weeks. Commissioner Slates indicated that they should include the Bolsa Chica area. Mr. Murphy indicated that he would like to consider that portion within the City limits in order to meet the State requirements for a conservation element. TENTATIVE TRACT NO. 7692 (Continued from May 2, 1972) Subdivider: Signal -Landmark Inc. The subject property is located south of Adams Avenue and west of Magnolia Street and consists of 541 lots on 115.6+ acres. The Acting Secretary informed the Commission that pursuant to Condition No. 5, a revision to Tentative Tract No. 7692 was made to realign "BB" Street. This revision required a change in lot layout in the westerly portion of subject map. It is the consensus of the staff that the Commission should review the redesign in subject tract for approval action. A MOTION WAS MADE BY.BAZIL AND SECONDED BY SLATES TO APPROVE THE REVISED LAYOUT. CODE AMENDMENT NO. 72-8 (Continued from April 17, 1972) Some discussion was held on this proposed code amendment as to the attorney's rulings. CODE AMENDMENT NO. 71-32 (Corrected copy April 13, 1972) The Commission discussed the intent of the standards. A portion of that intent is that if horses are to be taken off the premises they shall be taken off onto a trail. Commissioner Higgins indicated that temporary riding areas can be established by approval. Commissioner Bazil would like to establish a day for riding horses and there should be specified horse crossings. Mr. Marion would like to establish horse crossings (two) on Goldenwest and (two) on Main Street. He indicated that the density of horses was acceptable until all other requirements of the code were disclosed. A MOTION WAS MADE BY BOYLE AND SECONDED BY HIGGINS TO SET CODE AMENDMENT NO. 71-32 EQUINE STANDARDS COMMERCIAL AS AMENDED FOR A PUBLIC HEARING. ROLL CALL VOTE: AYES: Bazil, Slates, Higgins, Kerins, Boyle, Porter NOES: None THE MOTION CARRIED. The Commission further directed that the equestrian committee to establish a 1/10th per acre per horse riding area which would be established either on -site or off -site. CORE AMENDMENT NO. 72-1 (Corrected copy March 28, 1972) The Commission briefly discussed the item. A MOTION WAS MADE BY BOYLE AND SECONDED BY SLATES TO SET THIS CODE AMENDMENT AS AMENDED FOR A PUBLIC HEARING. ROLL CALL VOTE: AYES: Bazil, Slates, Higgins, Kerins, Boyle, Porter NOES: None THE MOTION CARRIED. REVIEW TENTATIVE TRACT NO. 7771 (Development Alternatives) Jere Murphy, Planning Department, reviewed alternates A, B, and C with the Commission. Mr. Murphy reviewed vu-graphs and slides and noted Daryl Smith's report. There were on display subdivision alternates which were presented in report of May 9, 1972. Commissioner Slates asked who would be paid for the ,;p ipperty? Will the land owner permit this? Will the land owner permit this? And would Mr; Dobkin, the property owner, permit thr,s? Commissioner Porter indicated that we cannot destroy a natural resource. Commissioner Kerins indicated that (1) the Commission should transmit to the City Council a request to spend $400- $500 for an archeological survey, (2) to transmit to the Environ- -4- 5/9/72 PC SS Minutes: H. Planning Commission Tuesday, May 9, 1972 Page 5 mental Council and to the Recreation and Park Commission a request to retain the bluff for public use next to the 3.3 acres that is to be acquired by the public and (3) that the bluffs should be left in a natural state with limited public access. Mr. Daryl Smith, Superintendent of Tree Main- tenance, described the conditions of the eucalyptus trees. The Staff was directed to talk with the City Administrator or to transmit to the Council requests for the necessary money to conduct the survey. A representative from the Archeological Research Institute indicated that this is one of the two most import- ant sites in Huntington Beach. A MOTION WAS MADE BY KERINS AND SECONDED BY BOYLE TO REQUEST THE MONEY FOR THE SURVEY AND FURTHER INDICATED THAT IT IS THE PLANNING COMMISSION'S INTENT THAT THIS AREA IS NOT TO BE USED AS A PARK BUT AS OPEN SPACE. ROLL CALL VOTE: AYES: Bazil, Kerins, Higgins, Porter, Slates, Boyle NOES: None THE MOTION CARRIED. DISCUSSION: R1-PD Requirements and the possible impact on the City. The Staff reviewed the course of action with the Planning Commission, and Mr. Rowlands, City Administrator. Mr. Reynolds informed the Commission that he had contacted the American Institute of Architects for input. Chairman Porter appointed a committee of Higgins, Boyle, and Porter to review the impact of R1-PD in the City. This item was continued. CODE AMENDMENT NO. 72-9 (Continued from May 2, 1972) This item was continued until the next meeting. FILM PRESENTATION: Film on street graphics prepared by the American Society of Landscape Architects. DISCUSSION: Possible field trip to review factory built homes and mobile home factory. The action of the Planning Commission indicated that it may want to go on May 30, 1972. Commissioner Slates left the meeting. DISCUSSION: Letter from Oscar Taylor regarding the property between 9th and loth Streets on Pacific Coast Highways. ROLL CALL VOTE: AYES: Bazil, Kerins, NOES: None ABSENT: Slates THE MOTION CARRIED. Higgins, Porter, Boyle The Staff was directed to communicate with the developer that sufficient rear yard be provided otherwise there would be no need for the Commission to review this request.
