Nease To permit the construction of a 52 unit apartment building complex. The subject property is located at east side of Green St., 330 ft. north of Warner Ave. in the R3'Limited Multiple Family Residence District. It was noted by the Acting Secretary that the applicant had requested a continuance of this item to the May 17, 1972 meeting to allow more time to submit elevations of the proposed units. The subject property is located at the west -,side of -Computer Ln., approximately 730 ft. south of McFadden Ave. in the.Ml-A Restricted Manufacturing District. It was noted by the Board that the City had requested.a.continuance of these items to allow time for the Planning Commission to"study new industrial development standards at their ;..May.,23 Study Session. It was also noted that the applicant agrees with this continuance. The subject property is located at the northeast corner of Stark Ave. and Parkside Lane in the R3 Limited Multiple Family Residence District. It was noted by the Board that the plan submitted contained insufficient information and that a meeting with the staff had been scheduled. ADMINISTRATIVE REVIEW NO. 72-33 AEplicant: Dr. Neil A. Friedman To permit the construction of medical suites. The subject property is located southwest of Beach Bl,.d. and Warner Ave. in the C4 Highway Commercial District. This item was removed from the agenda and tabled indefinitely as insufficient information was submitted with the application. USE PERMIT NO. 72-27 - Continued Applicant: Atlantic Engineering Inc. To permit the modernization of an existing service station including roof line, canopies, pump islands, trash enclosure, etc. The subject property is located at the southwest corner of Edinger Ave. and Springdale St. in the C2 Community Busines District. The hearing was opened to the audience. G.R. Vazin representing the applicant, addressed the Board and explained the request. It was noted that the applicant could not go with a ground identification sign as there is a jog in the street at the corner and the immediate intersection is screened as a result of this offset. Landscaping and configuration of.the plan• were discussed. Katherine Wallen, taxpayer, addressed the Board, voicing the desire to have low identification signs considered on future modernization of service stations. There being no other comment, the hearing was closed. Board discussion followed. Diffused lighting shall be i-L:stalled in canopies. 2. A landscape plan shall be submitted incorporating additional required landscaping, two 15 gal -Ion trees and screening for restrooms prior to issuance of building permits. 3. Trash enclosure area shall be constructed of veneer used on main structure. 4. All applicable provisions of Section 948 of the Huntington Beach Ordinance Code shall be complied with. Todd To permit an existing addition to a dwelling to come within 4 ft. of the interior side yard in lieu of the minimum setback requirement of 5 ft. and to allow the eaves of this addition to come within 24 in. in lieu of the minimum setback of 30 in. 16571 Wheeler Circle. The subject property is located at The hearing was opened to the audience. James Todd, applicant, addressed the Board, and explained the request. It was noted that the existing set- back is 4 ft 7 in. as determined by a field survey and that the exception is for 5 in.only. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 72-32 FOR THE FOLLOWING REASONS: 1. The actual setback of the structure is 4 ft. 7 in. in lieu of the requested 4 ft. It appears the addition was constructed with 5 ft. in mind. 2. Requiring the applicant to comply with the strict letter of the code to 5 ft. would present an undue hardship on the property owner. 3. Tarnutzer To permit the following: (1) construction of industrial and storage spaces for rental purposes; (2) zero side yard on two adjoining pump station properties; and (3) an 11 ft. high wall between buildings at various points on the perimeter of the property. The subject property is located at the. southeast corner of Newland St. and Hamilton Ave. in the M1-A-0- Restricted Manufacturing District combining oil. It was noted that this item had been: continued to allow the applicant time to revise plot plan for-additiona parking and check with Public Works Department on curb cut locations - Also, to incoroporate additional landscaping along arterial highways. as this is an M1-A zone. Byron Tarnutzer, applicant, addressed, the Board -and discussed revisions. Board discussion followed. A MOTION WAS MADE BY PALIN AND -SECONDED, BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-27 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received May 10, 1972 shall be the approved'layout. 2. Hamilton Ave. and Newland St. shall be dedicated -and fully - improved to City standards at the time -each parcel is developed. Improvements shall include street trees, street signs, street- lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's. sewage system. 5. The water, sewer and fire hydrant system shall be approved.by the Department of Public Works and Fire Department. 6. The flood.control channel shall be fenced to Flood Control District.standards and City standards. 7. The property shall participate in the local drainage assessment: district.. 8.- Soil- reports as required by the Building Department and.the Department of Public Works shall be submitted to,the City-prior- topissuance of building permits. 9. All utilities shall be installed underground. 10- Off-street parking facilities shall conform to Article 979:. 11- Parking compounds shall be screened with,a combination -of fencing and landscaping. Said plan shall be approved by the. Board of Zoning Adjustments. 12.- No structures other than those shown on the approved plot. plan,: shall be constructed within the project. 13. All structures shall be constructed of a masonry material. The industrial buildings shall be constructed of.split-face block_ or tilt -up concrete having split -face texture of an earthy color. 14'. The structural street section of all private drives shall be approved by the Department of Public Works. 15. All applicable City Ordinances shall be complied with. 16. The subject property is located at Shady Harbor Circle and Evening Hill Dr. in the R1 Single Family Residence District - lot 45, Tract 7656. There was no one present to represent the applicant. Board discussion was held. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 72-28 FOR THE FOLLOWING REASONS: 1. The request complies with Section 9103.1 of the Huntington Beach Ordinance Code. 2. The wall around the oil operation sites was a condition of Tentative Tract No. 7421. Taube To permit the installation of a coin - operated ice machine at the rear of a parking area at an existing commercial establishment. The subject property is located at the south side of Hamilton Ave., approximately 650 ft. east of Bushard St. in the C4 Highway Commerical District. The hearing was opened to the audience Robert Taube, applicant, addressed the Board and explained the request Location and appearance, with regard to color of the machine, were discussed. The applicant was agree- able to changing the location of the machine. There being no other comment, the hearing was closed. . Board discussion followed. The color of the structure shall be coordinated with the color scheme of the shopping center. FOR THE FOLLOWING REASON: 1. This location will have the least nuisance effect to the adjacent apartments and will be more compatible with the center with regard to architectural design. The hearing was opened to the audience. - Russ Wendell, representing the applicant, addressed the Board and explained the request. It was noted by the Board that a Division of Land application would be required. Driveway locations were discussed as well as landscaping requirements and location of the main structure. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE USE PERMIT NO. 72-29 TO MAY 17,1972 TO ALLOW TIME FOR THE APPLICANT TO SUBMIT REVISED PLOT PLANS. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 72-32 ADDlicant: Standard Oil Co. of Calif. To permit drilling and operating for the discovery or production of oil, gas, hydrocarbons and/or kindred substances in their natural state, including the installation and use of equipment, structures, tools and other facilities incidental, necessary and accessory to the drilling, production, repressuring and processing of substances produced by such wells for shipment to pipeline. The subject property is located northwesterly of Goldenwes,ttSt. and Palm Ave. in the R4-01 Multiple Family Residence District ipmbining oil. The hearing was opened to the audience. The plot plan received April 26, 1972 shall be the approved layout. 2. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 3. The arrangement of lots shall be essentially the same as shown on the plot plan received May 1, 1972. 2. Lot 4 shall be modified to a 10 ft. setback on Humboldt Dr. with a minimum 25 ft. for open space. 3. Lot 9 driveway shall be modified with a minimum 7� ft. and maximum of 10 ft. setback. 4.
