USE PERMIT NO. 72-33 - Continued Applicant: Santa Anita Development Corporation To permit the construction of a 62,425 sq. ft. commercial facility consisting of a major grocery store and miscellaneous shops on a 5.7 acre parcel of land. In Conjunction With DIVISION OF LAND NO. 72-15 - Continued Applicant: Santa Anita Development Corporation To divide two legal parcels of land into three separate parcels. The subejct property is located on the southwest corner of Goldenwest Street and Warner Avenue in the C4 highway Commercial District. The hcaring was opener! on Use Permit No. 72-33. Bill Bethmann and Ron Raemont, representing the applicant, addressed the Board and explained the request. It was noted that a meeting had been held with the developers and the changes recommended by the Board had been agreed upon. A lengthy discussion was held with regard to the drainage and existing walls. Driveways and landscaping also were discussed. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE USE PERMIT NO. 72-33 WITH THE FOLLOWING CONDITIONS: 1. Warner Avenue and Goldenwest Street shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Deaprtment. 6. Easements for utilities or walkways shall be provided to Department of Public Works standards. 7. All buildings on lots abutting a City easement shall be set back five (5) feet from -the edge of such easement. 8. The property shall participate in the local drainage assessment district. 9. Soil reports as required by the Building Department and the Department of Public Works shall be submitted - to -the City prior to issuance of building permits. 10. All utilities shall be installed underground. 11. Off-street parking facilities shall conform to Article 979. 12. Parking compounds shall be screened with a combination of fencing and landscaping as shown on the plan received May 31, 1972 subject to approval of Public Works Department. 13. No structures other than those shown on the approved plot plan shall be constructed within the project.. 14. Concrete filled pipes 4 ft'. in height shall be installed for physical protection of the walls where parking stalls abut separation wall. 15. If any portion of the separation wall is on common or on abutting residential property said wall shall - be protected by the installation of a 6,inch high concrete curb. Such curb shall be set back 2 ft. from and parallel with the wall. 16. A design for screening roof -top mechanical equipment shall be submitted to the Board of Zoning Adjustments for approval action. 17. There shall be 90° parking spaces adjacent to the drive on Goldenwest Street. 18.- A revised plot plan on parking layout shall be submitted to the Board of Zoning Adjustment prior to framing inspection. 19. The subject property is located on the north side of 15th Street,.approximately 200 ft. east of Pecan Avenue in the R2 Two Family Residence District. And CONDITIONAL EXCEPTION NO. 72-42 - Continued Applicant: Pfeifer Construction Company To permit, the construction.of a single dwelling unit on a 2938 sq. ft. lot with a total open space area of 490 sq. ft. with a.minimum dimension of 11 ft. in accordance with proposed,Code Amend- ment No. 71-23 in lieu of the existing minimum requirement of 900 sq. ft. of total open space with a minimum dimension of 20 ft. The subject property is located on the north side of 15th Street approximately 150 ft. east of Acacia Avenue in the R2 Two Family Residence District. And CONDITIONAL EXCEPTION NO. 72-43 = Continued Applicant: Pfeifer Construction Company To permit the construction of a single dwelling unit on a 2938 sq. ft. lot with a total open space area of 490 sq. ft. with a minimum dimension of 11 ft. in accordance with proposed Code Amendment.No. 71-23-in lieu of the existing minimum require- ment of 900 sq. ft. of total open space with a minimum dimension of 20 ft. 'The subject property is located on the north side of 15th-Street approximately 150 ft. east of Pecan Avenue in the R2 Two Family Residence District. And CONDITIONAL EXCEPTION NO. 72-44 - Continued Applicant: Pfeifer Construction Company To permit the construction of a'single dwelling unit'on a 2938 sq. ft. lot with a total open space area of-490 sq. ft. with a minimum dimension of 11 ft. in accordance with proposed Code Amend- ment No. 71,-23 in lieu of the existing minimum requirement of 900 sq. ft. of total open space with a minimum dimension of 20 ft., The subject property is located on the south side of 19th Street approximately 150 ft. west of Palm Avenue in the R2 Two Family Residence District. The subject property is located on the west side of Beach Boulevard approximately 900 ft. north of Slater Avenue in the C4 Highway Commercial District. The hearing was opened to the audience. Sewage disposal shall be through the City of Huntington Beach's sewage sytem. 5. The water, sewer and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the local drainage assessment district.' 7. Said plan shall be approved by the Board of Zoning Adjustments. 12. A masonry wal shall be constructed along the west property line. The height of said wall shall be, such'that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. 13: No structures, other than those shown on.the approved plot plan, shall be constructed within the project. 14. Montgomery To permit the reduction of certain garage setbacks defined by precise plan to be within• not less than 7 1/2 ft. nor more than 10 ft. pursuant to S. 9106.2.1.1.• The -subject property is -located -on 'the north- west corner of Humboldt Drive and Saybrook Lane'in the R1 Single Family Residence District. The hearing was opened to -the audience on Conditional Exception No. 72-49. Ron Montgomery, applicant, addressed the Board.and.explained the request.' It was noted by the Board that the Planning Commission requested -that the Board insure that the beach lots, 23 - 31 and 35 - 38 be essentially as shown on the -rendering submitted for their review. A lengthy discussion was held with regard to the decks, docks and bulkheads. There being no,other comment,, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED'BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 72-49 WITH THE FOLLOWING CONDITIONS: 1. 'Fences shall not exceed a.maximum height of 7 ft. with pilaster at intervals of 12 ft. AND'FOR THE FOLLOWING REASON: 1. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW N0:172-37. WITH THE FOLLOWING' CONDITIONS: 1. i.ots 24 and 26 are excepted from -the -conditional approval,.- 2. A revised plot"plan depicting the changes recommended by the Board shall be submitted and approved by the Board- oF Zoning Adjustment prior to issuance of building permits. 3. George Putnam, representing the applicant, addressed the Board and explained the request. It was noted by the Board that this application had been misadvertised and" corrected legal notices would have to be sent out. There being no other comemnt, the hearing was closed. ADMINISTRATIVE REVIEW NO. 72-38 Applicant: McDonnell Douglas Astronautics Company To permit the construction of a steel frame office building 200 ft. x 300-ft. The subject property is located on the north side of Bolsa Avenue, approximately 1000 ft. north of the property line and approximately 600 ft. east of Bolsa Chica. There was no one present to represent the applicant. MISCELLANEOUS: DIVISION OF LAND NO. 72-17 Applicant: Bill Langston To permit the division of one legal parcel of land into two legal parcels. The subject property is located on the east side of Beach Boulevard, 180 ft. south of intersection of Terry Drive. Bill Langston, applicant, addressed the Board and 'explained the request. It was noted that this application had been submitted as a condition of approval of Use Permit No. 72-16. Board discussion followed. A MOTION WAS'MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE DIVISION OF LAND NO. 72-17 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received May 24, 1972 shall be the approved layout. 2. Water,supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 3. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is.developed. 4. The flood control channel shall be fenced to Flood Control district standards and City standards at the time Parcel No. 2 is developed. S. The property shall participate in the local drainage assessment district at the time each pacrcel is developed. 6.. The Board reviewed ground identification signs as submitted by Humble Oil Company Plot Plan Amendment No. 72-9. The Board approved the concept of said sign. TENTATIVE TRACT NO. 6874 Applicant: Aetna Savings & Loan As a condition of approval of Tentative Tract 6874, the Board was requested to review the plotting of the homes, lots 4 through 20. The Board reviewed the plotting and found them unsatisfactory. The staff will contact the developer and make recommendations on replotting the houses on the lots.
