BOARD MEMBERS PRESENT: McFarland, Palin, Spencer. BOARD MEMBERS ABSENT: None. MINUTES: On motion by Palin and seconded by Spencer the Minutes of the ftuntington Beach Board of Zoning Adjustments for April 12, May 10, and 24, 1972 were accepted as transcribed. REGULAR AGENDA ITEMS FOR PUBLIC HEARING: ADMINISTRATIVE REVIEW NO. 72-46 - Continued Applicant: Robert C. Harvey To permit alterations and additions to an existing drive -through restaurant to facilitate walk-up customer service. The subject property is located at the northwest corner of Pacific Coast Highway and 1st Street in the C3 General Business District. It was noted that this application had been continued from the June 21, 1972 meeting for revised plot plans. I Mr. Harvey, applicant. addressed the Board and reviewed the revised plot plans. Board discussion was held. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE ADMINISTRATIVE REVIEW NO. 72-46 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received June 29, 1972, shall be the approved E layout. 2. Off-street parking facilities shall conform to Article 979. 3. All new additional signs for the use shall be reviewed by the Board of Zoning Adjustments for approval. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin. NOES: None. ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-51 - Continued Applicant: Huntington Beach CoMRany To permit the continued use of a temporary 300-space parking lot located in the C3 zone. The subject property is located at the northeasterly corner of Lake Street and Pacific Coast Highway. Mr. Bill Wren, representing the applicant, discussed the application with the Board. Discourse continued as to the time duration of the Administrative Review for parking lots as they are seasonal and would have to be renewed each season. Mr. Palin indicated that an Administrative Review is for temporary use and is limited to six (6) months. Discussion continued between the Board and the applicant in regard to requirements of the Ordinance Code. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 72-51 WITH THE FOLLOWING CONDITIONS: 1. The surface shall be oiled with .25 gallon mix per square yard and -be maintained for dust control. 2. Adequate litter control shall be maintained. 3. There shall be no overnight parking. 4. There shall be an attendant on duty during hours of operation. 5. The curb breaks on the approach to Lake Street shall be approved by the Department of Public Works. -2- 7/5/72 BZA Minutes: il. B. NOES: None. ABSENT: None. THE MOTION CARRIED. ADMINISTRATIVE REVIEW N0. 72-48 - Continued Applicant: Leo Farber To permit parking of cars in the R4 High Density Residential District. The subject property is located at 201 7th Street, Huntington Beach, California. the applicant. There was no one present to represent Board discussion was held. A MOTION WAS MADE.BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-48 WITH THE FOLLOWING CONDITIONS: 1. The surface shall be oiled with .25 gallon mix per quare yard and be maintained for dust control. 2. Adequate litter control shall be maintained. 3. There shall be no overnight parking. 4. NOES: None. ABSENT: None. THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-49 Applicant: Jack MacGregor To permit storage and display of merchandise as per S. 9432.3 (c). Board of Zoning Adjustments Wednesday, July 5, 1972 Page 4 USE PERMIT NO.72-41 To permit used car sales on Applicant: Jack MacGregor an .21 acre parcel of land in the C4 Highway Commercial District. The subject property is located at the northeast corner of Beach Blvd. and Blaylock Drive. The hearing was opened to the audience on Use Permit No. 72-41. Mr. MacGregor, applicant, addressed the Board -and explained.the request. The Board indicated that there was a need for more landscaping than ,was shown on the plot plan and questioned the length of time that this use would remain at this location. Mr. MacGregor noted that he would like -to have a 5 year lease. . Discussion regarding the type and location of a -sign for this facility was held. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY MACFARLAND TO -APPROVE -ADMINISTRATIVE -REVIEW NO. 72-49 WITH THE FOLLOWING CONDITION: 1. The applicant shall submit landscaping plans for review and approval to the.Planning Department.-: ROLL CALL VOTE: AYES: McFarland, Spencer, Palin. NOES: None. ABSENT: None. THE MOTION CARRIED.,_ - A FURTHER MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO -APPROVE USE PERMIT NO. 72-41 WITH THE FOLLOWING CONDITIONS: 1. A revised plot plan shall be submitted to the Board of Zoning Adjustments for approval prior to issuance of building permits.­- 4- 7/5/72 BZA Minutes: H. B. Beach Boulevard and Blaylock Avenue shal.l..be,dedicated and fully improved to City.arid/or State Standards at the time each parcel is developed..;Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the local drainage assessment district. 7. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 8. All utilities shall be installed underground. 9. Fire Alarm system conduit and appurtenances shall,be installed by the developer at locations and to speci- fications provided'by the Fire Department. 10. Off-street parking facilities shall conform to Article 979. 11. Parking compopnds shall be screened with a combination of fencing and landscaping. Said plan shall be approved by the Planning Department. 12. There shall be no fence, structure or landscaping con- structed or maintained over 3'k ft. high within a 10 ft. triangular area at the intersection of driveways and streets or within a 25'ft. by 25 ft. triangular area at the intersection of streets., 13. All applicable -City Ordinaaces,,shall be complied with. 15. A landscape plan shall be submitted to the Board of Zoning Adjustments for review prior to framing in- spection.- 16. Elevations.shall be submitted to the Board of Zoning Adjustments for review and approval. 17. Signs shall be. -reviewed by,the Board of Zoning Adjustments. DIVISION OF LAND NO. 72-20 To permit -the division Applicant: .Richard E. Seleine of one legal parcel of land into two legal parcels. The subject property.is.located at the southeast corner of Edinger Avenue and Gothard Street in the C4,Highway.Commercial District. There was no one present to represent the applicant. Board discussion was held in regard to access easements and, it was established that a tentative parcel map would have to be submitted before a final map was recorded. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE DIVISION OF LAND NO. 72-20 WITH THE FOLLOWING CONDITIONS: 1. A tentative parcel map shall be submitted prior to filing a final map. 2. Edinger Avenue and Gothard Street shall be dedicated and fully -improved to City Standards at the time each parcel is developed. .Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is dev- eloped. 5. The property shall participate in the local drainage assessment district at the time each parcel is developed. 6. To permit the construction of a model home complex located at the northwest corner of Huntington Street and -Ellis Avenue in the R1 Low Density Residential District. Mr."Collins ,-representing the applicant, addressed the Board and explained the ,request. Discussion was held as to the location of -signs for -.the -model home complex and proposed location for a temporary directional sign.,- Board'discussion„followed. A MOTION -WAS MADE -BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO.72-53 WITH THE FOLLOWING -CONDITIONS: 1. A revised plot plan.may-be'considered of Lot #51 is incorporated into the model home complex. 2. The applicant shall comply with Section 9730.25.41of the Huntington Beach Ordinance Code. Board of Zoning Adjustments Wednesday, July 5, 1972 Page 9 ADMINISTRATIVE REVIEW NO. 72-54 Applicant: Ponderosa Homes . To permit a temporary sales trailer and sign during construction of new homes. The subject property is located at the southwest corner of Atlanta Avenue and Magnolia Street in the RI Low Density Residential District. Betty Becker, representing the applicant, discussed the application and the location of the trailer. Board discussion was held. A MOTION WAS MADE BY PALIN AND , SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-54 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall comply with Section 9730.25.3 of the Huntington Beach Ordinance Code. 2. Subject application shall be effective only during the time of construction of the model homes as designated in Administrative Review No. 72-35. ROLL CALL VOTE: AYES: McFarland, NOES: None. ABSENT: None. THE MOTION CARRIED. MISCELLANEOUS: Spencer, Palin. Review of driveways at Handyman and Bob's Big Boy located at the northwest corner of Edinger Avenue and Gothard Street, pursuant to a letter received from Handyman. Board discussion ensued as to the driveways, circulation and easements. It was the consensus of the Board that location of easements previously approved should remain.
