HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS

MINUTES: The minutes of the May 3, 1972 Board of Zoning
Adjustments meeting were continued to the
July 19, 1972 meeting.
REGULAR AGENDA ITEMS FOR PUBLIC HEARING:
CONDITIONAL EXCETION NO. 72-56
Applicant: Golden State Bank
The subject property is located
southeast of Warner Avenue and Springdale Street in the C2
Community Business District. The request is to permit a
50 sq. ft. sign panel to be added to an existing free standing
sign in the front yard setback that already has the maximum
sign area allowable for one street frontage.
The hearing was opened to the
audience.
Mr. Gerald Sparks, representing
the applicant, presented his plans and pictures of subject
sign to the Board.
Discussion in regard to the calcu-
lations on the square footage and the conditions pertaining to
signs of the lessees at the Warnerdale Shopping Center ensued.
Mr. Sparks explained to the Board there would be no additional
signs for the individual stores. Considerable discourse was
held about the Planning Commission's attitude toward signs and
interpretation of the Ordinance Code.
Mr. Palin indicated that the abutting
property owners were happy with the existing signing of the
subject shopping center and Mr. Sparks could legally put in
another pole sign behind the setback in place of the proposed
addition to the existing sign.
Mr. McFarland expressed a desire to
refer this application to the Planning Commission.
There being no further comment, the
hearing was closed.
Board discussion followed.
A MOTION WAS MADE BY PALIN AND
SECONDED BY SPENCER TO APPROVE CONDITIONAL EXCEPTION NO. 72-56
WITH THE FOLLOWING CONDITION:
1. There shall be no more free-standing pole sign allowed
within this shopping center which shall include the Spring-
dale Street frontage.

AND FOR THE FOLLOWING REASONS:
.1.. It has been the policy of the Board to encourage sign
consolidation.
2. Where sign consolidation has been successful the Board
has allowed exceptions in the minimum area allowable.
3. The subject shopping center could legally have three
free-standing pole signs on the Warner Avenue frontage.
4. The applicant -could apply for a sign permit which would
conform with the Ordinance Code for a free-standing
pole sign behind the setback with greater area than
within this request.
5. The area requested is not in excess for the existing
sign structure aesthetically and is in keeping with the
character of the surrounding neighborhood.

ADMINISTRATIVE REVIEW NO. 72-55
Applicant: ; Building Concepts,Inc.
The subject property is located
between Beach Boulevard and Cameron Street north of Newman
Avenue in the C4 Highway Commercial District.
The request is to permit the
construction of a new medical building and the addition of one
medical suite within an existing medical building on adjacent
property; both buildings to be operated jointly.
Mr. Reinecke and Mr. Aghad ian,
representatives of the applicant, were present to explain
their request.
The Board 'indicated to the applicant
that at the time of remodeling or making additions to a
building the use must be brought'up to current code require-
ments. The Board also explained that there had been changes
iii the Huntington Beach Ordinance Code since their 1968
application, and that the applicant would also have to'increase
the number of parking spaces for the existing facility.
.Board discussion was held. Mr.
McFarland indicated he would like to see a concept plan
for the northern portion of,land for parking and future
buildings.

ADMINISTRATIVE REVIEW NO. 72-57
Applicant: Signal Oil and Gas Co.
The subject propoerty is located
at Goldenwest Street and Ocean Avenue in the M2-02 Heavy
Industrial District combined with oil production.
The request is to permit an
addition to an office building used in conjunction with
Oil Field Operations.
Roy McClymonds and Charles
Althoff, representing the applicant, addressed the Board
and explained the request.
The Board discussed fire
facilities in the area.
A MOTION.WAS MADE BY SPENCER
AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW
NO. 72-57 WITH THE FOLLOWING CONDITIONS:
1. The plot plans received June 30, 1972 shall be the
approved layout.
2. All applicable City Ordinances shall be complied with.
3. All applicable conditions of Use Permit No. 70-51
shall be complied with.
ADMINISTRATIVE REVIEW NO. 72-56
Applicant: Houser Marital Trust
The subject property is located
on the west side of Cameron Street, 469 feet south of the
centerline of Slater Avenue.
The request is to permit the
construction of a parking lot.
Mr. Cliff Houser, applicant,
presented an additional layout and explained his request.
Mr. Palin indicated a need for
circulation between the proposed parking lot and existing
facility.
Mr. Houser said he had considered
building a bridge across the drainage ditch for additional
access.
Board discussion followed.

AND SECONDED BY PALIN TO CONTINUE ADMINISTRATIVE REVIEW NO.
72-56 TO JULY 199 1972 FOR MODIFICATION OF PLOT PLANS TO
CONCUR WITH ARTICLE 979 OF THE HUNTINGTON BEACH ORDINANCE
CODE.

ADMINISTRATIVE REVIEW NO. 72-10 - Review of elevations
Applicant: So. California Edison Company
The Board reviewed the
elevations, the type of material and color of the tanks.
A -MOTION WAS MADE BY
PALIN AND SECONDED BY SPENCER TO APPROVE THE ELEVATIONS FOR
ADMINISTRATIVE -REVIEW NO.--72-10 AND THE DESIGN AND COLORS
FOR THE FASCIA ON TOP OF,THE TANKS AS SUBMITTED, WITH THE
FOLLOWING CONDITION:,
1. The applicant shall comply with conditions number 11 and 12
of Administrative Review No. 72-10.

DISCUSSION: - -
Review of elevations
and -carports of Use Permit.No. 72-5, Scottfield Building
Corporation was held.
It was a consensus of
the Board that the applicant -provide additional architectural
features.
Another review"of
elevations was discussed by the Board for Pioneer Chicken
located on the -northwest corner o£,Springdale and Warner Avenue.
-Itwas a consensus -of
the Board,that these elevations which depict the same building
materials and architectural features as -existing building
were acceptable.
