TENTATIVE TRACT NO. 7913
Subdivider: Covington Brothers
The subject property is located east of Graham Street and
931.78 feet north of Edinger Avenue. The request is to per-
mit 19 lots on 5.1 acres of land.
The staff noted a couple of corrections on the staff report
to read as follows:
2a. The Committee requested that the alleys along the perimeter
of the subdivision be widened to 28 feet to accommodate
parallel parking which often times occurs within multiple
family subdivisions. The developer has complied with this
request.
3d. The six-foot high masonry wall shall be constructed along
the north and east boundaries of the subdivision. Material
for such wall sHgTl be similar to the separation wall pre-
sently existing along a portion of the north boundary for
the subdivision.
Mrs. Wallin indicated that this is a philosophical question
and wanted to know if this is an appropriate use in that location.
Mn Bazil indicated that this type of development will in no
way be a detriment and this request was being done at the re-
quegt of the Planning Commission.
Mr. Higgins indicated that on the conditions of approval that
they should put a chain -link fence along the east side of the
property with landscaping instead of block wall adjacent to the
school yard.
Mr. Bazil indicated that it will be facing all garages and
trash areas if a chain -link fence is used.
Mn Kerins indicated that the people boardering on the
school would like privacy.

TENTATIVE TRACT NO. 7931 WITH THE CONDITIONS OF THE STAFF REPORT.
Mr. Hartge, Public Works, recommended the construction of the
median and landscaping be in accord of the Public Works stan-
dards.
Mr. Bazil asked the developer to bond for half of the improve-
ments. Richard Huffman, Vice-Pres. of Covington Bros., indi-
cated that a pro -rated bond appeared to be fair rather than a
reimbursement agreement.

It was noted that in order to continue this item it would
require concurrence of the applicant. It was further noted that
the Commission could deny this request unless the staff receives
a letter from the applicant requesting a continuance.

The request is to permit 83 lots on 15.96 acres of land.
The staff recommended that this item be tabled until item
12 on this agenda is discussed.

TENTATIVE TRACT NO. 7155
Subdivider: A. J. Hall Corp.
The subject property is located between 17th and Goldenwest
Streets, north of Palm Avenue. The request is to permit 364
lots on 52.9 acres of land.
Mr. Higgins indicated that he would be abstaining in any action
on this matter.
Mrs. Wallin indicated that this was approved over a year
ago and with this review would like to require parking for re-
creational vehicles.
Mr. Bo le asked if we could apply present day standards. He
would like to have all PRD standards to apply.
Mr. Jim Palin, Planning Dept., indicated that the development
far exceeds many of the City standards. The coverage vas indi-
cated that it may exceed what the code calls for. The PRD re-
quires a forty percent coverage where as the existing develop-
ment has a forty-four percent coverage.
Mr. Kerins referred to the quality of the statement indicating
that all or most of the units abutt open space.
Mr. Bill Wren, Huntington Beach Co., indicated that the map
approval was in conjunction with the use permit and that there
was a need to know how many residents would be coming in in
order to support the recreational areas.
Mr. Porter indicated that this is regardless an exceptional
development.

WITH THE CONDITIONS AS OUTLINED BY STAFF. AND WITH THE FOLLOWING
CONDITIONS:
1. The tentative map received June 29, 1972 shall be the approved
layout.
2. The masonry wall on Goldenwest Street, 17th St. and Palm
Avenue shall be the same material as the wall for Phase I.
The wall design, location and planter areas shall be simi-
lar to that which was provided for in Phase I subject to
Planning Department and Department of Public Works' approval.
3. All applicable conditions of the previously approved ten-
tative tract and use permit shall be complied with.

Tn Conjunction With
USE PERMIT NO. 72-20
Subdivider: Lincoln ProiDert
The subject property is located at the northwest side of
intersection of Algonquin St. and Boardwalk Drive. The
tentative tract request is to all one lot planned residential
development on 10.0676 acres of land. The use permit is to
allow the construction of 119 townhouses and related amenities
and facilities in the R3 Limited Multiple Family Residence
District and C4 Highway Commercial District (113 zone pending).
Mr. Palin, Planning Department, reviewed the Council's
recommendations requiring reciprocal easement to the easterly
section. Concern was expressed as to the Pickwick Drive exit
which may lead to the closing of access and open an access to
Algonquin. There was a need to evaluate the physical separa-
tion between both projects and to eliminate all TV antennas.
Mr Higgins expressed concern that the open carports and lack
of parking.
Mr. Hunt indicated that this proje--t had an award for
architecture.
Mr. Lewis Leitz, the architect, indicated that the total
parking of 290. Mr. Hunt indicated that no garage or open
space will be opened to the public right-of-way.
Mr.Bazil asked if -the CC&Rs could restrict storage room
in the garages.
Mr. Hunt answered that it can be written as such.
Mr.Slates arrived 8:15 p.m.
Mr.Higgins wanted to know what type ofnseparation would be
between the condominiums and the apartments.
Mr. Hunt said that there would be a wrought iron separation
with a see -through and open type feeling.

The subject property is located east of Bushard Street
approximately 1345 feet south of Yorktown Avenue. The request
is to allow 26 lots on,12.14 acres.
Mr. Palin, Planning Department, reviewed the old and new
plot plans.
Mr.Slates indicated that they have materially changed the
map be increasing the bedrooms.

THE EXTENSION OF TIME FOR MAP.
Mr. Palin indicated that this item should be continued and a
committee set up to review and require that a use permit be
filed.
Mr. Hai C. Tan indicated that parking is a material change.
Mr.Kerins indicated that any additional tract should adhere
to the existing standards.
Mr. Boyle indicated that the Commission should grant the ex-
tension to afford the applicant an option.
Mn Slates withdrew his motion and C. Bazi,l withdrew his second.

Applicant: Huntington Beach Co.
The subject property is located at the southeasterly corner
of Ellis Ave. and Gothard St. The request is a change of zone
on 2.831 acres of land from M1 Light Industrial District to M1-
01 Light Industrial District combined with oil production.
The reasons given by the applicant are that the rezoning of
this property to M1-01 will permit it to be used as an Oil
Operation Site. This zone change will also allow a replace-
ment of the existing 01, Oil Operation Site, zoning on the south-
west corner of Ellis Ave. and Huntington St., which area is
predominately residential.
Mr. Palin, Planning Dept., indicated that the staff re-
commends opening the public hearing for Zone Case No. 72-18
and 72-19.
Mr Higgins indicated that he will be abstaining from this item.
Mr.Boyle indicated that the staff recommended approval of
this item.
The chair opened the public hearing.
Mr. Wren, Huntington Beach Co., addressed the Commission and
said that they are only relocating a'potential drilling island
and attempting to remove an oil site from the residential area.
He further indicated that they would be inclined to withdraw
Zone Case No. 72-19 if Zone Case 72-18 is not approved.
Mr. Kerins indicated that he would not like to see a drilling
island at Gothard because of the aesthetics of the area.
There being no further speakers, the chair closed the public
hearing.

ZONE CASE NO. 72-18 IN ORDER TO RE-ESTABLISH A DRILLING ISLAND

ZONE CASE NO. 72-20
Applicant: Classic Development Cor
The subject property is located south of Ellis Ave. and west
of Huntington Street. The request is a change of zone on 2.97
acres of land from 142-0 and M2-01 Heavy Industrial District
combined with oil production to R1 Single Family Residence
District.
The reasons given the applicant are that the owner proposed
to improve this property as a part of the coordinated develop-
ment with adjoining residentially zoned property which he also
owns. The site is unsuitable for development as presently zoned
because the site is approximately 25 ft. below the railroad
tracks and orients toward existing residential development.
The Commission reviewed the plot plan and topographic maps.
The chair opened the public hearing.
Mr. Warren Nichols addressed the Commission and indicated
that there is a drainage problem that is estimated at costing
$71,000 and that this property is more suited to being de-
veloped residentially than industrially.
Mr. Grant addressed the Commission and indicated that he
represented the property on Talbert and would be wanting the
same request at a future date.
There being no further speakers, the chair closed the public
hearing.
Mr. Kerins indicated that the developer was aware of the risk
involved and would like to recommend denial.

ZONE CASE 72-20 FOR THE FOLLOWING REASONS:
1. Topography prohibits residential development.
2. The property is good for industrial development.
3. This zone change if approved will erode the tax base.

The subject property is located at the east of the Southern
Pacific Railroad Right-of-way and north of Taylor Avenue.

The request is a change of zone on 10 acres of land from
M1 Light Industrial District to R1 Single Family Residence
District.
The reason given by the applicant is that this parcel is
proposed to be developed as a single family residential project
in conjunction with Tentative Tract No. 7601 to the south.
This item will be review in conjunction with Tentative
Tract No. 7888. The staff recommends a continuance of both
items pending the Master Plan Amendment.
The chair opened the public hearing.
Nick Oprian addressed the Commission. He indicated that
he had 61 individual petitions and 94 signatures and that a
94% return in favor of this zone change to Rl. He stated that
the homeowners are interested in the increased value of the area.
The area is deteriorating because of the parcel to the north.
Mr. John Mory indicated that he would like to plea in favor
of R1.
Mr. Dave Fernberg indicated that this is related to retail
sales.
Mr. Ed Harpo, an owner in the vicinity since 1903, attempted
to sell his property for industrial with no offers.
There being no further speakers, the chair closed the public
hearing.
Mn Porter indicated that there is a precise plan of alignment
of streets of the area.
Mr. Palin, Planning Dept., indicated that Precise Plan 72-1
is a street alignment.
Mr Slates indicated that Taylor and Beach is the worse
intersection in the City and access for trucks, if developed for
industry, would lead to traffic hazard and that we shouldn't
be mixing trucks with residential development.
Mx Higgins indicated that he agrees with Slates.
Mr Kerins indicated that there would be no difficulty
in developing. tie indicated that MI is compatible with R1
and that M1 can be compatible with school. That R1 is not
compatible with the railroad track.
MU Bazil indicated that they would have to maintain the in-
dustrial base until the industrial study is complete. Further
that the school people have indicated that there would be a de-
crease in problem with industrial development adjacent to the
school instead of residential development.
Mn Porter indicated that this will help to retard the
population growth. To rezone this would lead increase to
development of property.

Mr-Bazil indicated that there Should be a method of tax
relief.
Mr. Boyle agreed but indicated that this is out of our hands:
the assessor,'is doing most of the ]and planning through the high
assessment.
Mr -Slates said that as Commissioners we don't know what the
criteria is for an industrial base and further what is an in-
dustrial base. The access to this property is wrong.

The chair directed the staff to prepare resolution to in-
corporate the comments of Mr-Bazil and to be brought back to
the Study Session. This resolution would be communicated with
League of Calif. Cities with the intent being to allow industrial
property to be landbanked similar to the Williamson act.

NON -CONFORMING RESIDENCE
DISCUSSION: A letter submitted requesting an addition to
a non -conforming residence in the C3 District,
pursuant to S.9716 of the Huntington Beach Ordinance Code
located at the residence of Monyer S. Kiralla, 1010 Ocean
Avenue, Huntington Beach.
Mr. Jim Palin, Planning Department, described the request.
Mr. Kiralla indicated that he has been a taxpayer For some
years.
Mr. Palin stated that this would require a resolution from
the Planning Commission and application of the criteria under
S.9716.
Commissioner Boyle indicated that the staff report state
that this cannot be authorized because a second story con-
struction and that there is over 10% construction on this site.
He further stated that this request should not be continued
because it cannot be authorized anyway.
Commissioner Boyle indicated that they can receive and
file this letter.
Commissioner Slates indicated that Commissioners wanted
to eliminate strip zoning along Pacific Coast Highway and the
Planning Commission can do anything it wants to do unless it
is sued. He stated that instead of saying "no" we should
explore the possibility.
Mr. Palin indicated that R3 would be ample.
Commissioner Slates indicated that R4 would lead to a
continuity of the existing R4.
Commissioner Bazil stated that there should be a code amend-
ment to allow the Planning Commidsion to have some flexibility
in these matters.
Mr. Palin indicated that the staff was instructed to amend
the C3 for planned development and he asked if the Planning
Commission would wish to pursue residential development in the
C3 zoning with the addition of some criteria.

MIT THIS ITEM TO CITY COUNCIL• BY MINUTE ACTION INDICATING THAT
THE PLANNING COMMISSION CONCURS WITH THE REQUEST EXCEPT THAT
THEY HAVE NO POWER TO ACT AND THAT THE APPLICANT SHOULD COMPLY
WITH ALL APPLICABLE ORDINANCES.
' Mr. Palin indicated that the proposal is to add 1200 sq.ft.
to the existing residence.
Commissioner Kerins indicated that the Commission has a
non -conforming use and this would enhance the nonconforming
use with adoption of this proposal.
Commissioner Boyle asked to know what was meant by property
that has never been vacant.

Commissioner Boyle asked who was responsible for preparing
n n environmental impact report.
Mr. Hartge, Fngineering Department, indicated that either
public or private project should have an environmental impact
statement.
Mr. Burbank, Edison Company, indicated that the bridge will
not be seen from the road.

CONVEYANCE OF TITLE ON 25 FOOT LOTS IN THE CITY REFERENCE TO
TRACT 7555 LOCATED AT DELAWARE AND ADAMS (La Cuesta)
Mr. Jim Palin, Plannning Department, stated that the Board
of Zoning Adjustments reviewed the concepts to two 25 ft. lots
with conveyance and asked if the conveyance should be included
with a zero setback.
Commissioner Bazil indicated that approval should be predi-
cated on,the date of the subdivision and the Commission should
not create more small lots.

Mr. Palin indicated that there is a request for a presenta-
tion to the Planning Commission at a Study Session for a dev-
elopment in the Huntington Harbour area, if the Planning
Commission concurs with the request for this presentation the
staff will make the arrangements,
Commissioner Slates indicated that he would be in favor of
looking at the presentation.
Commissioner Kerins stated that why waste time now, wait
until the moratorium is off.
Commissioner Porter asked what is wrong with the application
process.
Mr. Hartge, Engineering Department, indicated that Mr. Harlow
and himself had suggested the presentation since it is a new
concept.
Commissioner Boyle indicated that he would like to see the
presentation as an education process.

The central industrial area was
discussed with reference to the
master plan.

SET THE MASTER PLAN OF STUDY AREA "B" FOR PUBLIC HEARING.

THE MOTION CARRIED.
Ken Reynolds, Planning Director indicated that the
Council has appointed Coen, Duke, Matney to a committee
with Bill Back, the Economic Development Director, in
order to review the industrial standards and help promote
industrial development in the City. The Council requested
that the Commission appoint two members to the committee.
The chair appointed Bazil and Slates to the industrial
committee.
It was noted that the Chamber of Commerce has studied
the industrial base and industrial development for the
city and that a staff committee had studied the industrial
development need and that now a Council -Commission is to
study the industrial need.
COMMISSIONER KERINS' REPORT ON THE BIKE TRAIL ON THE SANTA
Commissioner Kerins indicated that any development adjacent
to the river should consider the bike trail.
Commissioner Boyle questioned the stone work on the
"Family Affair" project.
Commissioner Bazil discussed the California apartments
with specific reference to the arrows.
Mrs. Wallin asked about signs in the public right-of-way.
