AGENDA ITEMS TO BE CONTINUED OR WITHDRAWN: DIVISION OF LAND NO. 72-19 - Continued Applicant: Brentwood Savings & Loan Assoc. To permit the adjustment of lot lines of Lots 23, 23A, 24, 24A, 25,`25A, 26, and 26A of Tract No. 6874 located on Remora Drive between Bayview Drive and Intrepid'Way in the R1 Low Density Residential District. i It was noted by the Board that the City Council had not yet acted on the vacation of the public right of way. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE DIVISION OF LAND NO. 72-19 TO AUGUST 9, 1972, TO ALLOW FOR A CITY COUNCIL HEARING OF VACATION OF THE PUBLIC RIGHT OF WAY. To:'permit the construction of a new medical building and the addition of one medical -suite within an existing medical building on adjacent property; both 7/19/72 - BZA Minutes: H. The subject property is located between Beach Blvd., and Cameron Street north of Newman Avenue in the C4 Highway Commercial District. Mr. Rix Reinecke and Mr. Berj Aghadjian, representing the applicant, addressed the Board and presented revised plans which delineated all present and future buildings for construction within said complex. 1 The Board informed the applicant that the parking lot would have to be restriped for additional parking spaces for future construction and that no addition would be allowed to the existing building until the structure to the north is constructed. All requirements of the Hunt- ington Beach Ordinance Code were discussed with the applicant. Board discussion followed. i A MOTION WAS MADE BY McFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-55 WITH THE FOLLOWING CONDITIONS: I 1. The plot plan received July 14, 1972, shall be the approved layout. 2. Beach Boulevard and Cameron Street shall be dedicated and fully improved to City and/or State standards at the time said parcel is developed. Improvements shall in- clude street trees, street signs, street lights, fire hydrants, sewer and water main extensions. i 3. Water supply shall be,through the City of Huntington Beach's water system.; 4. Sewage disposal shall;'be through the City of Huntington Beach's sewage system. 5. The property shall participate in the local drainage assessment district. j 6. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 7. All applicable City Ordinance shall be complied with. 12. Any rooftop mechanichal equipment shall be screened from view. i ROLL CALL VOTE: AYES: Spencer', Palin, McFarland NOES: None ABSENT: None THE MOTION CARRIED. i ADMINISTRATIVE REVIEW NO. 72-56 - Continued Applicant: Houser Marital Trust To permit the construction of a parking lot. The subject property is located west of Cameron Street, 469 feet south of the centerline of Slater Avenue in the C4 Highway Commercial District. Mr. Houser, applicant, addressed the Board and reviewed his revised plot plan that had been requested by the Board. The Board reviewed the suggested conditions of approval with the applicant. Mr. Houser agreed to all the conditions discussed. A MOTION WAS MADE BY PAI.IN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-56 WITH THE FOLLOWING CONDITIONS: i 1. The plot plan,lreceived July 17, 1972, shall be the approved layout. 2. Cameron Street shall be dedicated and fully improved to City standards at the time said parcel is developed. Woolbright To permit the establishment of a private school in an existing commercial facility. In Conjuction with CONDITIONAL EXCEPTION NO. 72-60 Applicant: William J. Woolbright i To permit a private school, to operate from an existing structure without providing 50% of the site in open space as required by code. The subject property is located at the southwest corner of Bolsa Avenue and Edwards Street in the C4 Highway Commercial District. The hearing was opened to the audience. Mr. Woolbright, applicant, addressed the Board and explained his -request and school program. Discussion was held on other uses within the building and the type of school being operated by the applicant. -4- 7/19/72 - BZA Minutes: H. B. Board of Zoning Adjustments Wednesday, July 19, 1972 Page 5 Further discourse continued on the requirements of the Huntington Beach Ordinance Code as same may be applicable to this school. Mr. Woolbright stated that the school was approved by the State Board of Education and met all of their requirements. It was the consensus of the Board that this type of school would not be required to provide open space pursuant to the requirements of the Huntington Beach Ordinance Code for Day Care nurseries as a private school is a permitted use in the C4 District. The Board therefore concluded that there was no need for a conditional exception application and asked the applicant if he would like to withdraw subject application. i Mr. Woolbright stated that he would request withdrawal of Conditional Exception No 72-60. the hearing was closed. There being no further comment Board discussion followed. A MOTION WAS MADE BY McFARLAND AND SECONDED BY PALIN TO APPROVE THE APPLICANT'S REQUEST FOR WITHDRAWAL OF CONDITIONAL EXCEPTION NO,72-60. CONDITIONAL EXCEPTION NO. 72-59 To permit the construction Applicant: Vincent J. Stagliano of an industrial facility with: (a) a 10 ft. exterior side yard setback in lieu of the minimum required 15 ft. setback; (b) a zero "0" ft. interior side yard setback in lieu of the minimum required 15 ft. setback. The subject property is located at the northwest corner of Research Drive and Computer Lane, in the M1-A Light Industrial District. I The hearing was opened to the audience on Conditional Exception No. 72-59. Mr. Vincent Stagliano, the applicant, and Mr. George Lusk, property owner, were present to discuss the applications. The Board reviewed the conditions of approval with the applicant, and discussed the setbacks, parking requirements, dimension of the parking stalls, walls, and landscaping. the hearing was closed. There being no further comment Board discussion followed. All applicable conditions for Tentative Tract Map No. 6948 forjFinal Map No. 7090 shall be complied with. 3. Soil reportslas required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 4. Off-street p4rking facilities shall conform to Article 979. 5. Parking compounds shall be screened with a combination of fencing and Landscaping. Said plan shall be approved by the Board of�Zoning Adjustments. 6. No structures, other than those shown on the approved plot plan, stall be constructed within the project. 7. The masonry wall facing on Research Drive shall be constructed of a material compatible with the elevation of the main structure. 8. Elevation of the main structure shall be shown on the plans submittI ed to the Board of Zoning Adjustments. 9. All applicablie City Ordinances shall be complied with. 10. Rooftop mechanical equipment shall be screened from view and a plan depicting such shall be submitted to the Board of Zoning Adjustments prior to issuance of building permits. 11. Stagliano To permit the construction of an industrial building. To permit the construction of an industrial facility with: i (a) a 10 ft. exterior side yard setback in lieu of the minimum required 15 ft. setback; (b) a zero 110" ft. interior side yard setback in lieu of the minimum required 15 ft. setback. The subject property is located at the northwest corner of Research Drive and Commerce Lane in the M1-A Light Industrial District. The hearing was opened to the audience on Conditipnal Exception No. 72-58. Mr. Vincent Stagliano, the applicant, and Mr. George Lusk, property owner, were present to discuss the applications. Discussion was held in regard to the conditions of approval. The applicant ex- pressed his agreement with the conditions and would submit a revised plot plan as requested. Ltndborg To permit the construction of a duplex with open space to be provided with a minimum dimension of 10 ft. as per proposed Code Amendment No. 71-23 in lieu of the existing minimum requirement of 20 ft. The subject property is located at 618 5th Street in the R2 Medium Density Residential District. The hearing was opened to the audience. There was no one present to represent the applicant, therefore the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY McFARLANb TO APPROVE CONDITIONAL EXCEPTION NO. 72-57 WITH THE FOLLOWING CONDITION. 1. All recreation and lgisure appurtenances within the open spaces as shown;on the plot plan shall be con- structed at the time.of occupancy of the units. AND FOR THE FOLLOWING REASONS: 1. A code amendment has,been processed and approved by the Planning Commission end City Council to allow this type of open space. 2. This plan affords better utilization and orientation of open space to each unit. 3. The open space designation far exceeds the minimum open space requirement for Code Amendment No. 71-23. Starr To permit outside storage of nursery stock located west of Goldenwest Street, 725 ft. south of Warner 'Avenue in the R3 Medium High Density Residential District. Mr. Starr, applicant, addressed the Board and explained his request. Landscaping and screening of materials were discussed with the applicant. Board discussion followed on Section 9432.4 of the Huntington Beach Ordinance Code. A MOTION WAS MADE BY McFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-61A WITH THE FOLLOWING CONDITION: 1. There shall,be no display of sack fertilizer or materials visible from the street. ROLL CALL VOTE:; AYES: Spencer, Palin, McFarland NOES: None ABSENT: None THE MOTION CARRIED. DISCUSSION: i USE PERMIT NO. 72-11 Applicant: Klug Development Co. The Board held a discussion on parallel parking, entrance driveway and width. It was their consensus that the entrance driveway on the revised plan is satisfactory. DISCUSSION: The Huntington Beach Board of Zoning Adjustments By -Laws were discussed and reviewed.
