WEDNESDAY, JULY 269 1972 BOARD MEMBERS PRESENT: McFarland, Spencer, Palin BOARD MEMBERS ABSENT: None REGULAR AGENDA ITEMS FOR PUBLIC HEARING ADMINISTRATIVE REVIEW NO. 72-63 Applicant: Pacific Southwest Realty Company It was noted by the Chairman that the applicant had made a. telephone request to have this itet.i heard later in the agenda; therefore, the Board tabled this kiem to a later time. ADMINISTRATIVE REVIEW NO. 72-61 Applicant: Edgar B. Bolstad To permit the construction of a 12,000 sq. ft. concrete tilt -up industrial spec building. In Conjunction With CONDITIONAL EXCEPTION NO. 72-61 Applicant: Edgar B. Bolstad To permit the construction of an industrial building with: a) Zero setback on interior side yard setback in lieu of the minimum required setback of 15 ft. b) A 11.2 ft. exterior side yard setback in lieu of the minimum requirement of 15 ft. Subject property is located on the northeast corner of Research Drive and Computer Lane in the M1-A District. The hearing was opened to the audience. Mr.'Bill Beaver, a representative of Lusk Company, and Mr. John Flick, were present for discussion of the applications. Discussion was held about the layout and inadequate parking for the floor area alotted on the plans. The Board suggested "revisions to the parking area which would increase the parking. .Further discourse continued as to the type and area of the 'proposed building. There being no further comment, the hearing was closed. Board discussion followed. Board of Zoning Adjustments July 26, 1972 Page 2 A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE CONDITIONAL EXCEPTION NO. 72-61 TO AUGUST 2, 1972 TO ALLOW THE APPLICANT TIME TO SUBMIT REVISED PLOT PLANS. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. CONDITIONAL EXCEPTION NO. 72-62 Applicant: Clay J. and Rosalie A. Norris To permit a garage to be constructed with a minimum front yard setback of 20 ft. in lieu of the minimum front yard setback of 22 ft. for garages entered directly from the street. The subject property is located east of Del Mar Lane, 360 ft. south of Meadowlark Drive in the Rl Single Family Residence District. The hearing was opened to the audience. Mr. Clay Norris, applicant, addressed the Board and explained the request. Mr. Norris was asked if there were any other garages in the sub- division in which he lives that had been changed. He stated there were three to his knowledge. There was further discussion about the types of building materials to be used on the proposed structure. There being no other comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE CONDITIONAL EXCEPTION NO. 72-62 WITH THE FOLLOWING CONDITION: 1. The building material for the new garage shall be the'same as the existing garage. AND FOR THE REASON: I. The new garage will conform to the setbacks within the sub- division and will not deviate from the original 20 ft. setback. ADMINISTRATIVE REVIEW NO. 72-65 Applicant: Jack MacGregor To permit the use of a trailer as a temporai°y office pursuant to S.9730.25.3, located on the east side of Beach Boulevard, north of Blaylock, south of Warner and west of the dedicated alley in the C4 Highway Commercial District. Mr. MacGregor addressed the Board and explained his plans. The Board questioned Mr. MacGregor about the location of the trailer. -2- 7/26/72 - BZA Minutes: H.B. Board of Zoning Adjustments July 26, 1972 Page 3 Discussion as to the exterior building material and restroom facilities was held. It was noted by Mr. McFarland that a sliding glass door is not considered an exit and the applicant would need another exit. They further discussed a ground identification sign and the landscaping along Beach Boulevard. It was suggested Mr. MacGregor make a break in the landscaping for pedestrian walkways and recommended the use of slumpstone at these breaks. The ordinance code was reviewed and Mr. Palin explained that vehicle display within the front yard setbacks can be higher than 6 ft. Board discussion followed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-65 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall comply with S.9730.25.3 of the Huntington Beach Ordinance Code. 2. Building elevation and plans shall be submitted to the Board of Zoning Adjustments within two weeks for approval action. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. DIVISION OF LAND NO. 72-21 Applicant: Michael Major To permit the consolidation of three lots into two lots located on the corner of Park and 12th Streets in the R1 Single Family Residence District. Mr. Major, applicant, was present to discuss his application. The Board reviewed conditions of approval with the applicant. Mr. Major concurred with these conditions. The Board discussed code requirements and dedication required for public right-of-way. A MOTION WAS MADE BY SPENCER AND SECONDED BY PALIN TO APPROVE DIVISION OF LAND NO. 72-21 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received July 14, 1972 shall be the approved layout. 2. Park Street and 12th Street and the alley shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time each parcel is developed. -3- 7/26/72 - BZA 0 Minutes: H.B. Board of Zoning Adjustments July 26, 1972 Page 4 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 6. The property shall participate in the ',.ocal drainage assess- ment district at the time each parcel is developed. 7. All utilities shall be installed underground at the time each parcel is developed. 8. All applicable City Ordinances shall be complied with. 9. A Parcel Map shall be filed with the City and recorded prior to framing inspection of any structures on any parcel. 10. The Division of Land shall not be effective until an agreement is signed and recorded agreeing to the conditions listed above. ADMINISTRATIVE REVIEW NO. 72-63 Applicant: Pacific Southwest Realty Company To permit the addition of a drive -up banking unit to the branch of Security National Bank within Huntington Center pursuant to S.9430 and S.9430.5 (B), in the C2 District. The subject property is located at 7777 Edinger Avenue, Huntington Beach. Mr. Robertson, representing the applicant, addressed the Board and explained the request. Circulation in the parking lot was discussed. The Board indicated they would like to have the plans reviewed by the Traffic Engineer. Mr. Robertson agreed to this and suggested that the Huntington Beach Company and the property owners be advised of any changes needed in traffic flow. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO CONTINUE ADMINISTRATIVE REVIEW NO. 72-63 TO ALLOW TIME FOR THE TRAFFIC ENGINEER TO REVIEW THE PROPOSED PLANS. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. MISCELLANEOUS: CONDITIONAL EXCEPTION NO. 72-59 - Review revised plot plans. Applicant: Vincent J. Stagliano In Conjunction With ADMINISTRATIVE REVIEW NO. 72-60 - Review revised plot plans Applicant: Vincent J. Stagliano Discussion was held in regard to the location of the wall and parking spaces. It was the consensus of the Bca rd to accept the revised plot plans for Conditional Exception No. 72-59 -4- 7/26/72 - BZA Minutes: H.B. Board of Zoning Adjustments July 26, 1972 Page 5 and Administrative Review No. 72-60. ADMINISTRATIVE REVIEW NO. 72-59 - Review revised plot plan Applicant: Vincent J. Stagliano In Conjunction With CONDITIONAL EXCEPTION NO. 72-58 - Review Revised Plot Plan Applicant: Vincent J. Stagliano The location of the wall and parking spaces were discussed. It was the consensus of the Board to accept the revised plot plans for Administrative Review No. 72-59 and Conditional Exception No. 72-58. REVIEW: Mr. Rowlands, City Administrator referred a Carnival to be held in the Montgomery -Ward's parking lot of Huntington Center to the Board for review. It was noted that the area in front, behind, or adjacent to Montgomery Ward's store has pipe car stops within the parking bays. Therefore, the Fire Department suggested that every other driveway within the car- nival area be left open for emergency vehicular access. Furthermore, the Board would discourage the operation of any carnival within an area between the mall setback and Edinger Avenue because of the possible traffic hazard it may create. The Building Department re- quested that all operators be notified to obtain proper elec- trical permits. The Board further suggested that in the future, carnivals could be required to submit a plot plan delineating location and uses proposed. Also, prior to issuance of a business license, there should be an inspection made by the Fire, Building, and Public Works Depart- ments for review and approval of location, operation and layout of the use. It was noted that this in- formation would be submitted to the City Administrator as the Board's recommendation for the subject carnival. REVIEW: The wall design for Tropical Enterprises, Use Permit No. 71-34 was reviewed by the Board. It was the consensus of the Board that with additional landscaping the existing fences and wall will meet the requirements and adequately accomplish the intent of the code. -5- 7/26/72 - BZA Minutes: H. ' ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. REVIEW: The Board reviewed the identification sign for the Family Affair Apartment Project, Use Permit No. 71-10. It was noted that the sign complied with the code requirements for identification signs for apartments. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE THE IDENTIFICATION SIGN FOR USE PERMIT NO. 71-10. MISCELLANEOUS: The Board reviewed the code as it pertains`'to garages and setbacks. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO DIRECT A MEMO TO THE PLANNING COMMISSION REQUESTING THAT THEY INSTRUCT THE STAFF TO PREPARE A CODE AMENDMENT TO ALLOW GARAGES CONFORMING TO THE SETBACK REQUIREMENTS OF THE TRACT WHEN ORIGINALLY CON- STRUCTED BY AN ADMINISTRATIVE REVIEW APPLICATION. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. BZA APPLICATIONS: The Board reviewed the new forms for applications to the Board of'Zoning Adjustments.
