Mayor Coen called the Special Meeting of the City Council of the City of Huntington
Beach to order at 7:00 P.M.
The Pledge of Allegiance was given by all present in the Council Chamber.

The City Clerk read the Call for Special Meeting which had been received and con-
sented to by all Councilmen prior to 7:00 P.M. on Tuesday, September 19, 1972, for
the purpose of considering the Main Street construction project.

CHANGE ORDER DIRECTED - MAIN STREET CONSTRUCTION PROJECT - CC-193
Mayor Coen stated that the Special Meeting of Council had been called to discuss the
Main Street construction project and that Mr. Kurt Meyer, Civic Center Project Archi-
tect, was present to answer any questions which might arise following the presentation
on the matter by the Director of Public Works.
Mr. James Wheeler, Director of Public Works, presented the history of the project as
proposed by him and approved by Council. He then gave a detailed report on the dimen-
sions and appearance which is planned for the median upon completion of the new Civic
Center, together with recommendations for modification of the project; and interim
treatment which would serve the Civic Center and City, and satisfy the residents
abutting the project and directly affected by the plan.

to reduce possibility of accidents.

Maintain the existing median width of 35 feet - install curbing and 8 foot sidewalk to
Civic Center - modify provisions for entering and exciting non -citizen Police Area. Re-
moval of old lighting and installation of modern high -intensity lighting. Installation
of left turn pocket for police vehicles turning toward downtown area.
The Director of Public Works summarized the modifications, stating that the street
will remain nearly as is, with only two lanes of traffic in each direction, plus a
parking lane, and requested that Council consider approval of the proposed modifi-
cations.
Mr. Kurt Meyer, Architect for the Civic Center, gave his recommendations concerning
the lighting standards for the area.
Mr. Roger Slates, Planning Commissioner, 1701 Main Street, City, addressed the Council
and stated that the Planning Commission had adopted a resolution at their last meeting
urging that Council stop construction on the repair work until they have had an oppor-
tunity to study and analyze the problem for possible solution.

Mr. Robert Bazil, Planning Commissioner, 1836 Pine Street, City, addressed Council
regarding the need to preserve the present residential quality of the area.
The Director of Public Works spoke relative to his recommendations for lighting
fixtures in the Civic Center area.
Mr. Vern Clark, 1735 Main Street, City, addressed Council concerning the project,
stating his belief that the center strip should be preserved and the traffic flow
stopped or slowed at 17th Street,
A motion was made by Councilman Duke, to direct the Public Works Director to prepare
the appropriate change order pursuant to the suggested alternatives, as follows:
South of 17th Stree&: Maintain present median width except for left turn pocket
on northbound Main Street at 17th Street; restore turn and restore ornamental lighting
North of 17th Street: Maintain present median width except for left turn pockets
at 17th Street and Mansion Avenue; modify access to Police Department; install
planting per plan and restore turf outside plan limits; modification of lighting to
be coordinated with Civic Center exterior lighting in cooperation with Kurt Meyer.
The motion was passed by the following roll call vote:
AYES: Councilmen: Shipley, Bartlett, Gibbs, Matney, Duke, Coen
NOES: Councilmen: None
ABSENT: Councilmen: Green

On motion by Shipley, the Special Meeting of the City Council of the City of Hunt-
ington Beach adjourned at 8:35 P,M. The motion was passed by the following vote:
