Ludwick To permit the construction of eight (8) apartment units pursuant to S.9162.3.1 of the Huntington Beach Ordinance Code. Subject property is located on the west side of Florida Street approximately 225 ft. north of Garfield Avenue in the R2 Medium Density District. The Board had received a letter from the applicant requesting continuance to comply with the Board's request for a revised plot plan. Subject property is located east of 17th Street approximately 35 ft. from Huntington Avenue in the R2 Medium Density Residential District. It was noted that the applicant had filed a use permit application for the same property and it is Board policy to hear such items concurrently. CONDITIONAL EXCEPTION NO. 72-84 - Continued Applicant: Marina Industries To permit a temporary directional sign to encroach 32 ft. -1- 10/4/72 - BZA Minutes: H.B. Board of Zoning Adjustments October 4, 1972 Page 2 into the required 50 ft. setback in lieu of S.9763.1.5.2(h) (4) of the Huntington Beach Ordinance Code. Subject sign is located on Beach Boulevard approximately 875 ft. south of Garfield Avenue in the C4 Highway Commercial District. The Board noted a letter had been received from the applicant requesting withdrawal of said application. ADMINISTRATIVE REVIEW NO. 72-85 - Continued Applicant: Harold D. McClard To permit the construction of a real estate office with facilities for parking IN CONJUNCTION WITH DIVISION OF LAND NO. 72-27 - Continued Applicant: Harold D. McClard To permit the readjustment of two lots located on the southeast corner of Springdale Street and Bolsa Avenue -in the C2 Community Business District. Mr. McClard, the applicant, addressed the Board and discussed his request. The Board noted this item was continued to allow the applicant time to submit a total development plan for subject property. The conditions of approval were reviewed and the applicant was advised that his plan did not include sufficient parking to comply with Article 979. The Board also discussed driveway locations and existing block wall along the perimeter of the property. The Board indicated a need for common driveways with adjacent property. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO CONTINUE ADMINISTRATIVE REVIEW NO. 72-85 AND DIVISION OF LAND NO. 72-27 TO OCTOBER 11, 1972 TO ALLOW THE APPLICANT TIME TO SUBMIT A TOTAL DEVELOPMENT PLAN. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-83 - Continued Applicant: Signal Landmark, Inc. To permit a variation in the street scene by reducing the garage setbacks to 7 ft. 6 in. IN CONJUNCTION WITH CONDITIONAL EXCEPTION NO. 72-81 - Continued Applicant: Signal Landmark, Inc. -2- 10/4/72 - BZA Minutes: H.B. Board of Zoning Adjustments October 4, 1972 Page 3 To permit the construction of seven single family dwellings with open space to be provided with a minimum dimension of 19 ft. in lieu of the existing minimum requirement of 25 ft. (S.9103.3.1.1(a) of the Huntington Beach Ordinance Code). Subject property is located approximately 275 ft. north and west of the intersection of Magnolia and Indianapolis Avenues in the R1 Low Density Residential District. The hearing was opened to the audience. Mr. Jeff Holme, representing the applicant, addressed the Board and explained his request. The Board discussed the street scene variation with the applicant and suggested revisions to the layout. The Board recommended that lots 41, 49, 100, and 104 be revised for additional open space. There being no further comment, the hearing was closed. Board discussion followed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-83 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall file a revised plot plan designating lots 9, 112, 70, and 35 with 7 ft. 6 in. setbacks. 2. The applicant shall comply with S.9106.2.1.1 (d) of the Ordinance Code requiring automatic garage door openers. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. A FURTHER MOTION WAS MADE BY PALIN-AND SECONDED BY MCFARLAND TO APPROVE CONDITIONAL EXCEPTION NO. 72-81 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall comply with all conditions of approval for Administrative Review No. 72-83 and shall eliminate lots 41, 49, 100, 104, and 35 from the request for a variation in the minimum open space dimension. 2. A revised plot plan shall be submitted including the 7 ft. 6 in. setbacks as designated in Administrative Review No. 72-83. AND FOR THE FOLLOWING REASONS: 1. Lot 5 is a corner lot and is within 6 inches of Code requirements for open space. 2. Lot 13 is an irregularly shaped knuckle lot and is in excess of the required 1200 ft. of open space. To permit the reduction in the minimum open space dimension of 25 ft. required by S.9103.3.1.1 of the Huntington Beach Ordinance Code on 7 lots of a 56 lot subdivision, which is located on the southwest corner of Newland Street and Adams Avenue in the R1 Low Density Residential District. The hearing was opened to the audience. There being no one present to represent the applicant, the hearing was closed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO DENY CONDITIONAL EXCEPTION NO. 72-82 AS THE APPLICANT HAD INDICATED THE ABILITY TO CONFORM TO THE CODE. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. USE PERMIT NO. 72-62 - Continued Applicant: W. Sterling Buck & Associates, Inc. To permit the construction of a 27 unit apartment complex pursuant to 5.9162.3.1 of the Huntington Beach Ordinance Code. Subject property is located on the north side of Heil Avenue approximately 300 ft. east of Algonquin Street in the R2 Medium Density Residential District. The hearing was opened to the audience. There was no one present to represent the applicant. It was noted that a revised plot plan had been received, and the Board reviewed open space, and increase of the radius of the turn -around and the driveway relocation. The suggested conditions of approval were then reviewed. There being no further comment, the hearing was closed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 72-62 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received October 4, 1972 as amended shall be the approved layout. 2. Heil Avenue shall be dedicated and fully improved to City standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system. 4. Sewage disposal shall be through the City of Huntington Beach sewage system. 5. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. -4- 10/4/72 - BZA Minutes: H.B. The property shall participate in the local drainage assessment district. 8. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 9. All utilities shall be installed underground. 10. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 11. Off-street parking facilities shall conform to Article 979. 12. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 13. All private streets shall meet the minimum standards for apartment developments as adopted by the Planning Commission. 14. All applicable City Ordinances shall be complied with. To permit the creation of 3 lots from 6 existing lots in the R5/R3 zone located on the west side of Beach Boulevard to California Avenue and the north side of Atlanta Street to Detroit Street. Mr. Ray Elman, representing the applicant, addressed the Board and explained the request. The Board discussed improvements and the extension of Delaware Street. It was noted that the 39 Freeway alignment was adopted for this area. They then reviewed the suggested conditions of approval as they pertained to the plans for consolidation of the lots. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE DIVISION OF LAND NO. 72-28 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received September 19, 1972 shall be the approved layout. 2. Beach Boulevard, Atlanta Ave., and Delaware St. shall be dedicated and fully improved to City Standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Water supply shall be through the City of Huntington Beach's water system at the time each parcel is developed. 4. Henricksen To permit the division of one legal parcel of land into two legal parcels, located on the south side of Adams Avenue between Florida Avenue and 200 ftwesterly of the center line of Beach Boulevard. There was no one present to represent the applicant. The Board reviewed the plan. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE DIVISION OF LAND NO. 72-29 WITH THE FOLLOWING CONDITIONS: 1. The plot plan received September 19, 1972 shall be the approved layout. 2. Beach Boulevard and Adams Avenue shall be dedicated and fully improved to City and/or State standards at the time each parcel is developed. Improvements shall include street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 3. Arch. To permit a model and sales office complex at the northeast cbrner of Tract 7837 pursuant to S.9730.25.4 and located on the west side of Algonquin Street 330 ft. west of intersection of Algonquin Street and Boardwalk Drive in the R3 Medium High Density Residential District. Mr. Bud Leits and Mr. Steve Alvarez, representing the applicant addressed the Board and explained the request. It was noted by the Board that turnarounds would have to be provided. The Board went on to suggest a relocation of the trash area as it was located on a dead end driveway. Discussion pursued with regard to parking for the model complex and Code requirements for the signing of the subdivision. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 72-90 WITH THE FOLLOWING CONDITIONS: 1. The applicant shall comply with S.9730.25.4 of the'Huntington Beach Ordinance Code. 2. The plot plan received September 18, 1972 shall be the approved layout. 3. The applicant shall comply with all conditions of approval for Use Permit No. 72-20 and Tract No. 7837. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-91 Applicant: McDonnell Douglas Corp. To permit the construction of an air inflatable building to store nonflamable materials pursuant to S.9511 which is located north of Bolsa Avenue and east of Bolsa Chica Street in the M1-A Restricted Manufacturing District. Mr. Robert J. Goethe, a representative of the applicant, addressed the Board and explained the request was to correct the open exposure of the equipment to the elements. He further presented a pamphlet on the proposed inclosure and the Board discussed air pressure, personnel use, and emergency exiting. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-91 WITH THE FOLLOWING CONDITIONS: 1. Real Estate Signs - 2 Applicant: Huntington Granada Apartments The Board reviewed the plans for the subject sign. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE THE HUNTINGTON GRANADA APARTMENTS 28 SQ. FT. REAL ESTATE SIGNS - WITH THE FOLLOWING CONDITIONS: 1. Sign is to be located within the planting area of median and setback 3 ft. from face of curb at the property line. 2. Maximum ground clearance to bottom of reader board is to .be 3 ft. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. 30 Sq. Ft. Wall Sign Applicant: First Federal Savings The Board reviewed the plans for the sign, and the applicant submitted a photo. It was found that the sign was not consistent with other signs within the shopping center. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO CONTINUE THE SIGN REVIEW FOR FIRST FEDERAL SAVINGS TO OCTOBER 11, 1972 TO ALLOW TIME FOR THE APPLICANT TO SUBMIT A REVISED PLAN. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. 40 Sq. Ft. Wall Sign Applicant: All State Insurance Company The subject sign was reviewed by the Board. A MOTION WAS MADE BY SPENCER AND SECONDED BY MCFARLAND TO APPROVE THE 40 SQ. FT. WALL SIGN FOR ALL STATE INSURANCE COMPANY. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. SO Sq. Ft. Real Estate Signs - 2 Applicant: All Space The Board reviewed the proposed signs. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. 108 Sq. Ft. Pole Signs - 2 Applicant: Bank of America The Board reviewed the proposed signs, however, no action was taken at this time. 47 Sq. Ft. Pole Sign Applicant: Standard Station The Board reviewed the plans for the pole sign. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO DENY THE REQUEST FOR A POLE SIGN BY STANDARD STATION FOR THE FOLLOWING REASON: 1. Application for signing is premature, as a use permit would be required before reopening subject use. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. REVIEW: ADMINISTRATIVE REVIEW NO. 72-10 - Landscaping Applicant: So. Calif. Edison Company The Board reviewed the landscaping plans and a rendering submitted by the applicant pursuant to the Board's request. It was noted that the fencing had been moved as a request by the Home Owners' Association within the area and there was a change in the specie of the trees proposed on the plan. The Board went on review the conditions of approval from the application. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE THE LANDSCAPING FOR ADMINISTRATIVE REVIEW NO. 72-10 AS FULFILL- MENT OF CONDITION NO. 10. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE THE ELEVATIONS FOR USE'PERMIT NO. 72-40 AS SUBMITTED. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None THE MOTION CARRIED. PIZZA HUT SIGN REVIEW: The Board reviewed the proposed sign for the Pizza Hut located at Holland and Beach. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE THE SIGN FOR THE PIZZA HUT WITH THE FOLLOWING CONDITIONS: 1.
