HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, OCTOBER 10. 1972 - 2:00 P.M. - STUDY SESSION COMMISSIONERS PRESENT: Slates, Bazil, Porter, Wallin, Boyle, Higgins COMMISSIONERS ABSENT: Kerins ,NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. PROPOSED AMENDMENTS TO ARTICLE 974 AND 1998 - PARK AND RECREATIONAL FACILITIES - DISCUSSION Acting Secretary, Richard Harlow, informed the Commission that notification had been received from the League of California Cities concerning recent State legislation relating to dedication of land and/or payment of fees for recreational land in residential developments. The League of Cities provided a model ordinance and recommended that cities adopt the model ordinance. The draft of an ordinanced submitted to the Commission for discussion incorporates the provisions of the model ordinance. The major changes from the city's present ordinance are in the general standard of 2.5 acres of recreational land per 1000 persons to 5 acres per 1000 persons and no credit for private open space in a development. The Acting Secretary stated that under provisions of the existing ordinance, certain credit has been allowed the Huntington Harbour Corporation for dedicated waterways and to the Huntington Beach Company for the beach in connection with the apartment development located thereon and the golf course, although negotiations are still under way as to the amount of credit for the golf course. At present, 50 percent credit is being allowed for those lots abutting the golf course and public waterways. Commissioner Slates pointed out that the new proposed standard of 5 acres per 1000 persons and dedication or fee requirements relate only to acquisition of property. The city is faced with the matter of perpetual maintenance as well as development costs, and that the maintenance cost on existing park property is approximately $1.5 million per year. By doubling the standard, consideration must be given to the financing of maintenance costs and the ultimate cost to the taxpayer. Maintenance costs on presently owned park property equates to 30 cents per $100 assessed valuation. There was discussion by the Commission of what recreational properties should be included when computing total recreational properties. Commissioner Higgins fe&ls the beach should be counted. Commissioner Slates feels the 500 acres in the Bolsa Chica which the State Department of Fish and Game plans to acquire should be considered. Commissioner Bazil agrees that the beach should be counted. Chairman Porter feels the neigh- borhood parks are too small. Commissioner Slates suggested the inclusion of the words "open space" in the proposed ordinance. Mr. Norman Worthy, Director of Recreation and Parks, addressed the Commission and answered questions concerning the amount of recreational property desired by the City and how the amount is computed. Mr. Worthy stated that the Recreation and Parks Commission could review the proposed amendments on Wednesday, October 11, 1972. -1- 10 /10/72 PC SS Minutes: H. B. Planning Commission Tuesday, October 10, 1972 Page 2 Mr. William Wren, Huntington Beach Company, addressed the Commission and suggested that the land bank provisions of the existing ordinance be incorporated into the proposed amendments. A consensus of the Commission was that the land bank provisions should be incorporated, and that the Commission schedule further discussion of the proposed amendments at the October 17 study session, following review of the amendments by the Recreation and Parks Commission. A public hear•Lng was tentatively scheduled for November 7, 1972. Ln the meantime, the staff will develop figures on recreational properties for the Commission's infor - mation. MEADOWLARK AIRPORT STUDY Commissioners were provided copies of the report "Meadowlark Airport Study Program Outline" prepared by Robert J. Bresnahan, Director of Aviation, Orange County Airport, and minutes of the most recent meeting of the Meadowlark Airport Study Committee. Commissioner Slates, a member of the Orange County Airport Commission, reported that the Land Use Commission will be report- ing to the Board of Supervisors in December 1972 with reference to Meadowlark Airport becoming a County facility. There was discussion as to whether the proposed moratorium in the area should include the property west across Bolsa Chica Street and it was agreed that it should. Commissioner Slates will inform the Study Committee and Lend Use Commission that the Planning Commission is considering ring requesting a moratorium in the area. FILM "THE NOISY LANDSCAPE" A 16 mm. color, sound film entitled "The Noisy Landscape" prepared by the American Institute of Architects was shown. The subject of the film was signs. MISCELLANEOUS Rezone of Property North of Huntington Center The Secretary informed the Commission that a developer has requested the City to initiate a change of zone to CIF. The developer has been informed that the Planning Commission has asked that a development plan be submitted prior to the initiation of a zone change. The Chairman suggested the Commission adopt a resolution to the City Council requesting policy or guidelines as to the development of subject property. Following discussion, it was a consensus of the Commission that the developer should file for a zone change and the Secretary was directed to inform the developer accordingly.
