THIS MEETING IS A JOINT MEETING WITH THE HUNTINGTON BEACH CITY
COUNCIL.
CITY COUNCIL MEMBERS PRESENT:

Proposed Multi -Story Structure Ordinance
Code Amendment Nos. 72-21 and 72-22.
The Chairman reported to the City Council that the Planning
Commission has just begun to review a draft of the proposed
amendments and is not prepared to make any recommendations to
the City Council at this time.
The Acting Secretary reviewed briefly the proposal
and stated that a map was posted delineating possible loca-
tions within the city for high rise development. He further
stated that before proceeding, two basic questions should be
answered:
(1) Does the City Council and Planning Commission want multi-
story construction within the city? and (2) Does the City
Council and Planning Commission want to encourage multi -story
construction within the city?
At the suggestion of Mayor Coen, an informal poll of those
present was taken. It was the consensus that multi -story
commercial and industrial construction is desirable. There
was concern expressed as to the location and density of
multi -story residential construction except such uses as hotels
and motels.
Using these guidelines, the Staff will proceed with further
revisions to the proposed code amendments for study by the
Planning Commission.
DISCUSSION: Planned Residential Development - Article 931
Code Amendment No. 72-28; Second Draft 10/26/72.
The Chairman introduced Mr. Frazier, representing the HOME Council,
who commented on various sections of the Code Amendment suggesting
various amendments.
The Planning Commission and City Council then reviewed the -
Code Amendment in detail and the following conclusions were
reached:
Maximum Densities are established as follows:
R1 6.5 units per gross acre and a maximum
of 20 bedrooms;
R2 15 units per gross acre and a maximum
of 38 bedrooms;

R3 25 units per gross acre and a maximum
of 50 bedrooms; and
R4 35 units per gross acre and a maximum
of 53 bedrooms.
Unit Types:
There shall be a diversification of unit types
within all residential developments.
Development Entrances:
Entrances from arterial highways shall be well
landscaped and designed to identify the project
and create community identity. Additional
entrances as deemed necessary shall be provided.
Maximum Building Coverage:
Units/Acre 0-16, maximum coverage shall be 45%
16.01 and over, maximum coverage shall
be 50%
Off -Street Parking:
Bachelor, single or one -bedroom - 1-1/2 off-street
parking spaces;
Two or more bedroom units- 2 off-street parking
spaces;
Minimum square footage of usable open space for recreation
and leisure shall be as follows:

- 600

ft.
R4
- 400
sq.
ft.
Several other amendments of a minor nature were made to the
Code Amendment.
Following discussion, it was determined that the City Council
will adopt Code Amendment No. 72-28 as policy at the regular
meeting of November 6, 1972 and the Planning Commission will
adopt Code Amendment No. 72-28 as policy at the regular meeting
of November 7, 1972 pending formal adoption as an ordinance
which is to take place as soon as possible.
There being no further business, the meeting adjourned.
