BOARD MEMBERS PRESENT: McFarland, Spencer, Palin BOARD MEMBERS ABSENT: None MINUTES: ON MOTION BY PALIN AND SECOND BY SPENCER THE MINUTES OF THE HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS FOR JUNE 21, JULY 26, AND SEPTEMBER 6, AND 13, 1972 WERE ACCEPTED AS TRANSCRIBED. - REGULAR AGENDA ITEMS FOR PUBLIC HEARING: ADMINISTRATIVE REVIEW NO. 72-87 - Continued Applicant: Earl 6, Esther Hoffman To permit the care of six non - related persons, located at 16792 Glenhaven Lane in the R1 Low Density Residential District. The Board noted that the applicant had not yet received his license from the State Welfare Department, therefore a continuance would be recommended on this application. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO CONTINUE ADMINISTRATIVE REVIEW NO. 72-87 TO NOVEMBER 29, 1972. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. ADMINISTRATIVE REVIEW NO. 72-125 Applicant: Pedro G. Martinez To permit a temporary Christmas tree lot pursuant to S. 9730.2S.2 of the Ordinance Code, located at 17281 Beach Boulevard, the west side of Beach Boulevard approximately 1056 ft. north of Slater Avenue. Mrs. Martinez, representing the applicant, addressed the Board and explained the request. She further related that there would be no tent used at any time for the use. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-125 WITH THE FOLLOWING CONDITION: The applicant shall comply with S.. 9730.25.2 of the Ordinance Code. Board of Zoning Adjustments Wednesday, November 22, 1972 Page 2 ADMINISTRATIVE'REVIEW NO. 72-124 Applicant: Jerome Seitz To permit the construction of an enclosed patio for one residence of an existing condominium complex, located at the northeast corner of Eastport Drive and Freeport Lane in the R3 Medium High Density District. Mr. and Mrs. Seitz, the applicant, addressed the Board. The Board members noted that action on this item would be as a recommendation to the City Council. Review and discussion of the plans and a picture of the pro- posed patio ensued. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO RECOMMEND APPROVAL OF ADMINISTRATIVE REVIEW NO. 72-124 TO THE CITY COUNCIL WITH THE FOLLOWING CONDITIONS: The proposed structure shall conform to the Uniform Building Code. AND FOR THE FOLLOWING REASONS: 1. The patio structure is within the private patio area. 2. The proposed structure does not encroach into the common area. ADMINISTRATIVE REVIEW NO. 72-128 Applicant: Goodyear Service Store To permit the outside display of merchandise in front of an existing retail establishment located on the south side of Edinger Avenue approximately 530 ft. east of Beach Boulevard in the C2 Community Business District. Mr. Robert Tuttle, representing the applicant, addressed the Board and explained there would be an appliance display, and the use of four parking stalls. The request would be for the dates of December 1, 2, and 3 1972 and the applicant would like to incorporate a temporary 3 to 4 ft. wide x 25 ft. sign as a banner within the front yard setback. He further pointed out that Goodyear would be holding this type of sale on a yearly basis. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-128 WITH THE FOLLOWING CONDITIONS: 1. The Banner for temporary display and the display itself shall be as shown on the approved plot plan. 2. All merchandise shall be moved indoors on December 3, 1972. SIGN REVIEW• Standard Oil 20972 Magnolia Huntington Beach, California a. Pole Sign 78 sq. ft. - 25 ft. high The Board reviewed the sign pro- posal. The height of the sign was discussed along with the possibility of using a monument sign at this location. The staff recommended a 15 ft. high monument sign with columns of slumpstone matching. the veneer of the building. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO DENY THE POLE SIGN FOR STANDARD OIL IN LIEU OF THE STAFFS RECOMMENDATION FOR A MONUMENT SIGN. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. b. Canopy Sign - 36 sq. ft. The subject sign was reviewed. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE THE CANOPY SIGN FOR STANDARD OIL. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. Charles Geers 230, 232, 234 Adams Avenue Huntington Beach, Calif. (3) wall signs - 36 sq. ft. each The Board reviewed the plans. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE THE WALL SIGNS AS REQUESTED WITH THE FOLLOWING CONDITION: All three signs shall consist of the same type of letters, colors, materials, and graphic styles. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE THE ID SIGN FOR OCEAN VIEW STABLES. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. Reg. De La Cuesta 17301 Beach Blvd. Huntington Beach, California Pole Sign - 168 sq. ft. It was noted that the area of the sign would require a conditional exception application. The Board advised the applicant to revise the proposal to reduce the sign area to that which is allowed by Code. No action taken. Villa Yorba Apartments 16200 Villa Yorba Huntington Beach, California Directional Sign - 200 sue. ft. The Board continued this item for a check on the ownership of the property. Swizzle Stick 19022 Brookhurst Huntington Beach, Calif. Roof Sign - 6 sq. ft. (2 The Board reviewed the proposal. A MOTION WAS MADE BY SPENCER AND SECONDED BY PALIN TO APPROVE THE ROOF SIGNS REQUESTED BY THE SWIZZLE STICK. ROLL CALL VOTE: AYES: McFarland, Spencer, Palin NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 72-22 - Review of Landscaping plans Applicant: Carl Karcher Enterprises, Inc. The Board reviewed the landscaping plans with Mr. G. Wm. Schaper, Planning Coordinator for the applicant. ADMINISTRATIVE REVIEW NO. 72-90 $ Tract 7837 - Review of Revised Plans Applicant: Lincoln Properties The revised plans incorporate a recreation area into the model complex. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO ACCEPT THE REVISED PLANS FOR THE MODEL COMPLEX RECEIVED NOVEMBER 9, 1972.
