There was no one present to rep- resent the applicant. The Board reviewed the plans. Mr. Yamashita, a representative of the applicant, reviewed the plans with the Board. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE ADMINISTRATIVE REVIEW NO. 72-138 WITH THE FOLLOWING CONDITIONS: The applicant shall comply with S. 9730.25.2 of the Ordinance Code. Plascencia To permit the operation of a restaurant facility, located on the west side of Goldenwest Street approximately 250 ft. north of Warner Avenue in the C2 Community Business District. Mr. Plascencia, the applicant, addressed the Board and explained the request. The Board reviewed elevations and pictures with the applicant and noted that an Exemption Declaration was filed. A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE ADMINISTRATIVE REVIEW NO. 72-140 WITH THE FOLLOWING CONDITIONS: 1. The approval and issuance of building permits is con- tingent upon acceptance of t:ie exemption declaration application. 2. Elevations shall be as shown on the plans received November 20, 1972. 3. There was no one present to represent the applicant. The Board reviewed the plans and noted that they would discourage the type of parking arrange- ment proposed by the applicant. A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO CONTINUE ADMINISTRATIVE REVIEW NO. 72-123 TO DECEMBER 6, 1972 TO ALLOW TIME FOR THE STAFF TO CONTACT THE APPLICANT FOR A REVISED PARKING AND CIRCU- LATION PLANS. ROLL CALL VOTE: AYES: Spencer, McFarland, Patin NOES: None ABSENT: None THE MOTION CARRIED. USE PERMIT NO. 72-81 Applicant: World Handicrafts, Inc. To permit the operation of a hobby products manufacturer and to permit retail sales on -site pursuant to S. 9530.2(b)(2) and S. 9S30.2(c) of the Ordinance Code, located on the east side of Gothard Street approxi- mately 450 ft. north of Heil Avenue in the M1 Light Industrial District. The hearing was opened to the audience. Mr. Terry Lindstrom, representing the applicant, reviewed the plans with the Board members and discussed Code requirements for retail sales along with manufacturing. Mr. Lindstrom indicated the retail sales would be about 10 to 15 percent. The Board noted that the signing for the face -of the building is not freestanding and that this particular use is allowed in the City by a recent code amendment. The Board reviewed the landscaping plans with Mr. Richard Hughes, Architect. They further discussed removal of the wall at the rear of the property for treatment with landscaping. A MOTION WAS MADE BY PALIN AND SECONDED BY MCFARLAND TO APPROVE THE LANDSCAPING PLANS FOR USE PERMIT NO. 72-22 WITH THE FOLLOWING CONDITION: The masonry wall presently constructed shall be veneered with use brick around the face and end at both locations and the trash area shall remain as constructed.
