on the east side of 16th Street approximately 100 ft. south
of Palm Avenue in the R2 Medium Density Residential District.
The Board noted the applicant would need to file revised
plans as the current plans exceed maximum coverage of the
property. The applicant would be contacted to submit a
revised set of plot plans.

The applicant is currently trying to secure easements across
the abutting property. The Board further suggested the abutting

To permit the construction of a commercial complex including
offices, commercial business, restaurants, and financial insti-
tutions pursuant to S. 9430.

Applicant: Huntington Capital Corporation
To permit creation of three parcels from one existing parcel
located on the northeast corner of Stark Street and Beach
Boulevard in the C2 Community Business District.
Mr. Everett Dodge, representing the applicant, reviewed the
proposal with the Board and presented proposed plans for the
driveways and circulation. Mr. Dodge was questioned about
the type of signing he anticipated would be used for the
facility. Discussion continued as to Code requirements for
signs.
The applicant then examined the suggested conditions of approval
for the complex with the Board.

ADMINISTRATIVE REVIEW NO. 72-111 WITH THE FOLLOWING CONDITIONS:
A. To be completed prior to issuance of building permits:
1. Beach Blvd. and Stark Street shall be dedicated to
City standards at the time each parcel is developed.

2. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
3. Soil reports as required by the Building Department

4. Rooftop mechanical equipment shall be screened from
view and reviewed by the Board of Zoning Adjustments
for approval action.
S. Elevations of each of the proposed buildings shall be
reviewed by the Board of Zoning Adjustments.
B. To be completed prior to framing inspection:
1. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
2. A plan for screening of the parking compounds with a
combination of fencing and landscaping shall be approved
by the Board of Zoning Adjustments.
3. A landscaping plan shall be submitted to the Board of
Zoning Adjustments for approval action.

8. A masonry wall shall be constructed along the east
property line. The height of said wall shall be such
that the top will be six (6) feet above the highest
ground surface within twenty (20) feet of the common
property line.
9. No structure, other than those shown on the approved
plot plan, shall be constructed within the project.
10. All applicable City Ordinances shall be complied with.
11. All applications for sign permits shall be reviewed
by the Board of Zoning Adjustments for approval
action prior to issuance of any sign permit.

Mr. Carl Rodeheaver, representing the applicant, addressed
the Board.
The hearing was opened to the audience.
Landscaping provisions were reviewed with the applicant. It
was indicated that 60 landscaping would.be required. The
Board suggested screening of restroom facilities and
construction of a new trash area with matching stone of the
veneer on the main structure. They further explained that a
monument sign for the facility would be desirable. Dis-
cussion of reciprocal driveways ensued.
There being no further comment, the hearing was closed.
A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO
APPROVE USE PERMIT NO. 72-80 WITH THE FOLLOWING CONDITIONS:
A. To be completed Drior to issuance of a Certificate of
Occupancy and the enforcement of same to take place
throughout the lwiTe___oT the business or operation:
1. The plot plan received December 18, 1972 shall be
the approved layout.
2. All utilities shall be installed underground.
3. Fire alarm system conduit and appurtenances shall
be installed by the developer at locations and to
specifications provided by the Fire Department.
4. Off-street parking facilities shall conform to
Article 979.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
6. All applicable City Ordinances shall be complied with.
7. 'A minimum of 60 landscaping shall be provided on -site
as required by the service station standards and shall
be approved by the Department of Public Works.
8. The main identification sign shall be the same as
submitted to the Board of Zoning Adjustments with a
maximum height of 16 ft.

side of Warner Avenue approximately 500 ft. west of Springdale

The hearing was opened on the use permit application.
Mr. Jones, Mr. Jameson, Mr. Williams, and Mr. Walker were
present to represent the applicant. They discussed circu-
lation for the drivethru restaurant and driveways. The
Board suggested the use of planters to facilitate circulation
and the signing proposed for the facility was reviewed.
Mr. Jameson presented pictures of signs used in existing
restaurants and drawings of signs proposed for the new one.
The conditions of approval were then reviewed with the appli-
cant and the Board requested reciprocal easements be filed
with the City for the division of land.
There being no further comment, the hearing was closed.
A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE
USE PERMIT NO. 72-79 WITH THE FOLLOWING CONDITIONS:
A. To be completed prior to issuance of building permits:
1. A revised plot plan shall be submitted prior to the
issuance of building permits.
2. Warner Avenue shall be dedicated to City standards
at the time each parcel is developed.
3. Soil reports as required by the Building Department
and the Department of Public Works shall be submitted
to the City prior to issuance of building permits.
4. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
5. All signs shall be submitted to the Board of Zoning
Adjustments for approval action prior to issuance of
sign permits.
6. The height of the roof mounted spheres is not to exceed
the parapet height.
B. To be completed prior to framing inspection:
1. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be approved
by the Planning Department.
2. A Division of Land application, separating this parcel
from the remaining property held under the same owner-
ship, shall be filed with the City, approved and recorded.

To permit the construction of an internally illuminated pole
sign to be located with 20 ft. of an interior property line
in lieu of S. 9763.3(a) of the Huntington Beach Ordinance
Code located on the south side of Heil Avenue approximately
210 ft. east of Bolsa Chica Street in a C2 Commercial Business
District.
The hearing was opened to the audience.
There was no one present to represent the applicant.
The Board felt the applicant should consider constructing a
monument identification sign instead of the sign as requested.
There being no further comment, the hearing was closed.

CONDITIONAL EXCEPTION NO. 72-102
Applicant: Mr. and Mrs. C. W. Jackson
To permit the construction of a 6 to 8 ft. fence to encroach
12 ft. into the required 15 ft. front yard setback in lieu of
S. 9104(a) and S. 9103.1 of the Huntington Beach Ordinance Code,
located on the west side of Newland Street approximately 580 ft.
north of Indianapolis Street in an R1 Low Density Residential
District.
The hearing was opened to the audience.
Mrs. Jackson addressed the Board and explained the reasons for
requesting a conditional exception were as follows: with a wall
as requested she would be able to use her"front yard, traffic
along the street speeds by and is bothersome, and a subdivision
would soon be built across the street creating an intersection
in front of her home.
The Board indicated that a 3 ft. setback would be too narrow and
suggested the fence cut back to a 6 ft. setback along the west
boundary and landscaping be incorporated into the setback.
Further discussion of the right-of-way at the alley to the
intersection at Newland Street and the precise plan of street
alignment ensued.
There being no further comment, the hearing was closed.

located on the west side of 15th Street approximately 150'
north of Orange.
Mr. Joe Marinacci, representing 'the applicant, addressed the
Board and discussed the plans and the walkway through the patio
area.
A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE
ADMINISTRATIVE REVIEW NO. 72-145 WITH THE FOLLOWING CONDITIONS:
1. The applicant shall redesign the patio area to eliminate
the walkway through the patio area.

Applicant: T. E. Bingham
To permit the interim use of vacant ground for steel storage
yard located on the east side of Stewart Street approximately
160 ft. south of Bolsa Avenue.
Mr. Bingham, the applicant, addressed the Board and reviewed
the suggested conditions of approval. He indicated he did not
want to improve the property as this is only an interim use of
the property. He further noted the use is a continuance from
another person who had obtained their business license through
his home address.
The Board suggested the staff research the Code for the require-
ments for business licenses for a storage yard.

ADMINISTRATIVE REVIEW NO. 72-127 TO DECEMBER 27, 1972 TO ALLOW

Mr. Pedigo, the applicant, discussed his plans and elevations
with the Board. They further reviewed fencing, parking, la:id-
scaping, and a screening wall for security.

located on the west side of 15th Street approximately 150'
north of Orange.
Mr. Joe Marinacci, representing -the applicant, addressed the
Board and discussed the plans and the walkway through the patio
area.
A MOTION WAS MADE BY PALIN AND SECONDED BY SPENCER TO APPROVE
ADMINISTRATIVE'REVIEW NO. 72-145 WITH THE FOLLOWING CONDITIONS:
1. The applicant shall redesign the patio area to eliminate
.the walkway through the patio area.

Applicant: T. E. Bingham
To permit the interim use of vacant ground for steel storage
yard located on the east side of Stewart Street approximately
160 ft. south of Bolsa Avenue.
Mr. Bingham, the applicant, addressed the Board and reviewed
the suggested conditions of approval. He indicated he did not
want to improve the property as this is only an interim use of
the property. He further noted the use is a continuance from
another person who had obtained their business license through
his home address.
The Board suggested the staff research the Code for the require-
ments for business licenses for a storage yard.

ADMINISTRATIVE REVIEW NO. 72-127 TO DECEMBER 27, 1972 TO ALLOW
THE STAFF TIME TO RESEARCH THE BUSINESS LICENSE ON SUBJECT
PROPERTY.

Applicant: Pedigo Products, Inc.
To permit construction of an industrial building located on the
west side of Gothard Street approximately 350 ft. to northerly
property line from center line of Edinger Avenue.
Mr. Pedigo, the applicant, discussed his plans and elevations
with the Board. They further reviewed fencing, parking, la:id-
scaping, and a screening wall for security.
A MOTION WAS MADE BY MCFARLAND AND SECONDED BY PALIN TO APPROVE
ADMINISTRATIVE REVIEW NO. 72-147 WITH THE FOLLOWING CONDITIONS:
A. To be completed prior to issuance of building permits:
1. The plot plan received December 6, 1972 as amended
shall be the approved layout.

2. Gothard Street shall be dedicated to City standards
at the time each parcel is developed.
3. The water, sewer, and fire hydrants system shall
be approved by the Department of Public Works and
Fire Department.
4. Soil reports as required by the Building Department
and the Department of Public Works shall be submitted
to the City prior to issuance of building permits.
S. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
B. To be completed prior to framing inspection:
1. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be ap-
proved by the Board of Zoning Adjustments.
C. To be completed prior to final inspection:
1. Water supply shall be through the City of Huntington
Beach's water system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. The property shall participate in the local drainage
assessment district.
4. All utilities shall be installed underground.
S. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to
specifications provided by the Fire Department.
6. Masonry walls 6 ft. high with a gate to provide
screening and security are to be located approxi-
mately 60 ft. from front property line.
D. To be completed prior to issuance of a Certificate of
Occu anand the enforcement of same to toe place
throughout the life of the business or operation.
1. Off-street parking facilities shall conform to
Article 979.
2. All applicable City Ordinances shall be complied
with.

Applicant: Thomas E. Nelson DBA Nelson Auto Service
Review pursuant to S. 9534.1 of the Ordinance Code prior to
renewal of a business license. Located at the northeast corner
of Goldenwest Street and Ellis Avenue in the M1 Light Industrial
District.
Mr. Nelson, the applicant, discussed the applications with the
Board.
Review of Code requirements for the use and renewal pf a
business license,began. The Board noted illegal usage of the
adjacent property for parking rental vehicles. Therefore
Mr. Nelson would need to file the proper applications for the
use of the trailer rental or remove the vehicle from the lot
and not use it again.
Mr. Nelson stated he would file an administrative review appli-
cation for the use on the property to rent U-Haul trailers and
remove the vehicles associated with the existing use.
