USE PERMIT NO. 72-85 - Continued
Applicant: Ralph J. Cover
To permit the construction of an 8 unit apartment complex
pursuant to S. 9162.3.1 of the Huntington Beach Ordinance
Code, located on the east side of Delaware Street approxi-
mately 330 ft. north of Yorktown Avenue in the R2 Medium
Density Residential District.
The Board noted a revised plan and division of land appli-
cation would alleviate the need for a Use Permit as there
would be only four units on each lot. The Board informed
the applicant that a'Division of Land and Revised Plot
Plan would be required.
A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO
CONTINUE USE PERMIT NO. 72-85 TO JANUARY 17, 1973 FOR
SUBMITTAL OF A REVISED PLOT PLAN AND DIVISION OF LAND
APPLICATION.

Applicant: W. P. Weatherly, U.S. Auto
To permit automobile dismantling and parts storage located
south of Talbert Avenue, 2000 ft. west of Beach Blvd. in
the M1 Light Industrial District.
The Acting Secretary informed the Board that the Planning
Commission had reviewed the applications at a study session
and would like to act on the requests at the February 6,
1973 regular meeting.

REFER DIVISION OF LAND NO. 72-43 AND ADMINISTRATIVE REVIEW
NO. 72-151 TO THE PLANNING COMMISSION FOR REVIEW AND ACTION.

USE PERMIT NO. 72-86 - Continued
Applicant: Florida Gardens
To permit the construction of a 63 unit apartment complex
pursuant to S. 9202.3.1.3 of the Huntington Beach Ordinance
Code located on the east side of Florida Street approxi-
mately 628 ft. north of Garfield Avenue in the R3 Medium
High Density Residential District.
Mr. Paul Treat, representing the applicant, addressed the Board.
The hearing was opened to the audience.
The suggested conditions of approval were reviewed with the
applicant.
There being no further comment, the hearing was closed.
Board discussion followed:
A MOTION WAS MADE BY MCFARLAND AND SECONDED BY SPENCER TO APPROVE
USE PERMIT NO. 72-86 WITH THE FOLLOWING CONDITIONS:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received December 7, 1972 shall be the
approved layout.
2. Florida Street shall be dedicated to City standards at
the time each parcel is developed.
3. The water, sewer, and fire hydrants system shall be ap-
proved by the Department of Public Works and Fire Depart-
ment.
4. Soil reports as required by the Building Department and
the Department of Public Works shall be submitted to the
City.
S. No building permit shall be issued until a.conditional
exception is approved to allow carports to be constructed
within the side and rear yard setbacks, or until a revised
plot plan is submitted and approved by the Board of Zoning
Adjustments.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to speci-
fications provided by the Fire Department.
2. A landscaping plan shall be submitted to the Board of
Zoning Adjustments for approval action.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Florida Street shall be fully improved, including street
trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to
Article 979.
4. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be ap-
proved by the Board of Zoning Adjustments.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF A CERTIFICATE OF
OCCUPANCY AND THE ENFORCEMENT OF SAME TO TAKE PLACE
THROUGHOUT THE LIFE OF THE BUSINESS OR OPERATION:

D. 1. Water supply shall be through the City of Huntington
Beach's Water system.
2. Sewage disposal shall be through the City of
Huntington Beach's sewage system.
3. The property shall participate in the local drainage
assessment district.
4. No structures, other than those shown on the ap-
proved plot plan shall be constructed within the
project.
5. All applicable City Ordinances shall be complied
with.
