Richardson To permit the construction of a retail commercial building as per S. 9472 of the Ordinance - Code. In Conjunction with CONDITIONAL EXCEPTION NO. 72-107 Applicant: H. M. Richardson To permit a zero side and rear yard setback in lieu of the required 10 ft. side and rear yard set- back as per S. 9471.4.1 (b) and S. 9471.4.1 (c), of the Ordinance Code. The subject property is located at the northwest corner of Newland Street and Atlanta Avenue in the C4 Highway Commercial District. The Acting Secretary advised the Board that this item be continued to January 31st, in order to be heard in conjunction with Conditional Exception No. 72-107 which had to be readvertised because of submittal of a revised plot plan. The subject property is located at the southeast corner'of Beach Blvd. and Newman Avenue in the R5 Office Professional District. Dr. Friedman, applicant, discussed the revised plot plan with the Board. He informed the Board that there will be 11 doctors occupying the proposed building. The Board held a discussion regard- ing screening wall requirements. A MOTION WAS MADE BY SPENCER AND SECONDED BY EADIE TO APPROVE ADMINISTRATIVE REVIEW NO. 72-157 UPON THE FOLLOWING CONDITIONS AS AMENDED: A. TO BE COMPLETED -PRIOR TO ISSUANCE OF BUILDING PERMITS: 1, The plot plan received January 24, 1973, shall.be the approved layout. 2. Beach Blvd., and Newman Avenue shall be dedicated and fully improved to City standards at the time each parcel is developed. 3. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Dept. 4. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City prior to issuance of building permits. 5. Screening wall plan and landscaping plan shall be sub- mitted to the Board of Zoning Adjustments for approval prior to issuance of building permits. B. TO.BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. Beach Blvd., and Newman Avenue shall be fully improved, including street trees, street lights, street signs, fire hydrants, sewer and water main extensions. D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY: 1. Water supply shall be through the City of Huntington Beach's water system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. The property shall participate in the local drainage assessment district. 4. A MOTION WAS MADE BY SPENCER AND SECONDED BY EADIE TO APPROVE ADMINISTRATIVE REVIEW NO. 73-8 UPON THE FOLLOWING CONDITIONS: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The plot plan received January 9, 1973, shall be the approved layout. 2. 21st Street and alley shall be dedicated to City standards at the time the parcel is developed. 3. Houghton, Pastor To permit the construction of class- rooms and a fellowship hall within an existing church facility pursuant to 5.9811.4 of the Huntington Beach Ordinance Code. Said property is located on the west side of Newland Street approximately 340 ft. south of Slater Avenue in an R2 Medium Density Residential District. The hearing was opened to the audience. The applicant addressed the Board and explained the proposal. There being no other comment the hearing was closed. Board discussion followed. A MOTION WAS MADE BY GERARDEN AND SECONDED BY SPENCER TO APPROVE PLOT PLAN AMENDMENT NO. 73-1 UPON THE FOLLOWING CONDITIONS AS AMENDED: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. A revised plot plan shall be submitted to the Board of Zoning Adjustments for approval. 2. The water, sewer, and fire hydrant system shall be approved by the Department -of Public Works and Fire Department. 3. Soil reports as required by the Building and the Department of Public Works shall be submitted to the City. 4. Parking compounds shall be screened with a combination of fencing and landscaping. REQUEST FOR CARNIVAL APPLICATION EMBLEM CLUB The Board reviewed a request for carnival, sponsored by the Emblem Club January 25 through 28, 1973, to be located at the southwest corner of Spring- dale Street and Edinger Avenue. FT. MONUMENT SIGN FOR THE FOLLOWING REASON: 1. Said sign would be encroaching into the required drive- way area.
