BOARD MEMBERS PRESENT: Spencer, Gerarden, Eadie
ACCEPTANCE OF MINUTES: On Motion by Eadie and second by
Spencer, the Minutes of the Huntington Beach Board of Zoning
Adjustments of July 19, August 30 and October 4, 1972, were
accepted as transcribed and mailed by the Secretary.
AGENDA ITEMS TO BE CONTINUED OR WITHDRAWN:
DIVISION OF LAND NO. 72-46 - Continued
Applicant: Valley Consultants, Inc.
To create two lots from one existing lot. The subject property
is located at the northeast corner of Warner Avenue and Graham
Street in the R1 Low Density Residential District.
The acting Secretary informed the Board that a letter was
submitted by the applicant requesting continuance of Division
of Land No. 72-46 to February 21, 1973, in order to submit
more information regarding contours and acreage.

Applicant: Joe Abandonato
To permit the construction of a trailer supply store pursuant
to S. 9430.7 of the Huntington Beach Ordinance Code. The subject
property is located at the southeast corner of the intersection
of Beach Blvd., and Stark Street in the C2 Community Business
District.
The hearing was opened to the audience. Mr. Joe Abandonato,
applicant, explained the proposal. Mr. Wailey Blair, owner of
the property, also commented on the proposed construction.
There being no other comment the hearing was closed.
Board discussion followed.
It was the consensus of the Board to continue Use Permit No. 73-4
to February 14, 1973, in order that the applicant meet with the
Planning staff to review the plans as submitted on February 7,1973.

CONDITIONAL EXCEPTION NO 73-6
Applicant: La Mar B. Bailey
To permit an encroachment of 5 ft. into a 15 ft. front yard
setback. The subject property is located on the east side of
Stiles Circle, approximately 100 ft. south of Trumbull Drive.
The hearing was opened to the audience.
Mr. Bailey, applicant, addressed the Board and explained the
request.
There being no other comment the hearing was closed.

A MOTION WAS MADE BY GERARDEN AND SECONDED BY SPENCER TO APPROVE
CONDITIONAL EXCEPTION NO. 73-6 UPON THE FOLLOWING CONDITION:
1. The elevation of the front wall and material shall be sub-
mitted to the Planning Department for approval prior to
issuance'of building permits.
AND FOR THE FOLLOWING REASONS:
1. Physical configuration of the wall provides a variation in
the street scene and will not be detrimental to adjacent
parcels.
2. The Code permits side entry garages to be located within 10 ft.
of the property line in this request.
3. Placement of house on the lot precludes placing the pool in
the rear yard and the encroachment is to accomodate a
typical size pool.

A MOTION WAS MADE BY EADIE AND SECONDED BY SPENCER TO APPROVE
ADMINISTRATIVE REVIEW NO. 73-11 UPON THE FOLLOWING CONDITIONS:
1. The applicant shall comply with S. 9730.18 of the Huntington.
Beach Ordinance Code.
2. All conditions of approval for Tentative Tract No. 7991 shall
be complied with.
3. Plot -plan received January 30, 1973, shall be the approved
layout.

ADMINISTRATIVE REVIEW NO. 73-16 UPON THE FOLLOWING CONDITIONS:
A. TO BE CONSTRUCTED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received January 30, 1973, shall be the
approved layout.
2. 16th Street and the alley shall be dedicated to City
standards at the time each parcel is developed.
3. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.

1. Water supply shall be through the City of Huntington
Beach's water supply system.

east of Lake Street.
Mr. Bill Wren, representing the applicant, addressed the Board
and gave his reasons for the request.

APPROVE ADMINISTRATIVE REVIEW NO. 73-17 UPON THE FOLLOWING
CONDITIONS:
A. TO BE CONSTRUCTED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot -plan received February 5, 1973,
shall be the approved layout.
2. Pacific Coast Highway shall be dedicated to City
and•State standards at the time each parcel is dev-
eloped.
3. The water, sewer and fire hydrant system shall be
approved by the Department of Public Works and Fire
department.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Rooftop mechanical equipment shall be screened from
view and reviewed by the Board of Zoning Adjustments
for approval action.
2. Signs for the proposed plan shall -be submitted to the
Board of Zoning Adjustments for review and approval
action.
3. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Pacific Coast Highway shall be fully improved including
street trees, street signs, street lights,,fire hydrants,
sewer and water main extensions.

640 ft. west of Springdale Street.
Mr. Ray Roberts, representing the applicant, addressed the
Board and explained the proposal.

ADMINISTRATIVE REVIEW NO. 73-12 UPON THE FOLLOWING CONDITIONS:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plan received January 16, 1973, shall be the
approved layout.
2. Research Drive and Graham Street shall be dedicated to City
standards at the time each parcel is developed.
3. Elevations of the proposed plan shall be submitted to
the Board of Zoning Adjustments for review and approval
action.
4. The water, sewer and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
5. A copy of the recordation document indicating reciprocal
areas between subject lot and the lot to the north shall
be submitted.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from
view and reviewed by the Board of Zoning Adjustments

4. A lighting plan indicating illumination equal to light-
ing on public streets shall be submitted to the Depart-
ment of Public Works for approval.
5. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
6. Parking compounds shall be screened with a combination
of fencing and landscaping and shall be submitted to
and require the approval of the Planning Department.
The applicant shall include the following on his plans:
a. landscaping layout to include a list of quantities
and sizes for each species of plant material pro-
posed.
b. irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
c. fencing materials and detail drawing.
7. A Division of Land application, separating this parcel
from the remaining property held under the same owner-
ship, shall be filed with the City and approved.
8. A Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any
parcel.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
