To permit the construction of a lawnmover shop, pursuant to
Section 9472 of the Huntington Beach Ordinance Code. The
subject property is located at the southwest corner of Warner
Avenue and B Street in the C4 Highway Commercial District.
The hearing was opened to the audience.
Mr. Robert Mandic, representing the applicant, addressed the
Board and informed them of the fact that the applicant was not
able to go ahead with the proposed construction. Mr Mandic
requested that.this item be tabled indefinitely until such time
another party may be able to occupy this parcel with a similar
use.
There being no other comment the hearing was closed.

The Board held a discussion regarding the proposal. It was
noted that the applicant will be required to submit revised
plot plans.

Applicant - Joe Abandonato
To.permit the construction of a trailer supply store pursuant
to Section 9430.7 of the Huntington Beach Ordinance Code. The
subject property is located at the southeast corner of the inter-
section of Beach Blvd., and Stark Street in the C2 Community
Business District.
The hearing was opened to the audience.
Joe Abandonato, applicant, addressed the Board and submitted
landscaped plans and wall design for the proposed development.
The Board reiterated that screening of the building from the
north was important to the welfare of adjacent properties.
There being no other comment the hearing was closed.
Board discussion followed.

A MOTION WAS MADE BY GERARDEN AND SECONDED BY SPENCER TO APPROVE
USE PERMIT NO. 73-4 UPON THE FOLLOWING CONDITIONS:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan recieved February 14, 1973,
shall be the approved layout.
2. Beach Blvd. shall be dedicated to City and State standards
at the time each parcel is developed.

3. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
4. All buildings on lots abutting a City easement shall
'be set back five (5) feet from the edge of such
easement.,.
5. Soil reports as required by the Building Department and
the Department of Public Works shall be submitted to -the
City.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be'approved by the Board of
Zoning Adjustments.
2. All signs for the proposed development shall be sub-
mitted to the Board of Zoning Adjustments for review
and approval.
3. A lighting plan indicating illumination equal to lighting
on public streets shall be submitted to the Department
of Public Works for approval.
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifications
provided by the Fire Department.
5.. Parking compounds shall be screened with a combination of +
fencing and landcaping. Said plan shall be submitted
to the Planning Department for review and approval. Fencing
and landscape plans shall include the following information:.,
a. A list including quantities and sizes for each species
of plans and all ground cover material.
b. _Irrigation layout to include meter location, pipe sizes,
sprinkler head system, etc.
c. Fencing materials and detail drawing.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION.:
1. Beach Blvd. shall be fully improved including street
trees, street signs, street lights, fire hydrants, sewer
and water main extensions.

2. A landscaping plan shall be submitted to the Planning
Department for review and approval action. Such plan
shall include landscaping along the east property line
in addition to that shown on the approved plot plan.
3. All utilities shall be installed underground.
4. Off-street parking facilities shall conform to Article 979.
5. A masonry wall shall be constructed along the north
property line. The height of said wall shall be such
that the top will be six (6) feet above the highest
ground surface within twenty (20)feet of the common
property line, except within the .front yard setback in
which case the height of said wall shall be reduced to
42 inches.
6. A chain link fence shall be required along the south
and east property lines. If the property to the south
is developed residential at a later date, a 6 foot
masonry wall shall be constructed to City standards.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. The property shall participate in the local drainage
assessment district.
4. No structure, other than those shown on the approved
plot plan, shall be constructed within the project.
5. All applicable City Ordinances shall be complied with.

Applicant - Sav-On Drugs, Inc.
To permit the addition and enclosure of a 23 ft. x 14 ft. trash
enclosure to the existing building at the request of the Hunt-
ington Beach Fire Department. The subject property is located
south of Edinger Avenue, approximately 640 feet west of Springdale
Street.

APPROVE ADMINISTRATIVE REVIEW NO. 73-18 UPON THE FOLLOWING
CONDITIONS:
1. Trash bales shall be stored entirely within the trash
enclosure.
2. The front and sides of the proposed enclosure shall be
constructed of solid masonry materials and shall be compatible
in color and texture to the existing store.
3. The opening for removal of trash shall be a solid gate.
4. The structure shall conform to Uniform Building Code re-
quirements.

Applicant - Richmond & Sally Gipple
To permit construction of five (5) residential units in an R2
Medium Density Residential District pursuant to Section 9162.3
of the Huntington Beach Ordinance Code. The subject property
is located on the west side of 15th Street, approximately 100 ft.
north of Pecan Avenue.
The hearing was opened to the audience.
Mr. and Mrs. Gipple addressed the Board and explained the
proposal.
There being no other comment the hearing was closed.
It was noted that an additional dedication of the alley will be
required.
The Chairman informed the applicant that a plot plan should be
submitted indicating any poles and/or structures which may be
located on said property.

Applicant - David C. Jervis - Foodmaker, Inc.
To permit an addition of an 8 ft. x 9 ft. walk-in freezer to an
existing restaurant, pursuant to Section 9472 of the Huntington
Beach Ordinance Code. The subject property is located at the
northwest corner of the intersection of Beach Blvd., and MacDonald
Street in the C4 Highway Commercial District.
The hearing was opened'to the audience.
Mr. Hogan, representing the applicant, addressed the Board and
explained the -proposal.
There being no,other comment -the hearing was closed.
Board discussion followed.
It was noted that the plot plan was not in conformance with the
Code and that it does not represent a true picture of what exists
on the site. -

REASON.

3. Division of land shall not be effective until a covenant
and agreement is signed agreeing to the conditions of
approval.
4. All conditions of approval of Tentative Tract Map
No. 7090 shall be complied with.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A Parcel Map and the Covenant and Agreement shall be
filed with the City and recorded prior to framing
inspection of any structures on any parcel.

To permit the addition of drive -up window to an existing bank,
pursuant to Section 9430 of the Huntington Beach Ordinance Code.
The subject property is located north of Edinger Avenue, 1360 ft.
west of Beach Blvd.
The Acting Secretary informed the Board that this application
was filed in error. Mr-Eadie informed the Board that a previous
application for said request (Administrative Review No. 72-63)
is still valid; therefore, Administrative Review No. 73-19
should be withdrawn and the fees should be refunded to the
applicant.

The Board held a discussion.
Mr. John Belda, representing the applicant, explained the
proposal.
It was noted by the Board that a more specific plot plan should
be submitted regarding the landscaping.
