HomeMy WebLinkAbout1973-02-21MINUTES HUNTINGTON BEACH BOARD OF ZONING ADJUSTMENTS Administrative Annex 523 Main Street Huntington Beach, California WEDNESDAY, FEBRUARY 21, 1973 BOARD MEMBERS PRESENT: Spencer, Gerarden, Eadie BOARD MEMBERS ABSENT: None USE PERMIT NO. 73-1 - Continued Applicant: Carole Boling To permit the construction of a carport in the R2 zone, pursuant to S.9106, Huntington Beach Ordinance Code, located East of Melody Lane, approximately 360 ft. south of Edinger Avenue. The hearing was opened to the audience, there being no comment the hearing was closed. The Acting Secretary informed the Board that revised plot plans have not been submitted, therefore continuance of this item is recommended. A MOTION WAS MADE BY GERARDEN AND SECONDED BY EADIE TO CONTINUE USE PERMIT NO. 73-1 TO FEBRUARY 28, 1973. ROLL CALL VOTE: AYES: Spencer, NOES: None ABSENT: None THE MOTION CARRIED Gerarden, Eadie USE PERMIT NO. 73-9 Applicant: Richmond and Sally Gipple To permit construction of five (5) residential units in an R2 medium density residential district pursuant to Section 9162.3 of the Huntington Beach Ordinance Code, located on the West side of 'Sth Street approximately 100 ft. north of Pecan Avenue. The hearing was opened to the audience. Mr. and Mrs. Gipple, applicants, addressed the Board and ex- plained their request. The Board held a discussion regarding the open space within the complex. There being no other comment the hearing was closed. A MOTION WAS MADE BY GERARDEN AND SECONDED BY SPENCER TO APPROVE USE PERMIT NO. 73-9 UPON THE FOLLOWING CONDITIONS AS AMENDED: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised plot plan received February 21, 1973 shall be the approved layout. 2. 15th Street and the alley shall be dedicated to City standards at the time each parcel is developed. 3. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 4. Said plan shall be approved by the Planning Department. B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: Revised plans indicating fencing on the north and west of the project shall be submitted to the Planning Department for approval. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. 15th Street and alley shall be fully improved in- cluding street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979. D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE1OF OCCUPANCY: 1. Water supply shall be through the City of Huntington Beach's water system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. The property shall participate in the local drainage assessment district. 4. No structures, other than those shown on the approved plot plan, shall be constructed within the project. S. To permit the creation of two lots from one existing lot, located at northeast corner of Warner Avenue and Graham Street in the R1 Low Density Residential District. The Acting Secretary read a letter submitted by the applicant requesting further con- tinuance. The Acting Secretary indicated that this item had been continued several times. Board discussion followed. A MOTION WAS MADE BY SPENCER AND SECONDED BY GERARDEN TO DENY DIVISION OF LAND NO. 72-46 FOR THE FOLLOWING REASON: In the Board's opinion said division of land does not conform to S.9921.1(c) of the Huntington Beach Ordinance Code. 2/21/73 - BZA Minutes: H.B. Barnes To permit an encroachment of 2 ft. into the required 5 ft. sideyard in lieu of S.9163.2 of the Ordinance Code, located on the west side of England Street approximately 150 ft. north of Yorktown Avenue in the R2 Medium Density Residential District. The hearing was opened to the audience. Mr. Barnes, applicant, addressed the Board and explained the request. hearing was closed. There being no other comment the Board discussion followed. It was the consensus of the Board to continue said item to allow time for the applicant to meet with the staff to discuss the open space requirement and further to file a use permit application pursuant to Section 9719 Huntington Beach Code. A MOTION WAS MADE BY GERARDEN AND SECONDED BY SPENCER TO CONTINUE CONDITIONAL EXCEPTION NO. 73-7 TO FEBRUARY 28, 1973 FOR THE AFOREMENTIONED REASONS. Lyman To permit the division of one lot into three lots pursuant to S. 9811.3 of the Ordinance Code, located at the northeast corner of Ross Lane and Warner Avenue in the R1 Low Density Residential District. Mr. Lyman, applicant, addressed the Board and reviewed the suggested conditions. Board discussion followed. A MOTION WAS MADE BY EADIE AND SECONDED BY SPENCER TO APPROVE DIVISION OF LAND NO. 73-5 UPON THE FOLLOWING CONDITIONS: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The parcel map received February 13, 1973 shall be the approved layout. 2. A Parcel Map and Covenent Agreement shall be filed with the City and recorded prior to framing in- spection of any structures on any parcel. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: D. Angelici To•permit the construction of a medical building pursuant to S. 9401, located at the north side of Newman Ave. approximately 140 f t. east of Cameron St. in the RS Office Professional District. Mr. Robert Zinngrabe, represent- ing the applicant, addressed the Board and explained the pro- posal. Mr. Zinngrabe informed the Board that there will be 4 doctors within the proposed complex. The Board discussed required parking as provided for in Artic.e 979 of Huntington Beach Ordinance Code. Further discussion followed. A MOTION WAS MADE BY EADIE AND SECONDED BY GERARDEN TO APPROVE ADMINISTRATIVE REVIEW NO. 73-21 UPON THE FOLLOWING CONDITIONS: A. TO BE CONSTRUCTED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The revised plot plan received February 21, 1973, shall be the approved layout. 2. Newman Avenue shall be dedicated to City standards at the time each parcel is developed. 3. Elevations of the proposed plan shall be as submitted to the Board of Zoning Adjustments for review and approval action as of February 21, 1973. 2/21/73 - BZA Minutes: II.B. Board of. All buildings on lots abutting a City easement shall be set back five (5) feet from the edge of such ease- ment. 6. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City. B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. A landscaping plan shall be submitted to the Planning Department for review and approval action. 2. Rooftop mechanical equipment shall be screened from view. Said screening plan shall be approved by the Planning Department. 3. All signs for the proposed development shall be submitted to the Board of Zoning Adjustments for review and approval. 4. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. Newman Avenue shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979. 4. A masonry wall shall be constructed along the north property line. The height of said wall shall be such that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. Except within the S feet of the front property line in which case the height of said wall shall be reduced to 42 inches. S. There shall be no fence, structure or landscaping constructed or maintained over 3 1/2 feet high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the intersection of streets• D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY: 1. Water supply shall be through the City of Huntington Beach's water supply system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. Mr. John Flanagan, representing the applicant, addressed the Board and explained the request. Board discussion followed. A MOTION WAS MADE BY EADIE AND SECONDED BY GERARDEN TO APPROVE ADMINISTRATIVE REVIEW NO. 73-22 UPON THE FOLLOWING CONDITIONS: 1. Plot.plan received February 9, 1973 shall be the ap- proved layout. 2. All conditions of approval for Tract No. 6151 shall be complied with. 3. The applicant shall comply with S. 9730.18 of the Huntington Beach Ordinance Code. 4. All signs for the complex shall be located within the complex only and shall conform to S. 9763.1.6 of the City of Huntington Beach Ordinance Code. The Board -held a discussion. A representative, Mr. Reid, for the applicant addressed the Board and explained the request. Board discussion followed. A MOTION -WAS MADE BY EADIE AND SECONDED BY SPENCER TO CONTINUE ADMINISTRATIVE REVIEW NO. 73-24 TO FEBRUARY 28, 1973 TO ALLOW TIME FOR -THE APPLICANT TO MEET WITH THE PLANNING STAFF REGARDING LANDSCAPING PLAN AND PARKING LAYOUT. - ROLL CALL VOTE: AYES: Spencer, NOES: None ABSENT: None THE MOTION CARRIED DISCUSSION: Gerarden, Eadie ADMINISTRATIVE REVIEW NO. 73-7 Applicant: American Savings & Loan The Board held a discussion regard- ing a driveway approach to said building. Chairman Spencer informed the Board that the Department of Public Works recommends the previously approved driveway opening be provided. Mr. Spencer further informed the Board that no traffic hazard should exist in said location. SIGN PERMITS REVIEW: Charles Geers 230 Adams Avenue Huntington Beach, Calif. The Board reviewed a 45 sq. ft. wall sign to be located at 230 Adams Avenue,,Huntington Beach. A MOTION WAS MADE BY SPENCER AND SECONDED BY GERARDEN'TO RECOMMEND APPROVAL OF THE 4S SQ. FT. WALL SIGN.
