Barnes To permit an encroachment of 2 ft. into the required 5 ft. sideyard in lieu of S. 9163.2 of the Ordinance Code. In Conjunction With USE PERMIT NO. 73-19 Applicant: Willard D. Barnes To permit the construction of an addition to an existing dwelling to encroach to within 3 ft. of the interior side property line in lieu of the required 5 ft. interior side yard setback pursuant to S. 9719 of the Ordinance Code, located on the west side of England Street 200 ft. north of Yorktown Avenue in the R2 Medium Density Residential District. To permit the display and sale of boats and boating equipment within an existing building for a period of 60 to 70 days pursuant to S. 9472 of the Huntington Beach Ordinance Code. In Conjunction With ADMINISTRATIVE REVIEW NO. 73-26 - Continued Applicant: Sundown Marine,_Inc. To permit an outside storage of boats and boating equipment for a period of 60 to 70 days pursuant to S. 9432.3 of the Huntington Beach Ordinance Code, located east of Beach Blvd. approximately 450 ft. north of Terry Drive in the C4 Highway Commercial District. The hearing was opened to the public on Use Permit application. There was no one present to represent the applicant. The Board noted that the applicant was to contact the property owner to inquire about improving this site with landscaping for compliance with code. There being no further comment the hearing was closed. ON MOTION BY GERARDEN AND SECOND BY SPENCER USE PERMIT NO. 73-12 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. A revised plot plan shall be submitted to the BZA for approval action. 2. All signs for the proposed development shall be sub- mitted to the Board of Zoning Adjustments for review - and approval. 4. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be sub- mitted to the Planning Department for review and approval. Fencing and landscape plans shall include the following information: a. A list including quantities and sizes for each species of plants and all ground cover material. b. Irrigation layout to include meter location, pipe sizes, sprinkler head types, etc. C. Fencing materials and detail drawing. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. Beach Blvd. $ Terry Drive shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979. 4. A masonry wall shall be constructed along east property line. The height of said -wall shall be such that the top will be six (6) feet above the highest ground surface within twenty (20) feet of the common property line. 5. There shall be no fence, structure or landscaping constructed or maintained over 3-1/2 feet high within a 10 ft. by 10 ft. triangular area at the intersection of driveways and streets or within a 25 ft. by 25 ft. triangular area at the inter- section of streets. The hearing was opened to the public. Both the applicant and the owner, Dr. Galyean, were present. The Acting Secretary noted that one letter of opposition is on file. The owner, Dr. Galyean, presented to the Board his reasons and justification for this application, pointing out that his exist- ing plan would upgrade property and enhance the area. Board discussion followed. There being no further comment the hearing was closed. ON MOTION BY GERARDEN AND SECOND BY SPENCER CONDITIONAL EXCEPTION N0: 73-11 WAS APPROVED WITH THE FOLLOWING CONDITIONS, AND BY THE FOLLOWING ROLL CALL VOTE: 1. The garages shall be equipped with automatic garage door openers. 2. The right of way on Broadway be abandoned by the City or this approval will become null and void. 3. When right of way is abandoned improvements will be installed. And for the following reasons: 1. The existing area is primarily non -conforming due to yard setbacks. 2. With the abandonment of the right-of-way on Broadway, 2/3 of the building will conform to code. 3. The property suffers a drainage problem due to street elevation. 4. The development will not be detrimental to surrounding property. The hearing was opened to the public. Mr. Jim Vickers and Mr. Hal Douglas, representing the applicant, were present. A discussion between the Board and the representatives was held at which time the representatives pointed out that due to the odd shape of the property and their need to conform to Standard Oil plans that they had complied with requests and suggestions of the Planning Department to the best of their ability, and that it was their feeling that the plan would enhance the arterials entering the Civic Center. There being no further comments the hearing was closed. ON MOTION BY EADIE AND SECOND BY SPENCER CONDITIONAL EXCEPTION NO. 73-25 WAS APPROVED BY THE FOLLOWING ROLL CALL VOTE: AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None A discussion was held on Administrative Review No. 73-25 between the Board and the representatives. It was indicated by the Acting Secretary that since the adjoining property was proposed for banking facilities which in preliminary indications had provided more than required parking space, some arrangements could possibly be made to increase parking through reciprocal arrangement with the banking institute. Landscaping plans were further discussed as well as exterior building plans. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-25 WAS APPROVED WITH THE FOLLOWING CONDITIONS, AND BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. A revised plot plan shall be submitted to the BZA for approval action. 2. Beach Blvd., Main Street shall be dedicated to City and State standards at the time each parcel is developed. 3. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 4. All buildings on lots abutting a City easement shall be set back (5) feet from the edge of such easement. 5. Said screening plan shall be approved by the Board of Zoning Adjustments. 3. All signs for the proposed development shall be sub- mitted to the Board of Zoning Adjustments for review and approval. 4. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to speci- fications provided by the Fire Department. 5. Parking compounds shall be screened with landscaping. Said plan shall be submitted to the Planning Department for review and approval. Fencing and landscape plans shall include the following information: a. A list including quantities and sizes for each species of plants and all ground cover materials. b. Irrigation layout to include meter location, pipe sizes, sprinkler head types, etc. C. TO BE COMPLETED PRIOR TO FINAL INSPECTION: 1. Beach Boulevard, Main Street shall be fully improved including street trees, street signs, street lights,, fire hydrants, sewer and water main extensions. 2.. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979 or the reciprocal easement for parking for 3 vehicles shall be submitted. D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE.OF OCCUPANCY: I. Water supply shall be through the City of Huntington Beach's water supply system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. Easements for utilities or walkways shall be -provided to Department of Public Works standards. 4. The property shall participate in the local drainage assessment district. 5. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 6. A DEVISED PLAN INCORPORATING THE FOLLOWING DESIGN SPECIFICS SHALL BE SUBMITTED TO THE BOARD OF ZONING ADJUSTMENTS FOR APPROVAL ACTION PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. Architectural treatment of the main structure including building design, colors, and types of materials shall be compatible with the proposed bank to the south of the subject site. 2. A landscaped planter shall be located along the south property line between the main building and the street side property line planter along Beach Boulevard. 4. All planting area separation curbs shall be compatible with the planter separation curbs of the proposed bank building. S. All lighting shall be of a low profile type. Lighting normally associated with the main building and canopies shall be indirect. 6. Landscaped planters along the street side property line shall be bermed and treated in a manner which will provide a screening effect of the main building. 7. A revised detailed elevation shall be submitted to the BZA for approval as a precise plan prior to issuance of building permits. There was no one present to represent the applicant. A discussion by the Board followed. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-32 WAS APPROVED WITH THE FOLLOWING CONDITIONS, AND BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The plot plan received February 23, 1973 shall be the approved layout. 2. 18th Street and alley shall be dedicated to City standards at the time each parcel is developed. 3. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 4. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City. S.
