BOARD MEMBERS PRESENT: Spencer, Gerarden, Eadie BOARD MEMBERS ABSENT: None REGULAR AGENDA ITEMS: ADMINISTRATIVE REVIEW NO. 73-20 - Continued Applicant: Derby Land Company To permit construction of model homes and sales office located west of Newland St., approximately 330 ft. north of Talbert Avenue. _The Board noted that a letter from the applicant had been received requesting a continuance to the April 25th meeting. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-20 WAS CONTINUED TO APRIL 25 BY THE FOLLOWING ROLL CALL VOTE: AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None CONDITIONAL EXCEPTION NO. 73-12 Applicant: Steven T. Odell To permit the relocation of a garage entry with an encroachment of 1 ft. 6 in. into the required setback of 22 ft., in lieu of S. 9106.2 of the Huntington Beach Ordinance Code, located on the south side of Hilo Circle approximately 135 ft. east of Waikiki Lane in the Rl low density district. The meeting was opened to the public. Mrs. Odell, the applicant, was present. The Acting Secretary stated that this had been handled admin- istratively and that every house had a setback of 22 feet. Front entry garages within this tract are existing at 20 ft. setbacks and to deny this application would deprive the applicant of property rights enjoyed by others in the area. The Board reviewed the plans with Mr. King, and the Acting Secretary discussed changing the garage door to a roll -up on Garage No. 4. Conditions of Approval were submitted and a discussion on the conditions ensued. To permit the construction of a four (4) unit apartment build- ing pursuant to S. 9201.2 of the Huntington Beach Municipal Code in the R3 Medium High Density Residential District, located on the east side of 22nd St. approximately 50 ft. south of Orange Avenue. Mr. John King, representing the applicant, was present. Mr. King indicated that Garage No. 4 would be changed to a roll -up door. The Board discussed the type of materials to be used on this door. Mr. King gave a brief description of the mechanism. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-43 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING ROLL CALL VOTE: A. Ken Cambra, the applicant, was present. The Board reviewed the plans and there was a discussion on lack of parking space. It was pointed out that the service station has to provide 7 parking spaces under the previous Use Permit. The Board discussed with the applicant the possi- bility of obtaining,a parking agreement with adjoining property owner to meet parking requirements. The Acting Secretary advised applicant that signing would have to be per new service station standards. A discussion of signs ensued. The Board discussed landscaping with the applicant and it was pointed out that a revised plan for landscaping and sign approval should be submitted to the Board. Lowell Zehnder, the applicant; was present. The Board reviewed the plans with the applicant. The conditions of approval were submitted to the applicant and a discussion on conditions ensued. Board of Zoning Adjustments Wednesday, March 28, 1973 Page 7 In Conjunction With ADMINISTRATIVE REVIEW NO. 73-47 Applicant: Robbi Bailor To permit the outdoor display of recreational vehicles, located on the northwest corner of Holt Street and Beach Boulevard in the C4 Highway Commercial District. The hearing was opened to the public. Robbi Bailor, applicant, and Lud Dethloff, representing Federal Sign $ Signal Corporation, were present. The Board reviewed the plans with the applicant. It was the consensus of opinion of the Board that the plans did not reflect sufficient information on the layout of the building as to entire usage. It was pointed out to applicant by the Board that parking requirements would be contingent upon floor plan utilization. There was a discussion on display area, site angle encroach- ments and parking. The applicant advised the Board that the type of business he had did not bring in more than an average of six cars per week. Photographs were presented to the Board for viewing. The'public hearing was closed. The Board noted that there was not a Division of Land. There was a discussion of the plans and the conditions of approval. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-51 WAS APPROVED WITH THE FOLLOWING CONDITIONS, BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. A revised Plot Plan shall be submitted to the Planning Department for Approval. 2. Talbert Avenue shall be dedicated to City standards at the time each parcel is developed. 3. Elevations of the proposed plan shall be the approved plan. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. S. Soil reports as required by the Building Department and the Department of Public Works shall be submitted to the City. 6. Signs shall reflect a common theme with respect to design materials and colors which are compatible with the architectural theme of the proposed project. 4. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifi- cations provided by the Fire Department. 5. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be submitted to the Planning Department for review and approval. Banuelos To permit the repair of boats and sale of accessory items in an existing industrial building pursuant to S. 9511.1(b), (c) of the Huntington Beach Ordinance Code, located on the south side of Hamilton Street approximately 55 ft. east of Newland Street in the M1-A-0 District. The meeting was opened to the public. The applicant was not present and there was no one present to represent him. Mrs. Leslee Bennett was present in opposition to the applicant. The Acting Secretary explained the proposed usage of the area as had been explained to him by the applicant in a telephone conversation. He stated that it was not intended to be a business where engines are overhauled and tested. Mrs. Bennett presented to the Board a signed petition from residents in the area protesting the application. She stated that the residents felt it would be undesirable to have any business that would create excessive noise, or employ the use of fiberglass in their operation. The hearing was closed to the public.
