The Acting Secretary stated that a letter had been received from the applicant requesting a continuance to May 9, 1973. The Acting Secretary stated that applicant had requested a continuance to May 9, however in talking with him and explain- ing the probable length of the agenda he concurred with continuance to May 16, 1973. ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-44 WAS CONTINUED TO MAY 16, 1973 BY THE FOLLOW- ING ROLL CALL VOTE: AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 73-70 Applicant: Ken Beideman To permit the construction of a dental office building pursuant to S. 9401 of the Huntington Beach Municipal Code located on the south side of Warner Ave. approximately 550 ft. east of Bolsa Chica Road in an R5 office professional development. The Acting Secretary stated that due to the fact that the request for exemption status had not run its 10 day public input period this application would have to be continued. Board of Zoning Adjustments Wednesday, April 25, 1973 Page 2 :ADMINISTRATIVE REVIEW NO. 73-68 _Applicant: William Hunter To permit the storage of six (6) rental trailers in an exist- ing service station in a C4 Highway Commercial District pursuant to S. 9481.4 of the Huntington Beach Municipal Code located on the northeast corner of Pacific Coast Highway and Anderson Street. Mr. William Hunter, applicant, was present. There was a discussion about screening the trailers from the street and the use of potted oleanders. The Board discussed the recycling center provided by the applicant for a group of people in Sunset Beach. Mr. Gerarden stated that under the new Service Station Ordinance no trucks would be permitted. Mr. Hunter stated that without the benefit of the trucks his income would be reduced by as much as 50%. There was a discussion about his filing a Conditional Exception whereby he would have an opportunity to prove hardship by the loss of the trucks before the Planning Commission. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-68 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE FOLLOWING ROLL CALL VOTE: 1. No trucks shall be permitted. 2. The storage area as shown on plan received 4/17/73 shall be the approved layout. 3. The applicant shall conform to S. 9481.4(b) of the Huntington Beach Ordinance Code. 4. The method of screening shall be approved by the Planning Department. AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 73-69 Applicant: James McKinney To permit the construction of an outdoor ice cream stand pursuant to S. 9451 of the Huntington Beach Ordinance Code located on the north side of Ocean Ave. approximately 150 ft. east of Main Street. The applicant, James McKinney, and his associate, Dr. Seabra, were present. The Acting Secretary stated that no letter of authorization from property owner had been submitted. The applicant stated that the property owner was out of town but there would be no problem in getting this letter upon his return. The applicant stated that there would be no more than four employees on the premises and possibly less, depending upon business. The landscaping plans and parking requirements were discussed. The applicant stated that his business_ would be primarily pedestrian traffic from the beach. The applicant stated that he planned to have 4'to 6 patio tables with umbrellas and park type benches. Mr. Gerarden stated that applicant would have to submit a revised site plan showing the parking, walks, and placement of trash receptacles. The Acting Secretary stated that elevation plans should be submitted. Signing was discussed. Applicant stated sign would be parallel with sidewalk. -2- 4/25/73 - BZA Minutes: H.B. Board of Zoning Adjustments Wednesday, April 25, 1973 Page 3 ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 73-69 WAS CONTINUED TO MAY 2, 1973 PENDING RECEIPT OF LETTER OF AUTHORIZATION FROM OWNER AND REVISED PLOT PLANS, AND BY THE FOLLOWING ROLL CALL VOTE: AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 73-71 Applicant: Lynn Smith To permit outside'display and storage of motor vehicles located on the west side of Beach Blvd. approximately 125 ft. south of Slater,Ave. in the C4 Highway Commercial District. Mr. Gary Beckman, representing the applicant, was present. Board discussion followed. The Board noted that the use would be a combination of recreational vehic'1Fes and auto sales. Signing was discussed. The Acting Secretary stated that*a sign proposal should be submitted incorporating coordinated colors with the main building as soon as possible. It was stated that the purpose of this review was to establish sight angle lines and to establish a precise plan for the location of the recreational vehicle and automobile display areas. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-71 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE FOLLOWING ROLL CALL VOTE: 1. Plot plan received 4/18/73 shall be approved layout. 2. Project shall conform to all applicable provisions of S. 9432. 3. All conditions of USE PERMIT NO. 72-87 shall be complied with. Looney To permit a one foot encroachment into the required 25 ft. turning radius in lieu of S. 9166.4 of the Huntington Beach Ordinance Code located on the west side of Ash Street approximately 200 ft. south of Cypress Street in the R2 medium density residential district. (Denied by the Board of Zoning Adjustments Meeting of April 18, 1973) A Petition protesting above land usage (multi -family dwellings) was received April 25, 1973 and referred to Acting Secretary of the Planning Commission The Board discussed submittal of a letter to K. It was the consensus of the Board that the 3' high 8' wide canopy sign did not meet with code requirements and would therefore be pro- hibited. B. Proposal received 4/25/73 shall be approved sign design. 2. Monument block to be same material as slumpstone screen wall existing on the site. 3. All white with blue letters and gold anodized aluminum cabinets. 4. Sign colors shall match those existing for Downey Savings and Loan at this location.
