HomeMy WebLinkAbout1973-05-08MINUTES HUNTINGTON BEACH PLANNING COMMISSION Administrative Annex 523 Main Street Huntington Beach, California TUESDAY, MAY 81 1973 - 7:10 P.M. - STUDY SESSION COMMISSIONERS PRESENT: Bazil, Kerins, Porter, Wallin, Higgins COMMISSIONERS ABSENT: Geiger, Boyle NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. DISCUSSION Policy Plan - Society and Culture Section Members of the Citizens' Goals and -Objectives Steering Committee were present as well as members of the subcommittees of the various sections under discussion. Those sections were: Housing, Community Facilities, Schools, Cultural Affairs and Communications. The objectives and principles of each section were reviewed by the Commission and Committee. Amendments to the principles were mutually agreed upon. Fire Chief Raymond Picard was present and discussed the paramedics program, ambulance service and various levels of first aid training. ON MOTION BY KERINS SECOND BY BAZIL, STAFF WAS DIRECTED TO SET THE SOCIETY AND CULTURE SECTION OF THE POLICY PLAN FOR PUBLIC HEARING, BY THE FOLLOWING VOTE: AYES: Bazil, Kerins, Porter, Wallin, Higgins NOES: None ABSENT: Boyle, Geiger Staff was directed by the Chairman to schedule another study session on the.Environment and Resources Section of the Policy Plan prior to setting that section for public hearing. Staff is to notify the Steering Committee and Subcommittee members of the date of the study session. RECESS The Chairman called a recess at 9:45 P.M. 1. PC SS 5/8/73 Minutes: H.B. Planning Commission Tuesday, May 8, 1973 Page 2 RECONVENE The Chairman reconvened the meeting at 9:55 P.M. Environmental Resources Inc. Tract No. 7692, Signal Landmark Mr. Jim Palin, Acting Secretary stated that the environ- mental impact report on Tentative Tract No. 7692 was referred by the Planning Commission back to the Environmental Review Board for additional information regarding the flood plain, student generation figures, and cost revenue figures. Supplemental information concerning the flood plain was sub- mitted for the Commission's information. Two maps relating to the flood plain were shown. Mr. Palin discussed the County's ordinance and zoning. He stated that if the Commission desires, a representative from the Orange County Flood Control District will attend the Commission meeting. Commission discussed the school_.problem and methods other cities have used to solve such problems. Deputy City Attorney John O'Conner discussed the Subdivision and Map Act and the procedures for amending this Act. Dr. Henry S. Kaufman, former Planning Commissioner and City Councilman, was present and discussed the need for school districts to strive for amendments to state enabling legislation to allow other types of financing for school facilities. Chairman Porter suggested the City not use Environ- mental Resources, Inc. for future environmental impact reports if the report on Tract 7692 is typical of their work. Copies of the State guidelines for handling environmental impact reports are to be forwarded to each member of the Commission. Landscaping and Planter Strips - Arterial Highways The City Engineer, Mr. Bill Hartge, submitted a written recommendation that conditions of approval be amended to require all arterial highway improvements.including peri- meter walls and landscaping be completed prior to issuance of the certificate of occupancy of any lot in the tract. Planting specifications would be revised to read as follows: "City will accept for maintenance the arterial highway landscaping within six (6) months after final inspection but will require a one (1) year guarantee of workmanship and material from the date of acceptance of the landscaping." 1 1 1 PC SS 5/8/73 2. Planning Commission Tuesday, May 8, 1973 Page 3 ON MOTION BY BAZIL SECOND BY KERINS, COMMISSION APPROVED THE RECOMMENDATION OF THE CITY ENGINEER AND DIRECTED STAFF TO AMEND THE STANDARD CONDITIONS OF APPROVAL TO INCLUDE THE RECOMMENDATION, BY THE FOLLOWING VOTE: AYES: Bazil, Kerins, Porter, Wallin, Higgins NOES: None ABSENT: Geiger, Boyle Mr. Daryl Smith, Street Tree Supervisor, was present and showed vugraphs.of the landscape and planter strip standard plans. Various areas of concern to the Commission were discussed and proposed solutions to those which are problem areas were reviewed. Tentative Tract No. 7627 Elevation Review Mr. John Belda, representing Kaufman and Broad, was present and addressed the Commission concerning requested changes in the elevations of Tentative Tract No. 7627. Mr. Bruce Kalman, project architect was also present and reviewed the elevations. ON MOTION BY BAZIL SECOND BY_HIGGINS, THE REVISED ELEVATIONS AND RENDERINGS RECEIVED MAY 4, 1973 WERE APPROVED. THESE PLANS REFLECT THE FOLLOWING APPROVED CHANGES: SHINGLE AND/OR SHAKE ROOFS, TEXTURED STUCCO WALLS, STUCCO POP -OUTS AROUND WINDOWS, WOOD PLANT-ONS AROUND CERTAIN WINDOWS, BOARD ON BOARD PATIO FENCING,'STAIN ON PATIO FENCING, GARAGE DOORS TO BE TEXTURE 1-11, DARK ANODIZED WINDOW SASHES ON ALL WINDOWS AND EIGHT ADDITIONAL TREES AT THE END OF EACH OF THE EIGHT FOUR UNIT STRUCTURES. THE RENDERING DATED MAY 4, 1973 INDICATING THESE CHANGES IS TO BECOME A PART OF THE PERMANENT FILE. THE MOTION WAS APPROVED BY THE FOLLOWING VOTE: AYES: Bazil, Kerins, Porter; Wallin, Higgins NOES: None ABSENT: Geiger, Boyle Field Trip Farm Labor Camps The Acting Secretary stated that the field trip to farm labor camps located in the city has been rescheduled to May 19, 1971, 9 A.M. The subject of farm labor camps will be placed on the Planning Commission agenda for discussion on May 22, 1973. 3. PC SS 5/8/73 Minutes: H.B. Planning Commission Tuesday, May 8, 1973 Page 4 TEMPORARY PARKING LOT STANDARDS The Acting Secretary stated that a communication has been received from the City Administrator's office requesting that the Commission explore the possibility of establishing standards for temporary parking lots. The proposed standards were enumerated in the communication. ON MOTION BY KERINS SECOND BY HIGGINS, STAFF WAS DIRECTED TO PROCEED WITH PREPARATION OF CONDITIONS OF APPROVAL FOR TEMPORARY PARKING LOTS AS PROPOSED BY THE CITY ADMINISTRATOR'S OFFICE BUT INCLUDING SIGN CONTROL AND RESTRICTION OF SUCH TEMPORARY LOTS TO THE TOWNLOT AREA FOR THE REASON THAT THE USE IS SEASONAL AND THE POSSIBLE REDEVELOPMENT OF THE AREA. AND ESTABLISHING AN ANNUAL REVIEW BY THE BOARD OF ZONING ADJUSTMENTS FOR ENFORCEMENT OF THE CONDITIONS OF APPROVAL, BY THE FOLLOWING VOTE: AYES: Bazil, Kerins, Porter, Wallin, Higgins NOES: None ABSENT: Geiger, Boyle ZONE CASE NO. 73-10 Signal Landmark, Inc. The Acting Secretary stated that Zone Case No. 73-10 is in conflict with the master plan and requested direction by the Commission as to whether to initiate a master plan amendment to be heard concurrently with the zone case. Subject property is located on the east side of Newland Street, approximately 1,320 feet north of Atlanta Avenue. The property is presently zoned R1-6,000 and the requested change of zone is to R2PD-10 on approximately ten acres of land. Following discussion, the Chairman directed the Deputy City Attorney to review the zone case to determine whether it would constitute spot zoning. The matter will be further discussed on May 15, 1973.
