The Acting Secretary stated that applicant had requested a
continuance in order to prepare and submit revised plans.

The Acting Secretary stated that the Environmental Review
Board has not completed their actions on application yet,

corner of Brookhurst and Adams.
Ken Cambra, applicant, was present.
The.Board discussed with applicant landscaping plans and
parking agreement. The suggested conditions of -approval
were discussed with applicant. The applicant was advised
that the proposed Car Wash sign must conform with Service
Station signing and should be integrated architecturally
with a new major identification sign to comply with the
Service Station standards. Applicant was advised that plot
plans should show gate in trash area and landscaping.

4. All car washing activity shall be conducted within the
main structure as per S. 9481.4(a) of the Huntington
Beach Ordinance Code.
5. The storage area shall be treated in a manner to blend
the architecture and materials of the existing
structure.
6. A lighting system shall be installed within the project
equal in illumination to lighting on public streets.

on the north side of Warner Ave. approximately 415 ft.
west of Magnolia St. in a C2 Community Business Zone.
Mr. Fred Miller, representing the applicant, was present.
The Acting Secretary stated that revised plans had been submitted
May 15, 1973 by the applicant and noted that landscaping meets
the requirements. The Acting Secretary further stated that
a pole sign of 25' would not draw freeway traffic due to
location and that a monument sign would blend in with the
aesthetics of the building more. Mr. Miller stated that
Federal Sign Company would handle signing. Mr. Miller
stated there would be five employees. Acting Secretary stated
that revised plans should be submitted reflecting landscaping,
parking and dimensions.

mitted to the BZA for approval. Signs shall reflect
a common theme with respect to design materials and
colors which are compatible with the architectural
theme of the proposed project.
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to speci-
fications provided by the Fire Department.
S. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be sub-
mitted to the Planning Department for review and
approval. Fencing and landscape plans shall include
the following information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
6. The structural street section of all private drives
shall be approved by"the Department of Public Works.

pursuant to S. 9730.18 of the Huntington Beach Ordinance
Code located on the west side of Newland St. approximately
330 ft. north of Talbert Avenue.
Mr. John Belda, representative of applicant, was present
and addressed the Board. He stated that they were in the
process of obtaining permission to park from owner of
adjacent property to meet their parking requirements.
Signing was discussed. Mr. Belda presented a sign layout
in red, white and blue to the Board, and stated that they
would seek permit for maximum size sign.

To permit the division of one (1) parcel of land into two (2)
parcels pursuant to S. 9811.3 of the Huntington Beach.Ordinance,
Code located on the north side of Warner Avenue approximately
600 f t. west of Goldenwest St. in a C2 community business
district.
Mr. D. Kirchner, representing Mr. Donald P. Jones, was present.
The suggested conditions of approval were discussed with
representative. Signing was discussed relative to the pro-
posed uses. Mr. Kirchner stated that applicant plans to
relocate an existing sign which is smaller than maximum
allowed by Code.

Mr. W. B. Burke, applicant, and W. Stewart, J. Edwards,
and J. Hayes, representing applicant, were present.
There was discussion by the Board and applicant and his
representatives about the parking area required, with the
Board pointing out the following ratios for parking require-
ment determination:

To permit the construction of four (4) model units for
Tract 7772, pursuant to S. 9730.18 of the Huntington Beach
Ordinance Code located on the west side of Newland St. approxi-
mately 660 ft. north of Ellis Ave. in an R1-PD District.
Mr. T. Shelton, applicant, was present.
The Board discussed the parking with applicant. Off site
signs were discussed and Mr. Gerarden :stated that signs
could only be within model complex area or maintain 200 feet
from any developed residential project.
ON MOTION BY EADIE AND SECOND BY SPENCER ADMINISTRATIVE
REVIEW NO. 73-74 WAS APPROVED WITH THE FOLLOWING CONDITIONS

CONDITIONAL EXCEPTION NO. 73-21
Applicant: Mr. Hal Tobin
To permit the reduction of the minimum open space requirement
in lieu of S. 9103.3.1.1.2 of the Huntington Beach Ordinance
Code.
The hearing was opened to the public.
Mr. Tobin, applicant, and Mr. Bill Wonacott, architect,
were present.
The Acting Secretary stated that a letter had been received
from Ms. Helen L. Clower in protest of the application.
Mr. Tobin and Mr. Wonacott addressed the Board and gave
reasons why they felt application should be granted, namely
the irregular shape of the lot.
The Acting Secretary stated that he felt by eliminating the
library on the rear portion of plan more open space would
be obtained and plan would still be usable.
Mr. Tobin stated that he felt elimination of library would
lower the value of the house appreciably, whereas the
inclusion of it would upgrade the area and eliminate open
space which he,felt was unusable.
Ms. Morales, owner of adjacent property, was present.
Mr. Wonacott stated that he had misunderstood open space
requirements and had thus filed the Conditional Exception.
He stated that he was under the impression that 1200 sq. ft.
was minimum open space required instead of 900 sq. ft. which
is open space on existing plan.

The Chairman spoke in favor of the plan in view of the size
and shape of the lot.

ON MOTION BY SPENCER AND SECOND BY GERARDEN CONDITIONAL
EXCEPTION NO. 73-21 WAS APPROVED FOR THE FOLLOWING REASONS BY
THE FOLLOWING ROLL CALL VOTE:
1. It is a unique lot due to its irregular shape.
2. Any development on the lot would have to be downgraded to
comply with Code.

Mr. Bukowski, applicant, was present.
The hearing was opened to the public.
The Acting Secretary stated that a good flow of parking seemed
to be the major problem, and that this is due to a very narrow
lot.
Board discussion followed.
There being no further comments public hearing was closed.
Signing was discussed. Mr. Bukowski stated that signing had
not been determined. The Board suggested that sign should match
the building architecturally.

S. All buildings on lots abutting a City easement shall
be set back (5) feet from the edge of such easement.

B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from
view. Said screening plan shall be approved by the
Board of Zoning Adjustments.
3. All signs for the proposed development shall be
submitted to the BZA for approval. Signs shall
reflect a common theme with respect to design
materials and colors which are compatible with
the architectural theme of the proposed project.
4. Fire alarm system conduit and appurtenances shall

specifications provided by the Fire Department.
5. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be
submitted to the Planning Department for -review and
approval. Fencing and landscape plans shall include
the following information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
6. The structural street section of all private drives
shall be approved by the Department of Public Works.
