Planning Commission Tuesday, May 22, 1973 Page 3 COMMISSIONER'S COMMENTS Huntington Beach High School District Commissioner Kerins requested staff to extend an invitation to Mr. Dennis Mangers, President of the Board of Trustees, Huntington Beach High School District, to address the Planning Commission on May 29, 1973 concerning the District's position on future growth, housing status and environmental impact report actions. Transportation Committee Commissioner Geiger updated the Planning Commission on trans- portation needs of the community, briefly touching on the VTN Special Bus Study conducted for the Orange County Transit District and use of low pollutant fuels in the transit system. City Attorney's Opinion Requested Chairman Porter requested an opinion from the City Attorney concerning joint powers and/or lease back contracts between the City and school districts for school site acquisition and development. PC 5/22/73 MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY. MAY 22. 1973 - 7:00 P.M. - STUDY SESSION COMMISSIONERS PRESENT: Geiger, Bazil, Kerins, Porter, Wallin, Boyle, Higgins COMMISSIONERS ABSENT: None :VOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. CODE AMENDMENT NO. 72-21 - MULTI -STORY SUFFIX A multi -story study and locational criteria was presented by Steve Kellogg, Planning Department. Vugraphs relating to possible locations of multi -story districts within the city were shown. It was Mr. Kellogg's recommendation that multi- story complexes be clustered in certain areas"of the city. Mr. Art Knox, Chairman of the Citizens' Committee on High Rise,was present. He stated that the Committee had not had ample time to review the study and develop definitive comments. He stated that the Committee is generally opposed on an increase in density and prefers high rise development with a reduction in density. Mr. Leonard Lindborg, a member of the Citizens' Committee on High Rise addressed the Commission stating that he felt the study was late; that it should have been presented earlier. Mr. Oscar Taylor, a property owner, addressed the Commission regarding the effect of the proposed multi -story suffix on property he owns in the Townlot area. Following discussion, Commission directed staff to work with the Citizens Committee to develop specific plans and to prepare an example of a specific plan for Commission's information. The City Attorney was requested to provide information on the legality of the use of specific plans. RECREATIONAL OPEN SPACE DISTRICT Ed Selich, Planning Department, made a presentation on the open space within the city on which the Recreational Open Space District may be imposed, including the three golf courses, Huntington Seacliff, Driftwood and Meadowlark, and the 230 acre State Wildlife Preserve in the Bolsa Chica area. 1. Planning Commission Tuesday, May 22, 1973 Page 2 Chairman Porter requested an opinion from the City Attorney concerning imposition of the Recreational Open Space District and Mr. John O'Conner, Deputy City Attorney, stated that the City Attorney's office is researching the question. Following discussion, the Chairman directed the staff to initiate appropriate zone changes following second reading of the Recreational Open Space District ordinance by the City Council. CIVIC CENTER IMPACT STUDY Maureen Wild, Planning Department, made a presentation to the Commission concerning proposed zoning in the Civic Center area. The presentation included research and analysis of the policy plan, long range development plans and implementation and the impact of the proposed Route 39 Freeway. The response of other governmental agencies concerning their locating offices within the Huntington Beach Civic Center have been negative. Copies of the preliminary draft of the Civic Center Impact Study were distributed. An indepth discussion will be held on June 12, 1973. STATE GUIDELINES - CALIFORNIA ENVIRONMENTAL QUALITY ACT OF 1970 The Acting Secretary reviewed the State Guidelines which the City has adopted. He stated that the City must adhere to these guide- lines, although the City can be more restrictive than the State if it so wishes. The quality of the environmental impact reports was criticized by the Commission though it was the consensus that the latest reports are an improvement over the first ones. The Acting Secretary stated that new procedures were needed for the "gray" areas. Additional information will be requested from the City Engineer on the methods used in taking traffic counts. MISCELLANEOUS POLICY PLAN Ed Selich, Planning Department, reviewed a modified schedule for hearing dates and it was determined that if the Commission has -a t'4study session with the Citizens Steering Committee on May 29, 1973 and schedules a public hearing on the Environment and Resources section on .Tune 5, the existing schedule can be maintained. 2.
