Mr. Art Knox, Chairman of the Citizens' Committee on High Rise
addressed the Commission. Mr. Knox stated that.the Committee
feels that residential high rise is at its peak overlooking the
ocean and the Townlot Area does not lend itself to the specific
plan approach. The Committee feels the general philosophy of the
seventh draft of Code Amendment No. 72-21 as applied to the Townlot
area is the proper approach. The Bolsa .ca or other undeveloped
area could be handled under a specific aln-but only sees merit
in the specific plan when applied to developed land.

specific plan approach, revising the code amendment in conjunction
therewith, and selecting an area,on which to develop the first
specific plan application.
