The hearing was opened to the -public.. Mr. James M. Foxx, applicant,,was'.pre`sent. The Acting Secretary stated that -'of plans indicated that front yard area does -review not allow private open -space, `and that"access into parking stalls presented a problem. ,. _The -.Chairman -stated that plans must comply with minimum turning radius..'Mr,'Gerarden stated that if applicant would be amenable•to''a-continuance ;he would recommend a meeting with staff be arranged with ipplicant to work out revisions to the plan. Applicant concurred with suggestion for continuance. ' The hearing was opened to the public. Mr. Sher, applicant, was present and addressed the Board. The Chairman asked Mr. Sher if he had any long term plans to upgrade the property, and Mr. Sher replied that he did not have any such plans at the present time. Board discussed the plans. There being no further comments, hearing was closed to the public. ON MOTION BY EADIE AND SECOND BY SPENCER USE PERMIT NO. 73-40 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING ROLL CALL VOTE: 1. All City Ordinances shall be complied with. 2. Plan received May 30, 1973 shall be the approved layout. AYES: Spencer, Gerarden, Eadie NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 73-87 Applicant: Phillip T. Vance To permit the construction of an auto body repair shop pursuant to S. 9530 of the Huntington Beach Ordinance Code located on the east side of Palmdale St. approximately 660 ft. south of Warner Ave. in an Ml industrial district. The Board discussed with applicant alternate ways of utilizing landscaping on the property and suggested that applicant have his architect contact the Board if any questions arose. Suggested Conditions of Approval were discussed. ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE REVIEW NO. 73-87 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING ROLL CALL VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF. A revised Plot Plan shall be submitted to the Board of Zoning Adjustments delineating revised landscaping and parking for approval. 3. Palmdale St. shall be dedicated to City standards at the time each parcel is developed. 4. The water, sewer, and fire hydrant system shall be approved by the Department of Public Works and Fire Department. 5. All buildings on lots abutting a City easement shall be set back (5) feet from the edge of such easement. 6. Soil and compaction reports as required by the Building Department and the Department of Public Works shall be submitted to the City. B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION: 1. A landscaping plan shall be submitted to the Planning Department for review and approval action. 2. Rooftop mechanical equipment shall be screened from view. Said screening plan shall be approved by the Board of Zoning Adjustments. 3. All signs for the Proposed Development shall be submitted to the BZA for approval. Signs shall reflect a common theme with respect to design materials and colors which are compatible with the architectural theme of the pro- posed project. 4. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to speci- fications provided by the Fire Department. S. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be submitted to the Planning Department for review and approval. Fencing and landscape plans shall include the following information: a. A list including quantities and sizes for each species of plants and all ground cover material. b. Irrigation layout to include meter location, pipe sizes, sprinkler head types, etc. c. Fencing materials and detail drawing. C. Palmdale St. shall be fully improved including street trees, street signs, street lights, fire hydrants, sewer and water main extensions. 2. All utilities shall be installed underground. 3. Off-street parking facilities shall conform to Article 979. D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY: 1. Water supply shall be through the City of Huntington Beach's water supply system. 2. Sewage disposal shall be through the City of Huntington Beach's sewage system. 3. Easements for utilities or walkways shall be provided to Department of Public Works standards. 4. The property shall participate in the local drainage assessment district. S. No structures, other than those shown on the approved plot plan, shall be constructed within the project. 6. All applicable City Ordinances shall be complied with. Nielson To permit the construction of a 11,000 sq. ft. industrial building pursuant to S. 9530 of the Huntington Beach Ordinance Code located on the west side of Computer Lane approximately 235 ft. north of Research St. in a 100-M1-2,000 District. Mr. Beaver, representing the applicant, was present. The Acting Secretary stated that plans indicate 75% of the build- ing is warehouse, and that no floor plan has-been submitted. Mr. Beaver stated that a large amount of space would be taken up with freezers. The Board indicated that no screening wall has been provided and that a truck loading dock at the designated location would not be allowed. 'It was the consensus of the Board that a meeting should be set up with applicant to discuss plans in more detail and that there should be a continuance. Mr. Beaver concurred. Mr. Mel Hoeffliger; representing the applicant, was present. There was a discussion by Board and applicant's representative on trash area, open space, and suggested Conditions of Approval. , ON MOTION BY SPENCER AND SECOND BY GERARDEN ADMINISTRATIVE REVIEW NO. 73-104 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING ROLL CALL VOTE: A. Mr. Joe Abandonato, applicant, was present. The Chairman presented applicant and Board members with copy of an article which appeared in June 16, 1973 issue of the Los Angeles Times which gave a detailed account of services to be rendered by the company. Mr. Abandonato stated that the newspaper did not reflect what types of services were proposed. There was considerable discussion on utilization of space and location of propane tank, planter, and ice vending machine. The Acting Secretary stated that revised plans would have to be submitted. Board members amended plans indicating recommended changes. ON MOTION BY EADIE AND SECOND BY GERARDEN ADMINISTRATIVE REVIEW NO. 73-105 WAS APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOW- ING ROLL CALL VOTE: 1. A revised plan shall be submitted delineating relocation of planter, ice vending machine, propane tank and precise location of security fence. Said plan shall be submitted to the Planning Department for approval. 2. Vending machine shall be treated in a manner which will be architecturally compatible with the main structure. 3.
