Applicant: Harry L. Scholer
To permit the construction of a 66 unit apartment complex
pursuant to S.9202.3.1.3 of the Huntington Beach Ordinance
Code, located ' on the east side of Algonquin Street approximately
210 ft. north of Warner Avenue in the R3 medium high density
residential district.
The Acting Secretary stated that the developer had requested
a continuance to August 1, 1973 in order to allow time,to
submit revised plans. The Staff concurred.

district.
The Acting Secretary stated that the environmental status of
the applicant with the Environmental Review Board,is.pending
and that applicant concurred with staff on a continuance to
August 15, 1973.

USE PERMIT NO. 73-47 - Continued from 7/3/73
Applicant: R. F. Beauchamp, Jr.
To permit the construction of a 71 unit motel building
pursuant to S.9401.2 of the Huntington Beach Ordinance
Code located on the east side of Beach Blvd. approximately
120 ft. south of Taylor Ave. in an R5 office -professional
district.
I%Ir. R. F. Beauchamp, Jr., applicant, and Mr. Les Kephart,
applicant's representative, were present. The Chairman
opened the hearing to the public. The revised plans were
discussed. Mr. Kephart stated that there would be no
dining facilities on the premises nor any kitchens or
kitchenettes in any of the units.
Mrs. Selenders, 8002 Taylor, and Mrs. Judith Roy, 8051
Taylor requested a detailed explanation of the project,
and stated their concern regarding an invasion of their
privacy. Mr. Kephart stated that there would be no windows
on the northerly side of the building and that he would be
amenable to shielding end staircase to further insure
privacy of occupants on northerly side of the project.
Landscaping was discussed. There was a discussion on
lighting and Mr. Kephart stated that lights would be,
reflected away from adjoining residential'area.
The,recommendations of the Environmental'Review Board
were discussed. The frontage road was discussed. There
was a discussion on the requirement for a 6 ft. wall to
separate the project from residential area. The Acting
Secretary stated that applicant could work with the'resi-
dents on the northerly side of the project in bringing the
six ft. required fencing up to code requirements, or build
an adjoining fence to run parallel with existing fences.
There was a discussion on problems connected with spa6e
between the two fences,ins6far as collecting debris.
There was a discussion on -enclosing the end of the car-
ports to insure more privacy for' adjoining residents and
to shield them from automobile lights and noise.
Mrs. Selenders and Mrs. Roy stated that their concern had
been the noise factor as well as lighting and invasion of
privacy, but that they were glad to see that a pool had
been added to.the project. After discussion and explanation
of the planned project they e.xpres_sed no opposition.

ON MOTION BY GERARDEN AND SECOND BY SPENCER USE PERMIT NO.
1 73-47 WAS APPROVED WITH THE FOLLOWING CONDITION.S. AND BY
THE FOLLOWING ROLL CALL VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received July 19, 1973 shall
be the approved layout as amended.
2. Beach Blvd. shall be dedicated to City and State
standards at the time each parcel is developed.
3. Elevations of the proposed plan received by the
Board of Zoning Adjustments for review and approval
action dated July 19, 1973 shall be the approved
elevations.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
S. All buildings on lots abutting a City easement shall
be set back five (5) feet from the edge of such ease-
ment.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from
view. Said screening plan shall be approved by the
Board of Zoning Adjustments.
3. All signs for the proposed development shall be
submitted to the BZA for approval. Signs shall
reflect a common theme with respect to design
materials and colors which are compatible with
the architectural theme of the proposed project._
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
1, Parking compounds shall be screened with -a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for'review and approval.
Fencing and landscape plans shall include the following
information:

a. Landscape along Beach shall be mounded to preclude
vision of vehicles.
b. A list including quantities and sizes for each
species of plants and all ground cover material.
C. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
d. Fencing materials and detail drawing.
6-. The structural street section of all private drives
-shall be approved by the Department of Public Works.
7. The Division of Land approved by the City shall be
recorded.
8. A parcel map shall be filed with the City and recorded
prior to framing inspection of any structures on any
parcel.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Beach Blvd. shall be fully improved including street
trees, street signs, street lights, fire hydrants,
sewer and water main,extensions. I
2. All utilities shall be installed underground.
3., Off-street parking facilities shall conform to Article
979.
4. A masonry wall shall be constructed along north and east
property line. The height of said wall shall be such
that the top will be six (6) feet above the highest
ground surface within twenty (20) feet of the common
property line. Except within the front 20 feet of the
north property line in which case the height of said
wall shall be reduced to 42 inches.
5. There shall be no fence, structure or landscaping
constructed or maintained over 3 1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of 'driveways and streets or within a 25 ft. by 25 ft.
triangular 'area at the intersection of streets.

6. A lighting system shall be installed within the project
equal in illumination to lighting on public streets.
Lighting system shall be shielded to reflect away from
adjoining properties and streets.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
S. No structures other than those shown on the approved
plot plan shall be constructed within the project.
6. All applicable City Ordinances shall be complied with.
7. Frontage Rd. shall terminate in a more substantial
barrier to be combined 'with landscaping. Design to be
approved by Department of Public Works-,
-8. Close carport wall per Environmental Review Board's
recommendation to assure privacy of abutting property
owners.

Mr. George Lusk, representing the applicant, was present.
The Acting Secretary outlined the proposal and stated that appli-
cant was exempt from Environmental Review Board requirements.

WAS APPROVED WITH THE FOLLOWING CONDITIONS, AND BY THE FOLLOWING

CONDITIONAL EXCEPTION NO. 73-37
Applicant: Mr. and Mrs. Michael E. Richards
To permit a five (5) ft. encroachment into the required ten (10)
ft. minimum rear yard setback in lieu of 9103.3 of the Huntington
Beach Ordinance Code located on the west end of Kern Drive approx-
imately 100 ft. west of Berlin Lane in an RI -low density residential
district.,
The Chairman opened the hearing to the public.
Mr. and Mrs. Richards, the applicants, were' present and addressed
the Board. They explained that their home only had 900 sq. ft.
of living space and that due to -increase in the size of their
family they needed to expand their living area. They stated that
they felt the only way they could economically add to their -
existing home would require an encroachment, that their home was
at the end of a cul-de-sac and on a somewhat irregular shaped lot.
Board discussion followed.
The hearing was closed to the public.

Existing building package precludes placement of a bedroom without
encroachment. Development would adhere to a better pattern from
an architectural aspect. Proposed addition would not be detri-
mental to properties to the rear because of the grade differential
and extension of Graham St.

Applicant: Public Storage, Inc.
To permit the construction of one (1) 23,000 sq. ft. and two (2)
15,000 sq. ft. buildings,pursuant to S. 9511 of the Huntington
Beach Ordinance Code located on the southeast,corner of McFadden
Ave.. and Producer Lane in a 100-Ml-A-20,000 industrial district.

Applicant: Huntington Beach Industrial Park
To permit the division of one (1) parcel of land into two (2)
parcels pursuant to S. 9811.3 of the Huntington Beach Ordinance
Code.
Mr. George Lusk, representing Huntington Beach Industrial Park,
and Mr. Tom Conner,'Project Manager for Public Storage, Inc.,
were present.
The Acting Secretary reviewed the plans. .Fencing and,landscaping
were discussed. Mr. Lusk stated that he did not think chain link
fencing, as originally proposed, would be used but rather a combi-
nation of concrete block pilasters and wrought iron. There was a
'r-ng-hy discussion concerning the Orange County Flood Control
District with relation to the project. Mr. Conner stated that
they would be willing to work out any type of landscaping plan
within reason.
Suggested conditions of approval were discussed.
