To permit the construction of a 60 unit apartment complex
pursuant to S.9202.3.1.3 of the Huntington Beach Ordinance
Code. The subject property is located at the north end of
Keelson Lane approximately 975 ft. north of Slater Ave. in
an R3 medium high density residential district.
The Acting Secretary stated that applicant concurred with
the Board for continuance to August 29, 1973, to allow time
for Environmental Review Board requirements to be met.

To permit construction of a 11,500 sq. ft. commercial building
pursuant to S.9430 of the Huntington Beach Ordinance Code
located on the east side of 17th Street between Pecan Avenue
and Orange Avenue in a C2 community business district.
•Mr. Taube and Jack Wallace, his representative, were present
and addressed the Board.
The Acting Secretary stated that Exemption Declaration 73-128
had been approved July 31. There was a discussion of berming
as opposed to block wall, or the use of pilasters. Recommended
conditions of approval were discussed. The Board discussed
with applicant parking and one entry to alley near Orange Ave.
ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE
REVIEW NO: 73-128 WAS APPROVED WITH THE FOLLOWING CONDITIONS
AND BY THE FOLLOWING VOTE:
TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received July 18, 1973 shall be the approved
layout as amended.
2. A revised plot plan shall be submitted to the Board of
Zoning Adjustments for approval action. Said plan shall
delineate closure of northeasterly driveway.
3. Orange, Pecan, 17th and alley shall be dedicated to City
standards at the time each parcel is developed.
4. Revised elevations of the proposed plans shall be submitted
to the Board of Zoning Adjustments for review and approval
action.

1. A landscaping plan shall be submitted to the Board of
Zoning Adjustments for review and approval action.
2. Rooftop mechanical equipment shall be screened from
view. Said screening plan shall be approved by the
Board of Zoning Adjustments.
3. All signs for the proposed development shall be sub-
mitted to the BZA for approval. Signs shall reflect
a common theme with respect to design materials and
colors which are compatible with the architectural
theme of the proposed project.
4. Fire alarm system conduit and appurtenances shall
be installed by the developer at locations and to
specifications provided by the Fire Department.
S. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location,
pipe sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
TO BE COMPLETED PRIOR TO FINAL INSPECTION:

including street trees, street signs, street lights,
fire hydrants, sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to
Article 979.
4. There shall be no fence, structure or landscaping
constructed or maintained over 3 1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
S. A lighting system shall be installed within the project

Lighting system shall be shielded to reflect away from

Beach Ordinance Code located on the south side of Warner
Avenue approximately 750 ft. east of Bolsa Chica Road in
an R5 office professional district.
Mr. Richard Spencer was present.
The Acting Secretary stated that Exemption Declaration No. 73-138
was approved July 31, 1973 by the Environmental Review Board with
no stipulations.
The plans were discussed and the applicant was informed that
plans indicated a shortage of five parking spaces. The
applicant concurred with Board for a continuance to allow
time to revise plans. It was suggested that applicant review
Article 979.
ON MOTION BY GERARDEN AND SECOND BY SPENCER ADMINISTRATIVE
REVIEW NO. 73-125 WAS CONTINUED TO AUGUST 15, 1973 FOR THE
FOLLOWING REASON, AND BY THE FOLLOWING VOTE:

Huntington Beach Ordinance'Code located on the south side
of Holland Dr. approximately 190 ft, east of Beach Blvd.
in an R1-PD, low density residential district planned
development.
The Chairman opened the hearing to the public.
Mr. Daniels,the applicant, was present. Mrs. Lowe,
representing the Dutch Haven Homeowner's Association,
was present. She stated that her purpose in attending
the hearing was to obtain a detailed explanation of
proposed project.
The Chairman explained the proposed plan and the Board
discussed the plans with the applicant. Mrs. Lowe
stated that after reviewing the plans she had no opposition
to the project.
The Public hearing was closed.
ON MOTION BY EADIE AND SECOND BY SPENCER CONDITIONAL
EXCEPTION NO. 73-31 WAS APPROVED FOR THE FOLLOWING REASONS,
AND BY THE FOLLOWING VOTE:
1. Section 9310.17 relating to minimum setbacks for buildings
over 25 ft. in length creates a hardship on this proposal
for single family detached units.
2. Proposed plan is consistent with provisions of Code
Amendment 73-20 (update PRD Ordinance).
3. Alternate proposal to create breezeway construction
is an attempt to satisfy Code requirements while
sacrificing the concept of detached single family
units.
4. Proposal meets the intent and purpose of Article 931
in achieving detached planned developments.
5. Proposal is consistent with other planned developments
previously approved under the exception clause (9310.46)
regarding reduction in distance between buildings.
6. Is not detrimental to health and welfare of the people
in the adjoining area.

Huntington Beach Ordinance Code located on the north side
of Warner Avenue approximately 400 ft. west of Goldenwest
Street in a C2 community business district.
The Chairman opened the hearing to the public.
Mr. Gordon Hatch, applicant, was present.
The Acting Secretary stated that the project was exempt
from Environmental Review Board requirements. Mr. Hatch
explained his request for the sign, indicating that the
location of his business, the second largest in the shopping
center, was such that his existing sign did not allow
enough exposure on Warner and Goldenwest, which created a
real hardship to his business.

EXCEPTION NO. 73-40 WAS CONDITIONALLY APPROVED BY THE
FOLLOWING VOTE AND FOR THE FOLLOWING REASONS:
Conditions of Approval:
1. Plan received July 20, 1973 shall be approved as amended.
Reasons for Approval:
1. The plan as proposed will bring an existing non -conforming
pole sign into conformance with ordinance code requirements
with the exception that the sign will be (8) eight square
feet over area.
2. The granting of the Conditional Exception will not be
detrimental to the area.

commercial district.
The Chairman opened the hearing to the public.
Mr. Bill Langston, applicant, was present.
The Acting Secretary stated that Exemption Declaration 73-152
was approved August 7, 1973, with certain stipulations which
he outlined to the applicant. Mr. Langston spoke in behalf
of the project. Conditions of approval were discussed.
The public hearing was closed.
MINUTE ACTION
The Board of Zoning Adjustments adopted the recommendation
of the Environmental Review Board as they relate to the
project, such"stipulations being imposed on lighting, loud
speakers, and landscaping.

73-59 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE

TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received July 20, 1973 shall be the
approved layout.
2. Beach Blvd. shall be dedicated to City and State
standards at the time each parcel is developed.
3. The water, sewer, and fire hydrant system shall
be approved by the Department of Public Works and
Fire Department.
4. Soil and compaction reports as required by the
Building Department and.Dept. of Public Works shall be
submitted to the City.
TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. All signs for the proposed development shall be
submitted to the BZA for approval. Signs shall
reflect a common theme with respect to the design
materials and colors which are compatible with the
architectural theme of the proposed project.
3. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to
specifications provided by the Fire Department.
TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Beach Blvd. shall be fully improved including street
trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to
Article 979 excepting southeasterly drive shall
have a minimum width of 21 ft. as shown on the
approved layout.
4. A masonry wall shall be constructed along east
property line. The height of said wall shall be
such that the top will be six (6) feet above the
highest ground surface within twenty (20) feet of the
common property line.

5.- There shall be no fence, structure or landscaping con-
structed or maintained over 3 1/2 feet high within a
10 ft. by 10 ft. triangular area at the intersection
of driveways and streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
6. A lighting system shall be installed within the project
equal in illumination to lighting on public streets.
Lighting system shall be shielded to reflect away from
adjoining properties and streets.
TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system,
3. Easements for utilities or walkways shall be provided to
Department of Public Works standards.
4. The flood control channel shall be fenced to Flood
Control District standards,
S. The property shall participate in the local drainage
assessment district.
6. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
7. All applicable City Ordinances shall be complied with.
8. All applicable conditions of Use Permit No. 72-17 shall
be complied with.
