Applicant: John D. King
To permit the construction of a 4 unit apartment building
pursuant to S.9201.2 of the Huntington Beach Ordinance
Code located on the southeast corner of Pecan Avenue and
22nd Street in an R-3, medium density residential district.
The applicant was not present.
The Acting Secretary stated that Exemption Declaration No.
73-163 applying to the above described Administrative
Reviews was continued by the Environmental Review Board
for the following reasons:
1. The Environmental Review Board does not have sufficient
information available at this time on the cumulative
effect on all of the apartments on existing services,
such as water, sewer, etc. in the town lot area.
2. The Environmental Review Board will conduct a study
or make findings whether all units would have a detrimental
effect on the environment.
It was the concensus of the Board that these applications
must be continued pending further investigation by the
Environmental Review Board. The applicant concurs with
this decision.

The Acting Secretary stated that Exemption Declaration No.
73-180 was continued by the Environmental Review Board for
the following reason:
The Environmental Review Board does not have sufficient
information available at this time on the cumulative

REVIEW NO. 73-169 WAS APPROVED WITH THE FOLLOWING CONDITIONS

1. The applicant shall comply with S.9106.2.1.1 of the
Huntington Beach Ordinance Code.
2. Plot Plan received September 12, 1973 shall be the approved
layout as amended.
3. A Division of Land to incorporate an area for on -street

Avenue in an R-2, medium density residential district.
Mr. Morris Lindgren, applicants father, was present.
The Acting Secretary stated that this application is
exempt from Environmental Review Board requirements.
The Chairman opened the hearing to the public.
The Chairman outlined to the applicant that he must
file a Conditional Exception application if he does
not wish to alter his plans to meet code specifications.
There was further discussion between Board members and
the applicant. The Chairman asked if there was anyone in the
audience to speak in favor or against Use Permit No. 73-66—
There was no one to add any comments.
The Chairman closed the hearing to the public.

Department indicating the proposed room addition with
a 5 ft. interior side yard setback.
DIVISION OF LAND NO. 73-25
Applicant: Ronald 0. Montgomery, A.I.A.
To permit the division of one parcel of land into two parcels
located on the southeast corner of Bolsa Avenue and Springdale
in a C-2, Community Business District.
Mr. Ronald Montgomery, the applicant, was present.
The Acting Secretary stated that Exemption Declaration No.
73-176 was approved by the Environmental Review Board on
September 4, 1973.
Discussion followed between Board members and applicant.
Following discussion, applicant withdrew his application due
to the fact that he did not conform with minimum lot frontage.
CONDITIONAL EXCEPTION NO. 73-36
Applicant: Huntington Seacliff Corporation
To permit deletion of required concrete bumpers and masonry
screening wall in lieu of S.9792.1.1 and S.9792.6 of the
Huntington Beach Ordinance Code located on the northeast
corner of Pacific Coast Highway and,Lake Street in a C-3,
General Business District.
Mr.' Jack D. Wallace, representing the applicant, was present.
The Acting Secretary stated that Exemption Declaration No.
73-160 was approved by the.Environmental Review Board on
September 4, 1973.
The Chairman outlined that there was no need for Conditional
Exception No. 73-36 due to the adoption of a new ordinance
which no longer requires concrete bumpers and masonry
screening wall.
The Board advised applicant to withdraw his application for
Conditional Exception No. 73-36."-- Applicant concurred with
Boards recommendation.

The Acting Secretary stated that Exemption Declaration
No. 73-170 was approved with stipulations by the
Environmental Review Board on September 4, 1973;

The applicant outlined his reasons for a' -Conditional
exception. The Acting Secretary outlined a code change
pertaining to landscaping. It is'required that 6 percent
of the site dust be landscaped.
The Chairman closed the public hearing.

It was the concensus of the Board that a continuance would be

the applicant to discuss further requirements and to allow
