The Acting Secretary stated that the Environmental Review Board has posted Exemption Declaration No. 73-181 on September 25, 1973 for a ten day period for public input, and for this reason he recommended that this application be continued to October 10, 1973. Mr. John D. King, the applicant, was present. The Acting Secretary outlined that the Environmental Review Board approved Exemption Declaration No. 73-163 on September 25, 1973 with no stipulations. The Board discussed the revised plan with applicant and conditions of approval were discussed. Mr. King pointed out that he has resolved the cut on the stairway and that the change was accepted by thb structural plan check of the Department of Building and Community.Development. Mrs. Usrey, owner of the worm farm, was present. The Acting'Secretary informed the Board that Exemption Declaration No. 73-164 was approved by the Environmental Review Board September 4, 1973 with no stipulations. The Chairman opened the public hearing. The applicant explained her application to the Board. The Board explained the parking situation to Mrs. Usrey whereby it is illegal to park on the grass, and that paved parking facilities must be provided. As there were no further parties present to speak in favor of, or in opposition to Use Permit 73-61, the Chairman closed the public hearing. Board discussion followed.''Conditions of approval were explained to the applicant. Board of Zoning Adjustments Wednesday, September 26, 1973 Page 14 CONDITIONAL EXCEPTION NO. 73-47 Applicant: John E. Cowles To permit the construction of a 6 ft. high fence within the front yard setback in lieu of S. 9164 of the Huntington Beach Ordinance Code located on the northeast corner of Blanton Street and Pearce Road in an R-2, medium density residential district. Mr. John E. Cowles, the applicant, was present. The Acting Secretary stated that this application was exempt from Environmental Review Board requirements. The Chairman opened the public hearing. The Board discussed the plans with the applicant. Following a great amount of discussion with the applicant, it was the Board's concensus that a continuance is in order to allow time for applicant to further investigate development possibilities on his lot. The Chairman closed the public hearing. ON MOTION BY GERARDEN AND SECOND BY EADIE CONDITIONAL EXCEPTION NO. 73-47 WAS CONTINUED TO OCTOBER 17, 1973 BY THE FOLLOWING VOTE: AYES: Gerarden, Spencer, Eadie NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 73-168 (Continued from 9/19/73) Applicant: Jack Steven Chalabian and Alvin James Hobrecht To permit the construction of an industrial building pursuant to S. 9511 of the Huntington Beach Ordinance Code located on the east side of Commerce Lane approximately 116 ft. north of Research Drive. Mr. Jack Chalabian, Mr. Alvin Hobrecht, the applicants, were present. The Acting Secretary stated that Exemption Declaration No. 73-183 was approved by the Environmental Review Board on September 25, 1973 with no stipulations. The Board reviewed plans with applicant. The Board pointed out to the applicant that it is required to have 6 percent of the property landscaped. The plans show a lack of 600 sq. ft. of landscaping. Mr. Richard Rebel, representing the applicant, was present. The Acting Secretary stated that this application was exempt from the Environmental Review Board requirements. The Chairman opened the public hearing. Board reviewed the plans with applicant. As there were no other parties present to speak in favor of, or against Use Permit No. 73-70 the Chairman closed the public hearing. Conditions of approval were discussed.
