GROWTH POLICY Mr. Ed Selich addressed the Commission and stated that staff will make a formal presentation at the November 13th Study Session. Copies were distributed to the Commission at this time. He briefly discussed the table of contents, stating that the three important things in the Growth Policy are (1) much of the method- ology was taken from County and adapted to Huntington Beach, (2) that goals and objectives from the Policy Plan were utilized, and (3) all recent State legislation regarding planning helped set the direction. Chairman Kerins asked if information from other cities or counties in the State or nation that may have gone into the Growth Policy area were referenced in the Bibliography. Mr. Selich stated that the only significant_.one used in research was the City of Petaluma, California. He stated that a summary report of the Growth Policy will be prepared for interested parties. There was_a discussion on distribution of the Growth Policy throughout the City departments as well as to various citizens committees. It was the consensus of the Commission and staff that the Goals and, Objectives Committee should be contacted and comments invited. Staff was directed to prepare a letter inviting them to the November 13th meeting and requesting their views and comments after participating in that Study Session. Staff was also directed to prepare a letter to other Boards and Commissions advising them of the November 13th presentation and requesting their comments. The Planning Director stated that by the time these letters are distributed -'the -Introduction to the General Plan will be prepared and will be a supplement to the Growth Policy. Planning Commission Tuesday, October 30, 1973 Page 2 CODE AMENDMENT - ALTERNATE RESIDENTIAL SUFFIX DISTRICT (-AR) Mr. Fred Ritter addressed the Commission and briefly discussed the history of Code Amendment 73-24 which is now in its third draft. He stated the concept was discussed by staff early in 1973 and the proposal was submitted to the Planning Commission at their June 26, 1973 meeting. He stated that proposed Code Amendment No. 73-24 covers a single family duplex concept for R2, R3, and R4 within the Townlot area. This approach is called an AR suffix. It is permitted in the RZ-T zone in Chula Vista where some research had been done. The concept has enclosed garages similar to R1 and R2 in the present Code and is an advantage for small lots to be developed to their best use. He stated that problems with deed restrictions might possibly have to be worked out. The main features of the attached single family dwelling concept4or Alternate Residential Suffix District are: (1) common wall construction at zero side yard setback, (2) private patios and yards, (3) pride of ownership by individuals, (4) enclosed garages, (5) small lots developed to most compatible use. The third draft changes are minimum lot size, setbacks, revision in open space, and new,Article number. Mr. Mike Jagger addressed the Commission after distributing photo- graphs and floor plans of the present development on Adams between Delaware and Florida. Mr. Jagger pointed out that the concept would cut down on density and afford ownership at a more reasonable price as well as providing architectural concept of larger and more expensive dwellings. Commissioners discussed some of the advantages and disadvantages of this concept. The advantages were (1) reduction of density in the area, (2) pride in ownership, (3) improved architectural treatment. A decided disadvantage would be the question of maintenance and upkeep, and in this'connection Commissioner Bazil was in favor of a block wall separation between units. Mr. Jagger pointed out that since they would be,d'esigned`to look like a large home a -fence would not enhance the appearance. There was a discussion on what could be done from a legal standpoint to insure proper maintenance'in this concept. John O'Connor, Assistant City Attorney, was directed to work out such problems with the staff. The Planning Director stated that he would prepare a report from the Urban Land Institute which had recently published articles on this concept. Mr. Andy Vanderlaan, Fire Department, stated that he was.concerned about the 20 ft. alleys for access into the area for emergency vehicles. -2- 10/30/73 PC 1 Minutes: H. B. Planning Commission Tuesday, October 30, 1973 Page 3 Mr. Jagger stated that such projects had proven quite successful in San Diego County, in Solano and Carlsbad. CODE AMENDMENT - MULTI -STORY SUFFIX (MS) This item was continued to November 13th Study Session. PRD ORDINANCE S. 9310 Intent and Purpose (c) Diversification of residential dwelling styles, including detached, attached and multi -story; to create a heterogeneous neighborhood. Commissioner Boyle stated that large PRD's should be allowed`to do something that is quite flexible without having specific criteria, with the architect being able to utilize his ability and create a more harmonious theme. Commissioner Bazil agreed with Commissioners Boyle and Higgins. Chairman Kerins stated that he would be in favor of changing the Ordinance provided staff can insert a state- ment.in the Ordinance which will not only enable, but force, any Planning Commission'to ensure heterogeneous PRD's primarily on large areas. The Planning Director stated that he felt i staff to return with a Code Amendment that with which the Commission could judge these directed to prepare such a Code Amendment, Ordinance regarding the 40 acre sites. Mr. Cormier addressed the Commission concerning the setback of sight angle encroachment on commercial property he'owns on the ` west side of Beach Blvd. approximately 300 ft. south of Main St. in a C-4 highway commercial district. He explained the hardship involved due to the Ordinance with respect to displaying RV's in excess of,6 ft. in height. Staff was directed to prepare a Code Amendment. ENVIRONMENTAL REVIEW BOARD'S SUGGESTED CONDITIONS OF APPROVAL Recommendations will be forthcoming and discuss possibility of an Ordinance which could give ERB discretionary power. -3- 10/30/73.PC Minutes: H. Memo from John F. Behrens to Planning Commission through Planning Director. Subject: Coastal Commission Actions to be discussed at November 27th Study Session. ' STAFF'S COMMENTS Ed Selich reported on Taylor Street park site and indicated that further negotiation between the City Administrator and Recreation and Parks had resulted in an area of 2.9 acres instead of the 2.5 originally proposed by Planning Commission and the 5 acres origin- ally proposed by Recreation and Parks. COMMISSIONERS' COMMENTS Chairman Kerins stated that Mayor Matney had indicated his concern regarding the proposed Bunker Restaurant (Zone Case No. 72-38) off of Bolsa Chica Street, Mayor Matney requested the Commission to proceed with the rezoning of the property. Commission discussion followed. Staff was directed to prepare a policy state- ment. Previously directed study on expansion of.office professional uses in triangular area bounded by Beach, Garfield and Main -•Street was continued until early part of January 1974 due to staff priorities'.
