Applicant: Cornelius Zeilenga
To permit the division of one parcel of land into two parcels
pursuant to 5.9811.3 of the Huntington Beach Ordinance Code
located on the southeast corner of E1m.Street and Cypress
Street in an R-2, medium density residential district.
The Acting Secretary informed the Board that the Environmental
Review Board took no action on Exemption Declaration No. 73-182.
He further advised the Board that the opplicant filed an
improper application. This proposal requires a Conditional
Exception. He proposed a continuance,of one week to allow
applicant time to submit letter of withdrawal. Staff and
applicant concurred with continuance.

The Acting Secretary informed the Board that Exemption Declaration
No. 73-204 was rejected by the Environmental Review Board on
October 30, 1973, having found that,the project may have a
significant adverse impact on the environment. Therefore, an
Environmental Impact Report is required. The applicant requested
a continuance to allow him time to meet environmental requirements.
Staff concurred with applicant's request for continuance.

The Acting Secretary informed the Board that the plan meets

to speak in favor of the proposal.
Conditions of approval and elevations were discussed.
As there was no one in the audience present to speak
in opposition to Use Permit No. 73-75, the Chairman
closed the public hearing.
ON MOTION BY FORD AND SECOND BY GERARDEN USE PERMIT NO.
73-75 WAS APPROVED WITH THE FOLLOWING FINDINGS AND WITH
THE FOLLOWING CONDITIONS AS OUTLINED AND AMENDED BY THE
FOLLOWING VOTE:
FINDINGS:
The establishment, maintenance and operation of the use
will not be detrimental to:
1. The general welfare of persons residing or working
in the vicinity.
2. Injurious to property and improvements to the vicinity
of such use or building.
3. That the granting of a Use Permit will not adversely
affect the Master Plan of the City of Huntington Beach.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received 10/29/73 shall be the
approved layout.
2: Sycamore & Ash shall be dedicated to City standards at
the time each parcel is developed.
3. Elevations of the.proposed plan received 10/29/73 shall
be the approved -layout.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire -
Department .
5. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.

B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Fire alarm system conduit and appurtenances shall be .
installed by the developer at locations and to specifications,
provided by the Fire Department.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Sycamore and Ash shall be fully improved including street
trees, street signs, street lights, fire hydrants, sewer
and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article 979.
4. There shall be no fence, structure or landscaping
constructed or maintained over 3 1/2 feet high.within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and str-eets;or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.,
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided to
Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.

Mr. Gene Bryant, the applicant, was present.
The Acting Secretary informed the Board that Exemption
Declaration No. 73-199 was approved by the Environmental
Review Board on October 23, 1973 with no stipulations,
The Chairman opened the public hearing.
The Board reviewed plans with applicant. More parking
spaces, better ingress and egress for -'stocking -of nursery
was discussed. Landscaping was discussed. The Board
pointed out to the applicant that a minimum of 60 of
total area is required. The delivery service in conjunction
with the operation was discussed.
As there was no one in the audience to speak in favor or
opposition to Use Permit No. 73-74, the Chairman closed
the public hearing.
The Board informed the applicant that a revised plot plan
is required showing landscaping, relocation of building,
parkingspacesā¢, and provided access to nursery area.. -
It was the concensus of the Board to continue this proposal
to allow applicant time to submit revised plans. The
applicant concurred with staff's request for a continuance.

Applicant: Charles G. Ball
To permit the construction of a shopping center pursuant
to S.9430 of the Huntington Beach Ordinance Code located.
on the southwest corner of Golden West Street and Bolsa
Avenue in a C-2, community business district.
Mr. Charles G. Ball, the applicant, was present.
The Acting Secretary informed the Board that the Environmental
Review Board approved Exemption Declaration No. 73-73 on
June 5, 1973 with no stipulations.
Mrs. Nelson of 15141 Yorkshire Lane, Huntington=Beach,
representing the Goldenwest Homeowners Association was
present. Mrs. Nelson had several questions pertaining
to rooftop signs, distance between property lines
of.homeowners and shopping center and fencing between
homeowners and shopping center.

ller questions were answered to her satisfaction by the Board :uid
by Mr. Ball.
Discussion between staff and applicant followed. Sign criteria,
landscaping and trash enclosures were discussed. Water layout plan
was discussed with the applicant and Fire -Marshall.
Conditions of approval were discussed.
ON MOTION BY EADIE AND SECOND BY GERARDEN ADMINISTRATIVE REVIEW
NO. 73-186 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received 10/26/73 shall be the
approved layout as amended thereon.
2. -Bolsa Avenue and Goldenwest Street shall be dedicated
to City standards at the time each parcel is developed.
3. Elevations of the proposed plan received 10/26/73 shall
be the approved elevations.
4.. The water_, sewer, and fire hydrant system shall be
approved'by the Department of Public Works and Fire,
Department.

for approval action.
3. All signs for the proposed development shall be submitted
to the Board of Zoning Adjustments for approval. Signing
shall reflect the types and theme of signs established
per the general sign criteria shown on the approved plot plan.
4. Fire alarm system conduit and appurtenances shall be installed
by the developer at locations and -to specifications provided
by the Fire Department.

5. Parking compounds shall be screened with a combination of
fencing and landscaping. Said plan shall be submitted to
the Board of Zoning Adjustments for review and approval.
Screening walls shall be constructed of a similar material
as the main structure and shall be compatible in color -with
the center.
6. The structural street section of all private drives shall
be approved by the Department of Public Works.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Bolsa Avenue and Goldenwest Street shall be fully improved
including street trees, street signs, street lights, fire
hydrants, sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article 979.
4. A masonry wall shall be constructed along the south and west
property lines. The height of said wall shall be such that
the top will be six (6) feet above the highest ground surface
within twenty (20) feet of the common property line. Except
within the front and exterior side yard setbacks in which,case
the height of said wall shall be reduced to 42 inches.
S. There shall'be no -"fence, structure or landscaping'constructed
or maintained over 3 1/2 feet high within a 10 ft. by 10 ft.
triangular area at the intersection of driveways and streets
or within a 25 ft. by 25 ft. triangular area at the inter-
section of streets.
6. A lighting system shall be installed to the satisfaction of
the City Engineer.
Lighting system shall be shielded to reflect away from adjoining
properties and streets.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington Beach's
water supply system.
2. Sewage disposal shall be through the City of Huntington Beach's
sewage system.
3. Easements for utilities or walkways shall be provided to
Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures or signs other than those shown on the approved
plot plan and depicted on the sign criteria shall be constructed
within the project.

7. Reciprocal Agreements for parking ingress and egress
shall be submitted to the Planning Department, the form
and content to be approved by the City Attorney.

The ActinjqSecretary informed the Board that this application
was exempt from Environmental Review Board requirements.
The Acting Secretary outlined the proposal to the Board.
Conditions of approval were discussed.
ON MOTION BY GERARDEN AND SECOND BY FORD DIVISION OF LAND
NO. 73-31 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS
OUTLINED BY THE FOLLOWING VOTE:

2. Florida Street shall be dedicated to City standards at the

The Acting Secretary informed the Board that Exemption Declaration
No. 73-192 was approved by the Environmental Review Board on
October 30, 1973 with no stipulations.
The Board noted that a 20 ft. turning radius is required at the
terminus of his proposed driveway. Trash location, parking,
and parking bumpers were discussed.

It was the concensus of the Board to continue this item to allow
the applicant time to submit revised plans and to bring plans
into conformance to ordinance code. The applicant concurred
with Boards decision of continuance.
