COMMISSIONERS PRESENT: Geiger,Bazil, Kerins, Wallin, Boyle, Porter
Commissioner Higgins arrived at 8:15 P.M.
COMMISSIONERS ABSENT: None

GROWTH POLICY - DISCUSSION
Secretary Ken Reynolds addressed the Commission and stated that
a real effort had been made to have the Growth Policy distributed
among approximately 87 people, including the City Council, and
Boards and Commissions, as well as citizens groups, within the
City. He stated that some of the information contained within
the Growth Policy had been obtained from Orange County's People,
Policy & Growth report, General Plan Guidelines published by
California Council on Intergovernmental Relations, and A Policy
Plan for Huntington Beach, California. He stated that the theme
of the Growth Policy Study is Huntington Beach yesterday, today,
and tomorrow. A summary report will be prepared sometime in
December.
Maureen Wild addressed the Commission and spoke on the history
of the past growth which is contained in Section 2 of the Growth
Policy. Among other things, she stated that the population
composition has been relatively stable since 1968. Vugraphs
were shown which outlined patterns of growth.
Al Montes addressed the Commission and spoke on Sections 4 and 5,
FUTURE GROWTH MODEL: CURRENT GROWTH POLICY AND IMPACT OF CURRENT
GROWTH POLICY. He discussed the population growth, physical
growth and economic growth, Urban and Natural Environmental
Impacts, as well as the Social and Cultural Impacts. Vugraphs
were presented to illustrate pertinent points of his discussion.
Steve Kellogg addressed the Commission and spoke on Sections 3,
6, 7, 8, 9, 10 and 11: CURRENT GROWTH POLICY IN HUNTINGTON
BEACH: FRAMEWORK FOR CHOICE: ALTERNATIVE GROWTH POLICIES: POLICY
SET TWO: IMPLIED: POLICY SET THREE: REVISED: POLICY COMPARISON
AND EVALUATION: AND IMPACT OF REVISED GROWTH POLICY. He also
presented vugraphs to illustrate pertinent points in his
discussion.
Ed Selich addressed the Commission and spoke on IMPLEMENTATION
which is contained in Section 12. He discussed the Growth Issue,
the City's impact on growth, techniques of growth control, and
developing a growth strategy. During the discussion, vugraphs
,were presented.

Commission discussion followed. Commission and staff discussed
the lack of input from various bodies who had been furnished a
copy of the Growth Policy Study, as well as the lack of participants
in the audience at the Study Session.
Mr. Jerry Baim, of the Chamber of Commerce, addressed the Commission
and stated that he felt that they should proceed very slowly with
the policy to allow time for better understanding of its proposals.
Mr. Brian Parkinson was the only representative present from Citizens
Steering Committee for Goals and Objectives.
Commissioner Higgins arrived at 8:15 P.M.
Mr. Fred Bolding addressed the Commission and questioned what the
crime rate ratio would be as related to increase in density.

Commission directed staff to place Growth Policy on November 27 N
Study Session Agenda.
At 9:20 P.M. meeting was adjourned for a ten minute recess.
Revenue/Expenditure Analysis of Residential Commercial, and
Industrial Developments
Secretary Reynolds suggested that since this report had been
previously presented to the Commission, this evening's presentation
would consist of a question and answer period rather than another
formal presentation.
Monica Florian answered questions posed by the Commissioners.
Secretary Reynolds stated that the City of Newport Beach had
recently completed a comparable study and their findings supported
those contained in the Revenue/Expenditure Analysis. There was a
discussion on the breakeven point for a single family development
and Mrs. Florian stated that breakeven point for a single family
detached unit at 5 per acre is $48,500. Commission directed
staff to prepare an addendum to"the report indicating this breakeven
point. Mrs. Florian stated that figures presented in the industrial
section of the report are the least reliable because: the existing
industrial base was not extensive. Uses sampled in this section did
not adequately distinguish between those activities which kept an
inventory and those which did not. This lack of distinction between
these two basic types of industry modify the credibility of this
section of the report.
Secretary Reynolds stated that the report would serve as one more
tool for use in planning. Its use would be extensive.

CODE AMENDMENT - MULTI STORY SUFFIX (MS)
This item was continued to a subsequent meeting.
COMMISSIONERS' COMMENTS:
Commissioner Geiger stated that there were inconsistencies in
the Noise Level Study presented at November 6 meeting and
the HUD report.
Porter Briefly discussed the House and Home information transmitted
by the Planning Director.
Chairman Kerins discussed including a statement in future staff
reports on tools available to the Planning Commission for control
of a project.
STAFF COMMENTS:
Assistant City Attorney John O'Connor stated that there would
be forthcoming an explanation in writing of E.D.'s versus E.I.R.'s
which had been discussed at Special Joint Meeting of City Council
and Planning Commission November 12, 1973.
He further stated that in the K-Maw suit, the City prevailed in
litigation and Writ of Mandate for a condominium project was
denied and they were permitted by Court to construct only apart-
ments. Memo to follow.
