REGULAR AGENDA ITEMS
Letter from John Behrens to Planning Commission
Re: Coastal Commission Action dated October 23, 1973
Withdrawn from the Agenda and rescheduled for December 4, 1973.
LAND USE ELEMENT TO GENERAL PLAN - PHASE I
Ed Selich addressed the Commission and recapped highlights of
the Land Use Element, stating that it was being grouped with
the Conservation and Open Space Element. He further stated
that legally this was acceptable.
Mr. Al Montes presented vugraphs and maps and discussed Land
Use Element to General Plan.
A lengthy question and answer period of discussion followed.
The Commission discussed each section and requested changes.
Mr. James Palin, Environmental Review Board Chairman, briefly
reviewed Zone Case No. 73-13 which was recently referred back
to the Planning Commission for action at request of Planning
Commission.
ON MOTION BY GEIGER AND SECOND BY BAZIL STAFF WAS DIRECTED
TO PREPARE A MASTER PLAN AMENDMENT TO BE INCLUDED IN THE PHASE I
LAND USE ELEMENT TO INDICATE THAT AREA IN ZONE CASE NO. 73-13
AS Ml-A-0 BY THE FOLLOWING VOTE:
AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle
NOES: Porter
ABSENT: None
Mr. Selich directed the attention of the Commission to the
memo of November 27, 1973 re Study Areas A, B & C; Status of
Zoning Conflicts and Changes Recommended in Land Use Element
Phase I. A lengthy discussion followed on -loch of the conflicts
listed.

The Commission is to address circulation element upon receipt of
the Kimmel Report.
The Commission is to initiate action at an appropriate time during
1974 to resolve the zoning -and Master Plan conflict in "Conflict
Area A" which is located at the northwest corner of Talbert and
Newland. The area is undesignated on the Master Plan and zoned
R-2-PD12 and R-1. The Land Use Element Phase I recommends that
the land use designations be changed to medium and low density
residential.
The meeting was adjourned at 9:55 P.M. for a 15 minute recess.
Commissioner Higgins was excused.

MULTI -STORY ORDINANCE
Mrs. Lorraine Faber, Chairman of the High Rise Committee, addressed
the staff and stated that Leonard Lindborg had resigned from their
Committee. She requested staff to contact the City Council and
request that a new member be appointed to the Committee.
The report on the joint staff and Citizens High Rise Committee
Meeting held Monday, November 19, 1973, was discussed. The Committee
and Planning Commission accepted the recommendations made by staff.
The staff was directed to come back for January 22, 1974 meeting
with new Ordinance and the floor area ratio study. It was agreed
that there would be a study session between the staff and High Rise
Committee prior to the January 22nd meeting, preferably January 15,
1974.
Mrs. Faber requested that before the Ordinance comes back it should
be reviewed by the legal department. Assistant Attorney John O'Connor
concurred.
Dr. Henry Kaufman addressed the Commission and stated that he felt
the Committee should be back to an ad hoc committee. He also
indicated that progress was being made by the Committee and staff.
He stated that he would be leaving for one year in January 1974
and would be unable to remain active because of this absence.
CONSERVATION AND OPEN SPACE ELEMENT
Mrs. Monica Florian gave a presentation on this element to the General
Plan and displayed vugraphs. Staff discussion and question and
answer period followed. Each section of the report was covered and

amendments made as suggested by the Commission.

GROWTH POLICY
Secretary Reynolds addressed the Commission and stated that
there is a question as to whether an Exemption Declaration
is required for Policy Set Three: The Revised Growth Policy
and that this issue will be resolved very shortly by the
Environmental Review Board and the Attorney's office. Public hearing
before the Commission has been set for December 18, 1973 pending
Environmental Review Board action. He further stated that press

releases will be issued and the same groups as before will be
notified.

Mr. Ed Selich stated that he would write the press release.
MISCELLANEOUS
Tract 7772 - Alpine Civil Engineers, Inc. Request for Paving
on Newland Street
Mr. Ralph Leyva, Public Works Department, stated that he had
not been aware of a need for this report until a few hours before
the meeting and requested that it be placed on another agenda.
This would allow him sufficient time to review the Environmental
Impact Report.
i Staff was directed to report back at next meeting to see what
action can be taken.
COMMISSIONERS' COMMENTS
Commissioner Boyle referred to a printed sign on a 50,000 gallon
drum at a service station at corner of Adams and Brookhurst
which read "Tire Sale" - He was informed by staff that Building
Department had taken action and the sign had been removed.

Commissioner Porter referred to the Federal District Courts'
recent decision on City of Palo Alto regarding number of related
and non -related persons that can be cared for in a home.
Commissioner Wallin asked when staff would go before Coastal
Commission regarding a presentation on the coastline. Secretary
Reynolds stated that nothing has been set up and that it will
be sometime in 1974. Secretary Reynolds informed the Commission
that he would be discussing on December 3rd with the Coastal
Commission the City's projects in the Townlot area. This would
be to place the Townlot into perspective for the Coastal
Commission and to clear up any misconceptions about said area.
Chairman Kerins verified that staff will discuss ROS on
December 4, 1973 and AR suffix on December 18, 1973. He discussed
PD's in Carlsbad.
Commissioner Wallin wants more information from Fred Ritter on
the -AR suffix.
Chairman Kerins requested chart on Phase I General Plan Elements
program. He was informed by Ed Selich that it would be in this
week's packet.
Commissioner Wallin requested staff to procure copy of Flood
Plain Ordinance recently adopted by the City of Irvine.
