To permit the conversion of an existing lath house to a greenhouse
and the construction of a new lath house pursuant to 5.9430.2 of
the Huntington Beach Ordinance Code located on the west side of
Brookhurst Street, approximately 800 ft. south of Garfield Avenue
,,in a C-2, commercial district.
Messrs. Yamato were present.
The Acting -Secretary informed the Board that this application
had been previously continued for the submittal of revised
plans. He further stated that this application was exempt
from Environmental Review Board requirements.
The Acting Secretary outlined the plan to the Board. Storage
of plants, the sales area, access to display area, vehicular
access and possibility of planting a buffer along the west
property line were discussed.
It was the -wish of the applicant to use the existing sign,
chancing sign.copy only.
Conditions of approval were discussed.
Board -discussion followed. ,The Acting Secretary felt that
there,was a lack of landscaping. The Chairman and Vice -
Chairman were satisfied with the amount -of landscaping shown
on the plan.
ON MOTION BY GERARDEN AND SECOND BY -FORD ADMINISTRATIVE REVIEW
NO. 73-201 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received November 27, 1973 shall
be the approved layout as amended thereon.
2. Brookhurst street shall be dedicated to City standards
at,the time each parcel is developed.
3. Elevations of the proposed plan shall be submitted to
the Planning Department -'for review and approval action.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.-.
5. All buildings on lots abutting,a City easement shall be
set back five (5) feet from the edge of such easement.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.

b. " Irrigation layout to include meter location, pipe
sizes,.sprinkler head types, etc.
C. Fencing materials and detail drawing.
TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. All signs for the Proposed Development shall be submitted
to the BZA for,approval. The BZA encourages signs which
reflect a common theme with respect,to design materials
and colors which are compatible with the architectural
theme of the proposed"project.
2. Fire alarm system"conduit and appurtenances shall'be
installed by,the developer at locations and to specifications
provided by the Fire Department.

pursuant to S.9401 of the Huntington,Beach Ordinance Code located
on the west side of Delaware Avenue, approximatley 300 ft. south
of Main Street in an R-5, office -professional district.
Mr. Bob Zinngrabe, representing the applicant, was present.
The Acting Secretary informed the Board that.Exemption Declaration
No. 73-192 was approved by the Environmental Review Board on
October 30, 1973 with no stipulations.
The Acting Secretary outlined the proposal to the Board. Board
reviewed plans with applicant's representative. 20 ft. turnaround
for fire fighting access, the relocation of landscaping wheel
bumpers, number of parking spaces, and trash relocation were dis-
cussed.
Conditions of approval were discussed.
Board discussion followed.

NO. 73-184 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1., The revised plot plan approved by the Board of
Zoning Adjustments on 11/28/73 shall be the approved
layout as amended thereon.

Springfield Avenue in the R-2, medium density residential
district.
Mr. Fowler, the applicant, and Mr. Wonocot, the Project Architect,
representing the applicant were present.
The Acting Secretary informed the Board that the Environmental
Review Board approved Exemption Declaration No. 73-194 October
23, 1973 with no stipulations, but with the following additional
information:
The project would be enhanced by the following:
1. Consideration of the proximity of the project to the Newport -
Inglewood fault.
2. Construction of the project with full insulation of all exterior
walls and ceilings to reduce the burden on heating and cooling
systems'.
3. Disposal of building spoils, such as unusable lumber, wire,
pipe, and other surplus or unusable material, at an off -site
facility equipped to handle them.
4. The stubbing in of natural gas for clothes dryers, cooking
facilities -water heaters, and central heating units to allevi-
ate the possible drain on any one energy source.
The Chairman opened the public hearing.
Mr. Wonocot questioned the Board as to whether any of the .
Environmental Review Board's recommendations were a requirement
to obtain approval of his application. The Board pointed out that
these were recommendations only.

Driveway widths, and turning radius were discussed.
As there were no parties present in the audience to speak
in favor or in opposition to Use Permit No. 73-82, the Chairman
closed the public hearing.
Board discussion followed. It was the concensus of the Board to
continue this application to allow applicant and his representative
an opportunity to meet with Staff memebers and submit revised plans.

Mr. Briesemeister of Heath & Company was present.
It was the Acting Secretary's opinion that the sign should not
be allowed as outlined in the criteria for review and approval
of pole signs. (S.9761.9.1 (a) (b) (a)
He felt that the 149 Sq. Ft. Pole Sign
(a) would adversely affect other signs located pursuant to this
article;
(b) would be detrimental to property located in the vicinity of the
property on which said sign is located; and
(c) would not be in keeping with the character of the surrounding
neighborhood.
The Chairman and Vice Chairman felt that the sign met ordinance
code requirements.
