To permit the construction of a drive-in restaurant pursuant to
S.9430 of the Huntington Beach Ordinance Code located on the west

The Applicant was not present.
The Acting Secretary informed the Board that Exemption Declaration
No. 73-211 was posted for 10 day public notice on December 4, 1973
and further stated that a continuance is in order to allow time for
the Exemption Declaration to come back to the Environmental Review
Board for final disposition and also for the applicant to submit
revised plans,. Board concurred with continuance.

NO. 73-203 WAS APPROVED WITH TILE FOLLOWING CONDITIONS AS OUTLINED

1. Plot Plan received November 29, 1973 shall be the approved
layout in conjunction with supplimental information con-
tained on the Plot Plan received November 6, 1973.
2. Provisions of 5.9730.18 of the Huntington Beach Ordinance
Code shall be complied with.
3. The sign proposals and location reviewed December 12, 1973

Code located on the north end of Keelson Lane approximatley
975 ft. north of Slater Avenue in an R-3, medium high density
residential district.
The Applicant was not present.
The Acting Secretary informed the Board that the Environmental
Review Board rejected Exemption Declaration No. 73-148 and
will not reconsider a request to supply additional information
in lieu of the required Environmental Impact Report until a
revised precise plan of allignment is undertaken. It was the
concensus of the Board to continue this application indefinitely.
Renotification of this application will take place at a later
date.

Applicant: Lewis Johnson
To permit the construction of a 14,700 sq. ft. medical and dental
building pursuant to S.9472 of the Huntington Beach Ordinance
Code located on the east side of Beach Boulevard, approximately
110 ft. south of Slater Avenue in the C-4, highway commercial
district.
Mr. John Swint, Architect, representing the applicant was present.
The Acting Secretary informed the Board that the Environmental
Review Board granted Exemption Declaration No. 73-212 December
4, 1973.
The Chairman opened the public hearing.
The Board reviewed the plans with the applicant. It was pointed
out to the applicant that the landscape planter needed to be
enlarged. Parking stalls, parking bumpers, allocation of trash
area were also discussed.
Conditions of approval and signing was discussed.
As there were no parties present to speak in favor or in opposition
to Use Permit No. 73-81, the Chairman closed the public hearing.
ON MOTION BY GERARDEN AND SECOND BY EADIE USE PERMIT NO. 73-81
WAS APPROVED WITH THE FOLLOWING FINDINGS AND WITH THE FOLLOWING
CONDITIONS AS OUTLINED AND AMENDED BY THE FOLLOWING VOTE:
FINDINGS:
The establishment, maintenance and operation of the use will not
be detrimental to:
1. The general welfare of persons residing or working in the
vicinity.
2. Injurious to property and improvements to the vicinity of
such use or building.
3. That the granting of a Use Permit will not adversely affect
the Master Plan of the City'of Huntington Beach.
CONDITIONS OF APPROVAL

1. The revised plot plan received December 10, 1973 shall

3. Elevations of the proposed plan received 10/31/73 shall
be the approved layout.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
S. All buildings on lots abutting a City easement shall be set
back five (5) feet from the edge of such easement.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
7. Construction of the medical office building on lot 2 shall
not commence until an administrative filing has been
approved regarding lot 3 to the south.
8. A letter of authorization or similar proof of authorization
shall be submitted to the Planning Department regarding
lot 3 of the subject property.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be approved by the Board of
Zoning Adjustments.
3. All signs for the Proposed Development shall be submitted
to the BZA for approval. The BZA encourages signs which
reflect a common theme with respect to design materials and
colors which are compatible with the architectural theme
of the proposed project. As no proposals for signs were
contemplated at this time, all proposals for signs shall
be brought before the Board of Zoning.Adjustments for
approval action.
4. Fire alarm system conduit and appurtenances shall be
installed.by the developer at locations and to specifi-
cations provided by the Fire Department.
S. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.

C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Beach Boulevard and Cameron Avenue shall be fully improved
including street trees, street signs, street lights, fire
hydrants, sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article 979.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
6. All applicable City Ordinances shall be complied with.
7. Reciprocal agreements for parking, ingress and egress
and drives shall be recorded between the subject parcels
and shall be irrevocable and binding upon the property.
The recorded document shall name the City of Huntington
Beach as being a part thereof. The form and content
shall be approved by the City Attorney.
GENERAL
The precise landscaping allocation depicted on the plot plan
indicates an averaging of the required inside dimension by
code. However, the required square footage has been maintained.

PLOT PLAN AMENDMENT NO. 73-04
Applicant: Central Baptist Tempic
To permit the addition of a foyer to an existing auditorium
pursuant to S.9811.4 of the Huntington Beach Ordinance Code
located on the northeast corner of Warner Avenue and Nichols
Avenue in an R-3, medium -high density residential district.
Mr. Thom Rey, and Mr. Bob Heath, representing the applicant,
were present.
The Acting Secretary informed the Board that this application
is a categorical exemption - Class I, California Environmental
Quality Act, 1970.
The Chairman opened the public hearing.
The Board reviewed the plan with the applicant's representatives.
Mr. Rey addressed the Board and informed the Board of some
improvements that had already been made to the church. He
stated that some of the glass windows had been replaced, grading
had been done, stairs had been repaired, sidewalk had been
repaired. He further intends to build a wall within 24 months to
develop the full site.
Conditions of approval were discussed.
As there were no parties present to speak in favor or in
opposition to Plot Plan Amendment No. 73-04, the Chairman
closed the public hearing.
ON MOTION BY GERARDEN AND SECOND BY FORD PLOT PLAN AMENDMENT
NO. 73-04 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
BY THE FOLLOWING VOTE:

The Acting Secretary informed the Board that the Environmental
Review Board granted Exemption Declaration No. 73-83 on
November 27, 1973 with the following additional information:
The project would be enhanced by the following:
1. The project shall be constructed with full insulation
of all exterior walls and ceilings to reduce the burden
on heating and cooling systems.
2. Building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material shall be dumped
at an off -site facility equipped to handle them.
3. Both natural gas and electricity shall be stubbed in
for clothes dryers, cooking facilities, water heaters,
refrigeration units, and central heating units to
alleviate the possible drain on any one energy source.
No Environmental Impact Report has been prepared for the project.
The Chairman opened the public hearing.
The Board reviewed plans with applicant's representative.
Dedication of right-of-way, allocation of open space distribution,
and trash location was discussed.
Conditions of approval were discussed.

4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
S. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Delaware Avenue shall be fully improved including street
trees, street signs, street lights, fire hydrants, sewer
and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article
979.
4. The project shall be constructed with full insulation of all
exterior walls and ceilings to reduce the burden on heating
and cooling systems.
5. Both natural gas and electricity shall be stubbed in for
clothes dryers to alleviate the possible drain on any one
energy source.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.

6. All applicable City Ordinances shall be complied with.
7. Building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material shall be dumped at an

Board discussed signs with applicant's representative.
It was the concensus of the Board that a pole sign was not
needed at that location. Furthermore, the Board found that the
proposed wall sign was in conformance to ordinance code requirements.
ON MOTION BY FORD AND SECOND BY EADIE POLE SIGN WAS DENIED
FOR THE FOLLOWING REASONS AND WALL SIGN WAS APPROVED WITH
THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
REASONS FOR DENIAL OF POLE SIGN:
1. Pole sign adversely affects other signs located in the
shopping complex.
2. Pole sign does not meet requirements of S.9767.9.1 (a) (b) (c)
of the Huntington Beach Ordinance Code.
3. Sign may be detrimental to surrounding property.
4. Sign is not keeping in character with surrounding signs.
