Mr. Gary Bosz and Mr. Paul Hironimus, rcpresenting the applicant,
were present.
The Acting Secretary informed the Board that the Environmental
Review Board approved Exemption Declaration No. 73-211 December
18, 1973 with the following additional information:
The Board felt that the project would be enhanced by flipping
the building plan over to locate the drive -through pickup
window along the northerly portion of the building in lieu of
along the southerly portion as presently drafted.
The Board discussed plans with applicant's representatives.
The possibility of flipping the plan over in order to achieve
better circulation was discussed. However, Mr. Bosz felt
that traffic circulation would be poor if the plan were to
be flipped over. He further felt that access to the restaurant
would not be as good as shown on the original plan. Drainage
as well as parking spaces and parking bumpers were discussed.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY EADIE AND SECOND BY GERARDEN ADMINISTRATIVE REVIEW
NO. 73-196 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received October 23, 1973 shall be the
approved layout as amended thereon.
2. A revised Plot Plan shall be submitted to the Planning
,Department for Approval showing the revisions noted -on
the approved plot plan.
3. Brookhurst Street and Garfield Avenue shall be dedicated
to City standards at the time each parcel is developed.
4. Elevations of the proposed plan received October 23, 1973
by the Board of Zoning Adjustments shall be the approved
layout.
5. The water, sewer, and -fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
6. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
7. Soil and compaction reports as required.by the Building

8. A precise plan of improvement for the portion on subject
rectangular property that fronts on Garfield Avenue shall
be submitted to the Board of Zoning Adjustments for
approval action.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be approved by the Board of
Zoning Adjustments.
3. As no signs were shown on the approved plot plan, all
signs for the Proposed Development shall be submitted
to the BZA for approval as a miscellaneous action_ of the
Board. The BZA encourages signs which reflect a common
theme with respect to design materials and colors which
are compatible with the architectural theme of the
proposed project.
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifi-
cations provided by the Fire Department.
5. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter lcoation, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Brookhurst Street and Garfield Avenue shall be fully
improved including street trees, street signs, street
lights, fire hydrants,.sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article
979 with the exceptions as noted on the approved plot
plan.

D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved plot
plan, shall be constructed within the project except as
provided for within these conditions.
6. All applicable City Ordinances shall be complied with.

To permit the expansion of an existing auto dealer and the addition
of six (6) new signs pursuant to S.9430 of the Huntington Beach
Ordinance Code -located on the northwest corner of Beach Boulevard
and Taylor Street in a C-2, community business district.
Mr. Fred -Schwartz of Heath and Company, representing the applicant,
and Mr. Groth, of Groth Chevrolet, the applicant,were present.
The Acting Secretary informed the Board that this application
is a categorical exemption - Class I, California Environmental
Quality Act, 1970.
The Board discussed plans with applicant and his prepresentative.
Fire Marshall Vanderlaan discussed the fire fighting access to
the property with the applicant and his representative. The
possibility of a wall gate was discussed.
Board discussion followed.
Conditions of approval were discussed.

located on the west side of 18th Street approximatley 150 ft.
south'of Orange Avenue in an R-3, medium -high density residential
district.
Mr. Larry Russell, and Mr. Richard Donner, the applicants, were
present.
The Acting Secretary informed the Board that this application is
a categorical exemption - Class 3, California Environmental
Quality Act,"1970.
The Board discussed the plans with the applicants. Relocation
of trash area, traffic circulation, amount of parking spaces
were discussed.
Board discussion followed.
Conditions of approval were discussed.

PLOT PLAN AMENDMENT NO. 73-05
Applicant: Huntington Harbour Corporation
To permit the rearrangement of the approved building layout
and relocate the parking pursuant to S.9811.4 of the Huntington
Beach Ordinance Code located 175 ft. inland of Pacific Coast
Highway on both sides of Shark Fin Lane in both R-2, medium
density, and R-3, medium high density residential districts.
It was the concensus of the Board to refer this application
to the Planning Commission for the reason that the amendments
to the site plan adopted by the Planning Commission represent
significant changes to the development.
ON MOTION BY GERARDEN AND SECOND BY FORD THE BOARD OF ZONING
ADJUSTMENTS DECLINED TO ACT ON THIS APPLICATION AND REFERRED
SAID APPLICATION TO THE PLANNING COMMISSION TO BE HEARD AT
THEIR MEETING OF JANUARY 15, 1974.

To permit the construction of a 2,900 sq. ft. warehouse building
pursuant to S.9530 of the Huntington Beach Ordinance Code located
on the south side of Slater Avenue, approximately 430 ft. east of
Gothard in,an M1-CD, light industrial— civic district.
Mr. Gerald A. Jones, the applicant, was present.
The Acting Secretary informed the Board that.the Environmental
Review Board approved Exemption Declaration No. 73-229 December
18, 1973 with the following additional information:
The Board wished to draw to the attention of the Board of
Zoning Adjustments that a thorough review of the private
access easements for access to the property to the south
should be made on this project.

The Board discussed plans with applicant. Access to property
was discussed. The Board reviewed the small lot consolidation
access alignments as recommended by the Planning Department
and by the Environmental Review Board. The parcels developed
were not in conflict with proposed easements.
The Board noted several discrepancies on the plan. The planter
area was shown at only 3 feet wide, and 6 feet are required.
It was noted that several parking stalls were not the correct
size. The plan indicated no masonry walls where required.
Also, individual bumpers for parking stalls were discussed.
It was the concensus of the Board and of the applicant to continue
this application to allow applicant time to bring his plan into
conformance of Ordinance Code.

To permit the realignment of lot lines of two existing parcels of
land pursuant to S.9811.3 of the Huntington Beach Ordinance Code
located on the northwest corner of Hoyt Lane and Constantine
Drive in a C-4, highway commercial district.
The applicant was not present.
Board reviewed the plans.. It was the concensus of the Board that
both parcels of the proposed application were in conformance
to ordinance code requirements.
Conditions,of approval were discussed.

3. The only free standing sign permitted on this development
shall be those pylon signs placed at the locations as shown

The approval'of the precise location of the pylon signs
is granted based on the fact that the shopping center is
considered a total entity regardless of Divisions of Land
because of that fact that reciprocal agreements for ingress
and egress exist across all parcels.
