The Acting Secretary advised the Board that this application is a categorical exemption - Class 5, California Environmental Quality Act, 1970. The Acting Secretary outlined the proposal to the Board. The Chairman opened the public hearing. The applicant presented his hardship as being in the nature of a severe drainage problem. He stated that he solved his drainage problem with the construction of the present side yard roof. Mr. Jay Ford performed a site inspection during heavy rainfall and strong winds and reported that most of the rain water was splashing back into the yard. The Board felt that perhaps the installation of rain gutters may solve the drainage problem. Mr. Kniss stated that he has tried several other ways to devert the water flow but to no avail.
