To permit the construction of a 12 unit apartment building pursuant
to S.9162.3.1 of the Huntington Beach Ordinance Code located on
the southeast corner of Huntington Avenue and 17th Street in an
R-2, medium density residential district.

The Secretary presented a letter from the applicant to the Board,
whereby the applicant has asked for a two week continuance to allow

The Secretary informed the Board that the Environmental Review Board

ADMINISTRATIVE REVIEW NO. 73-210 (Cont. from 1/9/74)
Applicant: Sid Lance
To permit the construction of an industrial building pursuant to
S.9511 of the Huntington Beach Ordinance Code located on the
south side of Research Drive, approximately 250 ft. east of Product
Lane in an M1-A, industrial district.
Mr. Katsuhiko Okamoto of Russ Connors Associates, representing
the applicant, was present.
The Secretary informed the Board that the Environmental Review
Board granted Exemption Declaration No. 73-244 January 8, 1974 with
no stipulations.
The Secretary outlined the proposal to the Board. The Board
pointed out to the applicant's representative that his plan
was deficient of 290 sq. ft. of landscaping. Revision of parking
spaces to meet landscaping requirements was discussed. It was
the feeling of Chairman Gerarden that the proposed building was
oversized, and that modifications could be made to meet code
requirements. The Secretary pointed out to the applicant's'
representative in order for him to have enough landscaping,
a possibility would be to omit the truckwell.
Board discussion followed.
It was the concensus of the Board to continue this application
to allow applicant to meet with staff and to revise his plans.
Applicant concurred with continuance.
ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW

CONDITIONAL EXCEPTION NO. 74-4
Applicant: General Maintenance, Inc.
To permit one (1) monument sign and two (2) price signs for a
service station to exceed the maximum allowable square footage
in lieu of S.9481.17 of the Huntington Beach Ordinance Code
located on the southwest corner of Beach Blvd. and Talbert
Avenue in a C-4, highway commercial district.

Mr. Don Fink, of General Maintenance, Inc. and Mr. Larry Luckett,
of Mobil Oil Corporation, representing the applicant, were present.
The Secretary informed the Board that this application was a.
categorical exemption, class 11, California Environmental Quality
Act, 1970.
The Secretary outlined the proposal to the Board. He further
informed the Board that these signs were previously heard before
the Board in conjunction with an Administrative Review filing, at
which time signs were considered not to be within ordinance code
requirements.
The Chairman opened the public hearing.
The Board pointed out to the applicant's representative that the
proposed sign was 4 or 5 feet over code requirements, and further
stated that the code allowed a maximum of 12 square feet.
Mr. Luckett stated that the Bureau of Weights and Measures
requests a certain size lettering on service station price signs,
and further stated that the proposed sign was standard for all
Mobil Oil Service Stations.
The Secretary noted that the standards of the Bureau of Weights
and Measures and the California Highway Patrol had been contacted
when the development standard for price signs was drafted.
Mr. -Fink explained that the price sign would be constructed of a
baked enamel, double faced and that the monument sign would consist
of a double faced plastic being internally illuminated.
Chairman Gerarden felt that the standard price sign could be modified
to meet code requirements and felt that the major identification
sign could be granted. Board concurred with Chairman Gerarden.
As there'were no parties present to speak in favor or opposition
to Conditional Exception No. 74-4 the Chairman closed the public
hearing.

NO. 74-4 WAS APPROVED FOR THE FOLLOWING REASONS AND WITH THE
FOLLOWING CONDITIONS.

REASONS FOR APPROVAL:
1. Adequate exposure of the self service portion of the major
identification sign would be hindered if the maximum
allowable square footage permitted by code were adhered
to.
2. Self-service designation along with the brand name would
constitute identification of the use and is not an attempt
to gain more copy.
3. Proposed major identification sign would not hinder vehicular
safety vision at a corner nor would it be detrimental to the
street scene.
CONDITIONS OF APPROVAL:
1. The plot plan received January 7, 1974 shall be the approved
layout as amended, deleting the price signs.
2. The price signs would not be allowed under this Conditional
Exception, and would have to meet ordinance code requirements.

DIVISION OF LAND NO. 74-1
Applicant: Juan E. Pantojo
To permit the division of one legal parcel of land into two
parcels pursuant to S.9811.3 of the Huntington Beach Ordinance
Code located on the northeast corner of Ellis and Goodwin Lane
in an R-1, low density residential district.
Mr. Larry Kwiatkowski, representing the applicant, was present.
The Secretary informed the Board that the Environmental Review
Board granted Exemption Declaration No. 74-1 January 22, 1974
with the following additional information:
The project would be enhanced by the following:
1. The construction of a masonry block wall at the
exterior side yard along the arterial, pursuant
to City standards
2. The setback of the habitable portions of the dwelling
to a distance of 35 feet from the normal travel lane
of the adjacent street.
The Secretary outlined the proposal to the Board.

Board discussed plans with applicant. Future development of the
site was discussed. The applicant's representative stated that
two single family residences will be built within an approximate
period of six months.

ON MOTION BY GERARDEN AND SECOND BY LEYVA DIVISION OF LAND NO.
74-1 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED BY
THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The parcel map received January 1, 1974 shall be the
approved layout.
2. Ellis and Goodwin shall be dedicated to City standards
at the time each parcel is developed.
3. Division of Land shall not be effective until a covenant
and agreement is signed agreeing to the conditions of
approval.
4. A Parcel Map and the Covenant and Agreement shall be
filed with the City and recorded.
5. A copy of the recorded parcel map shall be submitted to
the Planning Department.
B. TO BE COMPLETED PRIOR TO OCCUPANCY OR ISSUANCE OF A CERTIFICATE
OF OCCUPANCY:
1. Water supply shall be through the City of Huntington Beach's
water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time each parcel is developed.
3. The property shall participate in the local drainage
assessment district at the time each parcel is developed.
4. All utilities shall be installed underground at the time
each parcel is developed.
5. All applicable City Ordinances shall be complied with.

GENERAL:

Applicant: David R. McPherson
To permit construction of an industrial building pursuant to
S.9511 of the Huntington Beach Ordinance Code located on the
west side of Industry Lane, approximately 247 feet south of
McFadden in a 100-M1-A-20,000 light industrial district.
Mr. Bob Schroeder, representing the applicant, was present.
The Secretary informed the Board that the Environmental
Review Board granted Exemption Declaration No. 73-126 July 31, 1973
with no stipulations.
The Secretary outlined the proposal to the Board. The Board
discussed plans with applicant. Parking ratio was discussed.
Type of manufacturing in the proposed building was discussed
as well as possible fire danger of the type of manufacturing.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY EADIE AND SECOND BY GERARDEN ADMINISTRATIVE REVIEW
NO. 74-3 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The. plot plan received 1/14/74 shall be the approved
layout with the following amendments;
a. Parking stalls #1 and'#20 shall have a width of
11'6" each.

b. Detail C-1 shall reflect a 6" concrete curb to protect
the landscaping.
C. Refuse collection area (masonry enclosure to be provided
with a solid gate) shall be provided on the site.
2. Industry Lane shall be dedicated to City standards at the
time each parcel is developed.
3. Elevations of the proposed plan shall be submitted to the
Planning Department for review and approval action.
4. The water, sewer, and fire hydrant system shall be approved
by the Department of Public Works and Fire Department.
5. All buildings'on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
6. Soil and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted to the City.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action. In addition,
15 gal. trees are to be located 45 ft. on center along
the south property line in the parking area.
2. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be approved by the Board of
Zoning Adjustments.
3. All signs for the Proposed Development shall be submitted
to the BZA for approval. No free standing signs shall be
permitted. The BZA encourages signs which reflect a ccmmon
theme with .respect -,to design materials and colors which
are compatible with the architectural theme of the proposed
project.
4. Fire Alarm system conduit and appurtenances shall be
installed by the developer at locations and to specifications
provided by the Fire Department.
5. Parking compounds shall be screened with a combination of
fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:

a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Industry Lane shall be fully improved including street
trees, street signs, street lights, fire hydrants,
sewer and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to
Article 979.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF
OCCUPANCY:
1. Water supply shall be through the City of Huntington
Beach's water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided
to Department of Public Works standards.
4. The property shall participate in the local drainage
assessment district.
5. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.
6. All applicable City Ordinances shall be complied with.
GENERAL:
1. All conditions of approval for Tentative Tract 6948 applicable
to individual parcel developments shall be complied with.
2. A letter of authorization allowing Mr. Schroeder to act as
representative for Mr. McPherson shall be submitted to the
Planning Department prior to the issuance of building permits
or this application shall become null and void.

MISCELLANEOUS:
ADMINISTRATIVE REVIEW NO. 74-7
Applicant: Southern California Edison Company
To permit the use of a mobile trailer in conjunction with a
Steam Electricity Generating Station for the purpose of a
Biological Laboratory pursuant to S.9551 of the Huntington
Beach Ordinance Code located on the north side of Pacific
Coast Highway between Newland and Brookhurst Streets in an
M2-0 Industrial District combined with oil production.
Mr. Bob Burbank, and Mr. Dave Lundstrom, representing the
applicant, were present.
The Secretary informed the Board that this project is contained
within an existing steam generating plant and is categorically
exempt under Class 1, California Environmental Quality Act, 1970;
furthermore this project was addressed in Environmental Impact
Report 73-8 covering the entire additions to the existing plant.
Mr. Burbank explained the proposal to the Board. He introduced
Mr. Lundstrom, who will be supervising the Biological Laboratory.
Mr. Lundstrom explained the project as being a marine laboratory
trailer approximately 60' x 24' in size. It is to contain 12 ft.
sections and shall be divided into 3 or 4 microscope stations,
a small room known as a museum; a conference room, two offices,
kitchen facilities, and full restroom facilities. He explained
the reason for the laboratory as a fulfillment monitoring system
and that the trailer is to be located on a concrete foundation.

NO. 74-7 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
BY THE FOLLOWING VOTE:
1. The plot plan received!January 16, 1974 shall be the approved
layout.
2. All utilities shall be installed underground.
3. The trailer shall comply to Building Department and Fire
Department code.
4. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
5. Water supply shall be through the City of Huntington Beach's
water supply system.

6. The approval shall be for a two (2) year period commencing
from the date of approval subject to written request for
extension by the applicant.

MISCELLANEOUS:
A clarification was made on the previous action taken on Jan. 16, 1974
by the Board of Zoning Adjustments as to th& xeasons for denial of
Conditional Exception No. 74-1. (Applicant:-_•-Bruce-•L. Smith}_
Chairman Gerarden pointed out that reason #3 did not reflect his
intent. The Chairman restated his reason #3 for denial and
instructed the Secretary to amend the minute action reflecting
same. Said change reads as follows:
"The 7-1/2 ft. setback on this property would not be consistent
with the setbacks previously approved for this subdivision at
the time of initial development".

POLE SIGN THEME
The Board discussed the proposed pole sign theme.
ON MOTION BY EADIE AND SECOND BY LEYVA POLE SIGN THEME WAS
APPROVED WITH THE FOLLOWING CONDITIONS BY THE FOLLOWING VOTE:
1. Yellow as an additional color to be adopted sign theme
would be acceptable upon submittan of a complete rendering
depicting logical coordination of all the colors involved.
2. The sign proposal as submitted is approved in concept
subject to compliance with Article 976.
