EXECUTIVE SESSION°OF JANUARY 30, 1974
Mr. Curran stated he felt that the concession of 227
days time extension to the Contractor should not have been given
without some concession on the Contractor's part for less demand
on the amount of money requested on Change Orders which currently
has a dollar amount of $247,000.00.
Dr. Boyce felt that by granting the Contractor the time
extension was as much as saying the delay was not the Contractor's
fault. The fault of the delay has not been determined as yet.
Mr. Curran asked Jim Georges if the HBPFC Contract with
the Contractor allowed for a time extension. Mr. Georges stated
that it did and explained Article 7 - Extension of Time - in the
Contract.
There being no alternative in regard to the granting of
the time extension the Board, with the exception of Mr. Curran,
stated they hoped this would create the good will needed to expedite,
the completion of the Library.
Mr. Curran asked if it had been determined if Dion
Neutra, Architect for the Library, is Bonded and has Liability
Insurance..
Much discussion over the concern of the rising costs
to build the Library was held. Mr. Rowlands stated that if the

Library could be built in a reasonable time, he felt confident
a way could be found to pay for it.
All aspects of granting the Contract Amendment was
thoroughly discussed and a decision deferred until further dis-
cussion with Mr. Maxted who will be called back into the Regular
Meeting at the close of the Executive Session.
