Mr. Colson of Russ Conners Assoc., Architects, representing
the applicant, was present.
The Chairman informed the Board that the Environmental Review
Board granted Exemption Declaration No. 73-244 January 8, 1974
with no stipulations.
The Board explained to the applicant's representative that
the ordinance code requirements for this proposal is a 10 ft.
setback and in this instance must be entirely landscaped.
Fire access through a 25 ft. wide drive was discussed, as well
as trash bin location. The applicant's representative agreed
on cutting down the proposed 10 ft. walkway to 6 ft. to meet
landscaping requirements.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY SPENCER AND SECOND BY FORD ADMINISTRATIVE REVIEW
NO. 73-210 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS
OUTLINED AND AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received January 28, 1974 shall be the
approved layout as amended.
2. A copy of the revised Plot Plan incorporating the amend-
ments on the approved plan shall be submitted to the
Planning Department.
3. Research Drive shall be dedicated to City standards at
the time each parcel is developed.
4. Elevations of the proposed plan received January 28, 1974
shall be the approved elevations.
5. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
6. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge -of such easement.

B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
2. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be approved by the Board of
Zoning Adjustments.
3. All signs for the Proposed Development shall be submitted
to the BZA for approval. The BZA encourages signs which
reflect a common theme with respect to design materials
and colors which are compatible with the architectural
theme of the proposed project. Signs shall be limited
to wall signs only.
4. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to speci-
fications provided by the Fire Department.
5. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
c. Fencing materials and detail drawing.
C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Research Drive shall be fully improved including street
trees, street signs, street lights, fire hydrants, sewer
and water main extensions.
2. All utilities shall be installed underground.
3. Off-street parking facilities shall conform to Article
979.
D. TO BE COMPLETED PRIOR TO ISSUANCE OF CERTIFICATE OF OCCUPANCY:
1. Water supply shall be through the City of Huntington Beach's
water supply system.
2. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
3. Easements for utilities or walkways shall be provided to
Department of Public Works standards.

Applicant: Ace Awning Inc.
To permit a patio cover to encroach 6" into the minimum 5 ft.
side yard setback in lieu of 5.9103.2.1 of the Huntington Beach
Ordinance Code located on the south side of Antrim Circle,
approximately 400 ft. east of Toway Lane in an R-1, low density
residential district.
Mr. Jerry Downie, representing the applicant, was present.
The Chairman informed the Board that this application is a
categorical exemption, class 5, California Environmental
Quality Act, 1970.
The Chairman opened the public hearing.
The applicant's representative outlined his proposal to the
Board. He stated that the homeowners did not wish to alter
the existing structure because the current layout is the
proper size for access to their mobile home.
The applicant's representative further stated that a mistake
had been made on their part in measuring the original site
for the patio cover and further stated that all permits,had
been obtained prior to construction, but failed final inspection
due to the encroachment of the poles.
The applicant's representative stated his hardship as being
in the nature of a serious access problem to the motor home
if the poles must be set back.
As there were no parties present to speak in favor or opposition
to Conditional Exception No. 74-3, the Chairman closed the public
hearing.

REASONS FOR APPROVAL:
1. The irregular shaped lot would preclude placement of any
motor home on this site.
2. The Conditional Exception request is for the 3" x 3" poles
holding up the cover. The overhang of the roof would be
allowed to reach within 30" of the ,property line, -thus
it would not constitute a physical encroachment.
FINDINGS:
1. The granting of a Conditional Exception will not constitute
a grant of special privilege inconsistent upon other properties
in the vicinity and under an identical zone classification.
2. Because of special circumstances applicable to the subject
property, including size, shape, topography, location or
surroundings, the strict application of the zoning ordinance
is found to deprive the subject property of privileges enjoyed
by other properties in the vicinity and under identical zone
classifications.
3. The granting of a Conditional Exception is necessary to preserve
the enjoyment of one or more substantial property rights.
4. The granting of a Conditional Exception will not adversely
affect the Master Plan of the City of Huntington Beach. (1190)

of the Huntington Beach Ordinance Code located on the southwest
corner of Warner Avenue and B Street in the C-4, highway commercial
district.
Mr. Ball and Mr. Mandic, representing the applicant, were present.
The Chairman informed the Board that this application is a categorical
exemption, Class 3, California Environmental Quality Act, 1970.

The Chairman informed the Board that the original applicant,
Mr. Shibasaki, backed out of the proposed project, and Mr.
Mandic wished to pursue the application. Mr. Ball wishes to
buy and develop this property.
The Chairman opened the public hearing.
The Chairman outlined the amount of dedication that would
have to be made to the City of Huntington Beach and explained
that this dedication would take away a substantial amount of
this property. Due to the amount of property that must. be
dedicated, the parking requirement can not be met to accommodate
the proposed building.
It was suggested to the applicant's representative that a
Conditional Exception be pursued to allow an encroachment
of setback lines. They were further informed that if they
wished to pursue the Conditional Exception, revised plans
showing landscaping, parking, dedication of 2-1/2 ft. along
the Alley must accompany such application.
As there were no parties present to speak in favor or opposition
to Use Permit No. 72-84, the Chairman closed the public hearing.
Board discussion followed.
It was the consenus of the Board to continue this application
to allow applicant to meet with Department of Public Works
and to submit revised plot plans and Conditional Exception
application.

The applicant outlined the proposal to the Board. Removal
of several parking stalls to help circulation of vehicles
was discussed.

The applicant's representative was unable to discuss the
plans further, and it was the consensus of the Board to
continue this application for a representative to be present
that will be able to discuss and make amendments to the plan.
In addition, it was suggested that a meeting between the
applicant's representative and the staff be set up and
that the applicant submit revised plans.

at an off -site solid waste disposal site, especially
allocated for such use.
3. Both natural gas and electricity shall be stubbed in for
clothes dryers, cooking facilities,. water heaters, and
refrigeration units to alleviate the possible drain on
any one energy source with the concurrence of the applicant.

MISCELLANEOUS:
ADMINISTRATIVE REVIEW NO. 72-111
Applicant: Huntington Executive Park
Mr. Everett Dodge was present to inquire as to the status
of the landscaping approval for the Huntington Executive Park.
A motion was made by Dave Eadie that all conditions of
