Commissioner Bazil arrived at 7:12 P.M. CONSENT CALENDAR ON MOTION BY BOYLE AND SECOND BY WALLIN THE MINUTES OF FEBRUARY 26, 1974 WERE APPROVED BY THE FOLLOWING VOTE: AYES: Geiger, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT: Bazil SCHEDULED ITEMS •Code Amendment No. 73-31: Sign Code Ordinance Mr. James Palin, Environmental Resources Department, addressed the Commission and indicated that the Revised Draft No. 2 of Code Amendment No. 73-31 was a preliminary draft only. He further stated that the staff felt that the Planning Commission should review this draft prior to establishment of definitions of advertising and identification in signing theme. Commission discussed revisions, deletions, and additions to Draft No. 2. Staff will report at March 19, 1974 meeting when the Sign Code Ordinance can be placed on study session agenda. Tentative date is for April 23, 1974. Open Space - Technical Report Monica Florian presented slides and charts and gave a presentation on natural resources, managed production of resources, outdoor - recreation, and resources for public health and safety. This report was for the Phase II Open Space and Conservation Element. Members of the Commission were furnished with copies of a blank matrix for their use in rating all resources to assist staff in determining preliminary priorities. The Commission will turn in the rating sheets to staff at the March 19, 1974 meeting. Code Amendment No..73-21: Guest Parking for Townlot Area Secretary Harlow addressed the Commission and gave a brief back- ground of this Code Amendment. He stated that staff would like to discuss this Code Amendment with the Commission prior to presenting it in its present form.' Commission discussed the parking court concept, cul-de-sacing, and requirement for developer to post bond for parking facilities. Minutes:. H.B. Planning Commission Tuesday, March 12, 1974 Page 2 Revisions to Article 901 Secretary Harlow addressed the Commission and indicated that as a result of alternatives presented at meeting of March 12, 1974, staff had been requested to furnish additional alternatives for eliminating conflicts in Article 901. Memo dated March 12, concerning definition revision to Article 901 included a paragraph defining "net acreage". Commission discussed the definition with staff, and the City Attorney was directed by Commission to review definition and offer suggestions at a later date. Policy Plan - Discussion Mr. Ed Selich addressed the Commission and outlined four possible alternatives as to which course of action the Planning Commission may pursue, regarding the Policy Plan. He stated that the staff felt Plan2 and 3 were probably the most desirable. Commission discussion followed. ON MOTION BY BOYLE AND SECOND BY PORTER STAFF WAS DIRECTED TO PREPARE A RESOLUTION THAT POLICY PLAN BE REVIEWED ANNUALLY AND THAT THE CITY DEPARTMENTS AND COMMISSIONERS ADOPT GOALS AND REPORT THEIR STATUS IN ACHIEVING THOSE GOALS TO THE CITY COUNCIL ANNUALLY BY THE FOLLOWING' VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin,•Boyle, Porter NOES: None ABSENT: None Secretary Harlow indicated that he would make a note that the second meeting in July would be a good time to review progress. Discussion - Commissioners Comments on Code Amendment No. 74-3: PRD Rewrite Mr. James Palin addressed the Commission and indicated that he would be reviewing the five general policy items which were included in the packet on February 26,,1974. Commission discussed roof lines, overall length of buildings, heterogenous development, and acreage required for various types of planned development. STAFF COMMENTS: Tentative Tract 7805 - Letter of Transmittal ON -MOTION BY WALLIN AND SECOND BY PORTER LETTER OF TRANSMITTAL TO CITY COUNCIL ON TRACT 7805 WAS APPROVED AS AMENDED BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle, Porter NOES: None 0 ABSENT: None -2- 3/12/74 - P.C. Minutes: H.B. Planning Commission Tuesday, March 12, 1974 Page 3 Mr. Dave Eadie discussed calls received at the counter concerning uses for abandoned service stations. He further asked direction from Commission on permitting Rl residences in R3 and R4 areas. Mr. Ralph Leyva, Public Works, stated that traffic signal plans are being prepared for Pacific Coast Highway and Sharkskin Lane. Mr. Carl Duncan, Fire Department, reported to Commission on aluminum wiring report. Will be heard in Los Angeles when Safety Commission testifies May 17 and 18. He stated that he would be in contact with Homeowners Association and Chamber of Commerce so that they may appear and give their comments. Mr. John Cope indicated the Labor Camp staff report will be on March 19, 1974 agenda. COMMISSIONERS' COMMENTS: Commissioner Geiger discussed article from Daily Pilot concerning previous planning errors concerning golf course and airport. He stated at League of Cities Seminar in Palm Springs there was discussion on "windfalls" and "wipeouts" connected with cities rezoning properties, and that it was pointed out City has no responsibility for change in property values, so far as the citizen is concerned. Chairman Kerins requested staff to prepare duplicate staff reports, etc. when item is continued. WRITTEN COMMUNICATIONS: Letter dated March 8, 1974 from Mr. Joe Irvine regarding zoning of his property, and problems he has had with City. Staff was directed to determine where inconsistencies in zoning occur within the City and implement any changes necessary into the Land Use Element Phase II. Staff directed to inform Mr. Irvine of the Commission's directive. ON MOTION BY BOYLE AND SECOND BY KERINS THE MEETING WAS ADJOURNED AT 11:08 P.M.
