To permit the construction of a mini warehouse facility pursuant to S.9530 of the Huntington Beach Ordinance Code located on the northwest corner of Slater and Nichols Avenue in an M1-light industrial district. The Chairman informed the Board that this application is pending finalization of Exemption Declaration No. 74-28. He further recommended a continuance of two weeks. ON MOTION BY EADIE AND SECOND BY FORD ADMINISTRATIVE REVIEW NO. 74-25 WAS CONTINUED TO APRIL 3, 1974 BY THE FOLLOWING VOTE: AYES: Eadie, Ford, Gerarden NOES: None ABSENT: None REGULAR AGENDA ITEMS: USE PERMIT NO. 73-57 (Cont. from 11/28/73) Applicant: Robert Stellrecht To permit the construction of a 60 unit apartment complex pursuant to S.9202.3.1.3 of the Huntington Beach Ordinance Code located on the north end of Keelson Lane, approximately 975 ft. north of Slater Avenue in an R-3, medium high density residential district. Mr. John Cowles, Architect, representing the applicant, was .prL-sent. Minutes: H.B. Board of Zoning Adjustments Wednesday, March 20, 1974 Page 2 The Chairman informed the Board that the Environmental Review Board granted Exemption Declaration No. 73-148 March 12, 1974 with the following additional information: The Board offers the following recommendations to mitigate the cumulative effects of successive construction projects of this nature: 1. If the developer proposes to provide air conditioning, the insulation in the ceilings shall be a minimum of R-19 and that in the exterior walls shall be a minimum of R-11; if no air conditioning is to be provided, the insulation in the ceilings shall be a minimum of R-13 and that in the exterior walls shall be a minimum of R-7. 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 3. Natural gas outlets shall be stubbed in at the locations of clothes dryers, cooking facilities, water heaters, and central heating units to alleviate the possible drain on any one energy source. The Chairman opened the public hearing. The Chairman informed the Board that the proposed development plan conforms to the existing precise plans of alignment on Elm and Keelson. The developer has endeavored to implement,the various department recommendations concerning on -site circulation. Mrs. Viola Murray, Real Estate Broker, and Mrs. Ballenger, owner of the adjacent property, were present to speak in favor of the project. Mr. Cowles outlined the proposal to the Board. The relocation of a water well serving residents in that area was discussed. It was pointed out to the applicant that the relocation of the water well should be implemented on the revised plans. As there were no further parties present to speak in favor or opposition to Use Permit No. 73-57, the Chairman closed the public hearing. Board discussion followed. It was the consensus of the Board to continue this application for one week to further pursue a solution to the problem of the water well relocation. 1 L Minutes: H.B. Board of Zoning Adjustments Wednesday, March 20, 1974 Page 3 ON MOTION BY EADIE AND SECOND BY FORD USE PERMIT NO. 73-57 WAS CONTINUED TO MARCH 27, 1974 BY THE FOLLOWING VOTE: AYES: Eadie, Ford, Gerarden NOES: None ABSENT: None USE PERMIT NO. 73-78 (Cont. from 1/16/74) Applicant: Richard P. Cirillo To permit the construction of a mobile home park pursuant to S.9242.1 of the Huntington Beach Ordinance Code located on the southwest corner of Newland Street and Ellis Avenue in an MH, Mobile Home Park District. The applicant was not present. The Chairman informed the Board that the Environmental Review Board rejected Exemption Declaration No. 73-204 January 15, 1974 for the following reasons: 1. There is a street that will be connected from the area southwest of the proposed project across to Newland Street. The impact of this street should be evaluated. 2. The drainage conditions of the area in which the project is proposed are such that they should be evaluated through an Environmental Impact Report. 3. The aesthetics of the development should be analyzed in light of information presented in the "Project Reference File" of the Urban Land Institute, since the project as proposed will have a demonstrable negative effect on the aesthetics of the area. 4. The possible impact of this project on the school systems should be explored. 5. Although applicant has submitted a revised plan, additional work could be done to preserve the bluff. 6. The environmental impact report on the Street Improvements program should be finalized before this project is processed. 7. The area in which the proposed project is located has serious problems with soil and peat deposits. Additional Information: Should a number of these environmental impacts be resolved in the future through other City projects, applicant has a legal right to file a subsequent request With the Environmental Review Board for exemption declaration. It was the consensus of the Board to deny this application without prejudice for failure to complete Environmental documents as required by the Environmental Review Board. As there were no parties present to speak in favor or opposition to Use Permit No. 73-78, the Chairman closed the public hearing. ON MOTION BY EADIE AND SECOND BY GERARDEN USE PERMIT NO. 73-78 WAS DENIED WITHOUT PREJUDICE BY THE FOLLOWING VOTE: AYES: Eadie, Ford, Gerarden NOES: None ABSENT: None ADMINISTRATIVE REVIEW NO. 74-20 (Cont. from 2/27/74) Applicant: Anthony DeLeonardis To permit the construction of a 2 unit apartment complex pursuant to S.9161.2 of the Huntington Beach Ordinance Code located on the southeast corner of Palm Avenue and 17th Street in the R-2, medium density residential district. Mr. DeLeonardis, the applicant, was present. The Chairman informed the Board that this application is a categorical exemption, Class 3, California Environmental Quality Act, 1970. The Chairman further informed the Board that this application had been previously continued for submittal of revised plans showing proper dedication of future right of way along Palm Avenue. The Chairman stated that a plan check revealed plans to be within ordinance code requirements. Decorative screening of the open parking stall adjacent to Palm Avenue was discussed. Board discussion followed. Conditions of approval were discussed. Palm, 17th Street, and Alley shall be dedicated to City standards at the time each parcel is developed. 3. Elevations of the proposed plan received March 19, 1974 shall be the approved elevations. 4. The proposed lighting was discussed. It was agreed upon by the applicant's representatives that a suitable lighting system will be installed to meet requirements of Department of Public Works. The proposed wall was discussed. The applicant's representatives agreed to install a wall identical to the one proposed for the adjoining project (7/11 Food Store). Signs were discussed. The Board informed the applicant's representatives that all signs would not have to be reviewed again by the Board ofiZoning Adjustments. Board discussion followed. Conditions of approval were discussed. Mr. Jack Wallace, and Mr. Gunnard Johnson, representing the applicant, were present. The Chairman informed the Board that the Environmental Review Board granted Exemption Declaration No. 74-31 March 19, 1974 with the following additional information: The ERB offers the following recommendations for the enhance- ment of the project: 1. Lighting for the installation should be of a low intensity rating to reduce the burden upon the energy source. 2. The block wall should be constructed of earthy colored slumpstone to tie in with the facility to the east. Minutes: H.B. The Chairman informed the Board that this application is a lesser part of Exemption Declaration No. 73-126 granted by the Environmental Review Board July 31, 1973. The Chairman informed the Board that a plan check revealed no major discrepancies with the plan except for a lack of the required amount of landscaping. The Chairman explained to the applicant the amount of landscaping required on her proposed project. Alternatives to acquire additional landscaping was discussed. Board discussion followed. Conditions of approval were discussed. ON MOTION BY GERARDEN AND SECOND BY EADIE ADMINISTRATIVE REVIEW NO. 74-28 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED AND AMENDED BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The plot plan received 3/l/74 shall be the approved layout as amended. 2. Signs shall be limited to wall signs. 3. Fire alarm system conduit and appurtenances shall be installed by the developer at locations and to specifications provided by the Fire Department. 4. Parking compounds shall be screened with a combination of fencing and landscaping. Said plan shall be submitted to the Planning Department for review and approval. IN CONJUNCTION WITH: ADMINISTRATIVE REVIEW NO. 74-30 Applicant: Huntington Beach Industrial Park To permit the construction of an industrial building pursuant to S.9511 of the Huntington Beach Ordinance Code located on the southeast corner of Product Lane and Research Drive in a 100-M1A-15,000 restricted industrial district. Mr. Harding, and Mr. Beaver, representing the applicant, were present. The Chairman informed the Board that this application is a lesser part of Exemption Declaration No. 73-126 granted by the Environmental Review Board July 31, 1973. He further stated that Environmental Impact Report No. 73-16, covering the entire industrial park, was adopted by the City Council on March 18, 1974. Minutes; H.B. ON MOTION BY EADIE AND SECOND BY FORD DIVISION OF LAND NO. 74-7 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED AND AMENDED BY THE FOLLOWING VOTE: A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS: 1. The'tentative parcel map received March 20, 1974 shall be the approved layout. 2. Product and Research shall be dedicated to City standards at the time each parcel is developed. 3.. Division of Land shall not be effective until a covenant and agreement is signed agreeing to the conditions of approval. 4. A Parcel Map and the Covenant and Agreement shall be filed with the City and recorded prior to framing inspection of any structures on any parcel. B. TO BE COMPLETED PRIOR TO OCCUPANCY OR ISSUANCE OF A CERTIFICATE OF OCCUPANCY: 1. A copy of the recorded parcel map shall be submitted to the Planning Department. 2.
