Circle, approximately 640 ft. south of Talbert in an M1-A industrial
district.
:The Chairman informed the Board that this application is pending
finalization of Exemption Declaration No. 74-23. He further
recommended a continuance of one week.

To permit a zero rear yard setback for carports in the construction
of a proposed 12 unit apartment complex in lieu of S. 9163.3 of the
Huntington Beach Ordinance Code located on the southeast corner of
Huntington Avenue and 17th Street in an R-2, medium density residential
district.
The Chairman informed the Board that the applicant has submitted a
request for a continuance to allow him time to revise his plans.
He further recommended a continuance of one week.

USE PERMIT NO. 73-57. (Cont. from 3/20/.74)
Applicant: Robert Stellrecht
To permit the construction of a 60 unit apartment complex pursuant
to S. 9202.3.1.3 of the Huntington Beach Ordinance Code located on
the north end of Keelson Lane, approximately 975 ft. north of
Slater Avenue in an R-3, medium high density residential district.
Mr. John Cowles, Architect, representing the applicant, was present.
The Chairman informed the Board that the Environmental Review
Board granted Exemption Declaration No. 73-148 March 12, 1974
with the following additional information:
1. If the developer proposes to provide air conditioning, the
insulation in the ceilings shall be a minimum of R-19 and
that in the exterior walls shall be a minimum of R-11; if no
air conditioning is to be provided, the insulation in the
ceilings shall be a minimum of R-13 and that in the exterior
walls shall be a minimum of R-7.

2. All building spoils, such as unusable lumber, wire, pipe,
and other surplus or unusable material, shall be disposed
of at an offsite facility equipped to handle them.
3. Natural gas outlets shall be stubbed in at the locations of
clothes dryers, cooking facilities, water heaters, and central
heating units to alleviate the possible drain on any one
energy source.
The Chairman opened the public hearing.
He further stated that substantial compliance with ordinance code
requirements have been complied with.
Mr. Ford pointed out that the existing water well to the north of
the subject property shall be reconstructed upon dedication to the
City of Huntington Beach.
Traffic flow and turnaround for emergency vehicles was discussed.
It was agreed upon by the applicant's representative to meet with
a member of -the Fire Department to work out problems regarding
ingress and egress of emergency vehicles.
Mr. Cowles informed the Board that he proposes to use open carports,
and that garage doors are unnecessary in an R-3 district.
Mrs. Viola Murray, Real Estate broker of the proposed project was
present and.stated her support to the project.
As there were no further parties present to speak in favor or
opposition to Use Permit No. 73-57, the Chairman closed the
public. -hearing.
Board discussion followed.
Conditions of approval and findings were discussed.
ON MOTION BY FORD.AND SECOND BY EADIE USE PERMIT NO. 73-57 WAS
APPROVED WITH THE FOLLOWING FINDINGS AND CONDITIONS AS OUTLINED
AND AMENDED BY THE FOLLOWING VOTE:
FINDINGS:
The establishment, maintenance and operation of the use will not
be detrimental to:
1. The general welfare of persons residing or working in the
vicinity.

2. Injurious to property and improvements to the vicinity of
such use or building.
3. That the granting of a Use Permit will not adversely affect
the Master Plan of the City of Huntington Beach.
CONDITIONS:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received March 20, 1974 shall be
the approved layout as amended indicating a six (6) ft.
masonry perimeter wall except at carports.
2. Elm and Keelson right of way shall be dedicated to City
standards at the time each parcel is developed.
3. Revised elevations of the proposed plan shall be submitted
to the Board of Zoning Adjustments for review and approval
action. Said elevations shall show in.detail the view
from Keelson and from Elm and shall depict the construc-
tion materials to be utilized.
4. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.
5. Soil•and compaction reports as required by the Building
Department and the Department of Public Works shall be
submitted and approved by the City.
6. A Division of Land application, consolidating this parcel
with the remaining property held under the same ownership,
shall be approved by the City.
7. Plans depicting the water system including fire hydrants
and a fire alarm system including conduit shall be approved
by the Fire and Public Works Departments. Emergency
access and driveway arrangements on the north property
line shall be subject to Fire Department approval.
8. The following plans shall be submitted to the Board of
Zoning Adjustments for review and approval.
Landscaping and irrigation plan
Revised floor plans showing balconies with a minimum
dimension of 6 ft. and 60 sq. ft. minimum area. Also,
patios 7 ft. X 10 ft. minimum area.

9. Easements,for utilities or walkways shall be provided
to Department of Public Works standards.
B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. A parcel map shall be filed with and approved by the
Department of Public Works and recorded with the Orange
County Recorder.
2. Keelson and Elm shall be fully improved including street
trees, street signs, street lights, fire hydrants, sewer
and water main extensions.
3. All utilities shall be installed underground.
4. Off-street parking facilities shall conform to Article
979.
5. A masonry wall shall be constructed along perimeter
except where there are carports. The height of said
wall shall be such that the top will be six (6) feet
above the highest ground surface within twenty (20)
feet of the common property line.
6. There shall be no fence, structure or landscaping
constructed or maintained over 3 1/2 feet high within
a 10 ft. by 10 ft. triangular area at the intersection
of driveways and streets or within a 25 ft. by 25 ft.
triangular area at the intersection of streets.
7. A lighting system shall be installed within the Alleys
of the project equal in illumination to lighting on
public streets.

Lighting system shall be shielded to reflect away from
adjoining properties and streets.
8. Water supply shall be through the City of Huntington
Beach's water supply system.
9. Sewage disposal shall be through the City of Huntington
Beach's sewage system.
10. The,property shall participate in the local drainage

11. No structures, other than those shown on the approved
plot plan, shall be constructed within the project.

12. The sewer system shall be approved by the Department of
Public Works and Fire Department.
13. All applicable City Ordinances shall be complied with.
GENERAL:
1. All signs for the Proposed Development shall be submitted to
the Board of Zoning Adjustments for approval. The Board of
Zoning Adjustments encourages signs which reflect a common
theme with respect to design materials and colors which are
compatible with the architectural theme of the proposed project.
2. Carports constructed on 0 ft. property line shall be constructed
of maintenance free masonry. End carports abutting Keelson
shall be decorative masonry finish.
3. Storage space as per S. 9320.20 of the Huntington Beach
Ordinance Code shall be provided.
4. If air conditioning is'proposed, the insulation in the ceil-

Applicant: Foley Construction Co.
To permit the construction of an industrial building pursuant to
S. 9511 of the Huntington Beach Ordinance Code,located on the west
side of Producer Lane, approximately 235 ft. north of Research
Drive in a 100-M1A-20,000 restricted industrial district.

Mr. W. B. Burke, owner, and Mr. Ted Foley, Architect, were present.
The Chairman informed the Board that the Environmental Review
Board withdrew Exemption Declaration No. 74-3 due to the subse-
quent approval of an Environmental Impact Report (EIR No. 73-16)
for the entire industrial park.
Board discussed plans with applicant and his representative. The
Chairman informed the Board that the proposed plan substantially
conforms to ordinance code requirements.
A more even distribution of landscaping was discussed. It was
pointed out tolthe applicant that due to an excess of parking
spaces, part of those spaces could be utilized for evenly distri-
buted landscaping.
Traffic circulation as well as vehicular and truck access was
discussed. It was pointed out to the applicant that parking
bumpers were required in each parking stall.
Board discussion followed.
Conditions of approval were discussed.
ON MOTION BY SPENCER AND SECOND BY FORD ADMINISTRATIVE REVIEW NO.
74-1 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED AND
AMENDED BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The revised plot plan received March 27, 1974 shall be
the approved layout as amended thereon.
2. Product and Producer shall be dedicated to City standards
at the time each parcel is developed.
3. Elevations of the proposed plan shall be submitted to
the Board of Zoning Adjustments for review and approval
action.
4. The water, sewer, and fire hydrant system shall be
approved by the Department of Public Works and Fire
Department.
5. All buildings on lots abutting a City easement shall be
set back five (5) feet from the edge of such easement.

6. Soil and compaction reports as required by the Building

shall be approved by the City.
8. A landscaping plan shall be submitted to the Planning
Department for review and approval action.
9. Rooftop mechanical equipment shall be screened from view.
Said screening plan shall be approved by the Board of
Zoning Adjustments.
B. TO BE COMPLETED PRIOR TO FRAMING INSPECTION:
1. All signs for the Proposed Development shall be submitted
to the BZA for approval. Signs shall reflect a common
theme with respect to design materials and colors which
are compatible with the architectural theme of the
proposed project. Signs shall be limited to wall signs.
2. Fire alarm system conduit and appurtenances shall be
installed by the developer at locations and to speci-
fications provided by the Fire Department.
3. Parking compounds shall be screened with a combination
of fencing and landscaping. Said plan shall be submitted
to the Planning Department for review and approval.
Fencing and landscape plans shall include the following
information:
a. A list including quantities and sizes for each
species of plants and all ground cover material.
b. Irrigation layout to include meter location, pipe
sizes, sprinkler head types, etc.
C. Fencing materials and detail drawing.
4. The Division of Land approval by the City shall be
recorded.
5. A Parcel Map shall be filed with the City and recorded
prior to framing inspection of any structures on any
parcel.

C. TO BE COMPLETED PRIOR TO FINAL INSPECTION:

6. All applicable City Ordinances shall be complied with.
7. All applicable conditions of Tentative Tract 6948 shall
be complied with.

USE PERMIT NO. 74-11
Applicant: David E. Lorenzini, C.S.I.
To permit the construction of a three story dwelling unit pursuant
to S. 9102.6.1 of the Huntington Beach Ordinance Code located on
the west side of Bolero Lane, approximately 790 ft. from Finisterre
Drive in an R-1, low density residential district.
Mr. Lorenzini, the applicant, and Mr. Ken Doyle, owner, were present.
The Chairman informed the Board that this application is a categorical
exemption, Class 3, California Environmental Quality Act, 1970.
The Chairman opened the public hearing.
Mr. Lorenzini outlined the proposal to the Board. He stated that
the proposed structure is within the height limit, and that his
proposed project requires a 5 ft. setback in lieu of the required
10 ft.
It was pointed out to the applicant that his 5 ft. setback require-
ment requires a Conditional Exception, and that this situation
could not be discussed under a Use Permit application.
The Chairman outlined criteria and intent of the Ordinance Code.
It was the consensus of the Board to continue this application for
one week to allow staff to review and to agree upon an interpreta-
tion of the ordinance code. Applicant and his representative
concurred with a continuance.
As there were no parties present to speak in favor or opposition
to Use Permit No. 74-11, the Chairman closed the public hearing.

The applicant was not present.
The Chairman informed the Board that this application is exempt
due to the approval of a former Exemption Declaration No. 72-17
granted by the Environmental Review Board November 29, 1972.
It was the consensus of the Board to continue this application
for one week allowing the applicant time to revise his plans.

Applicant: Carl Peterson
The Chairman presented a letter from Robert Zinngrabe to the Board
in opposition to Administrative Review No. 74-31 which was condi-
tionally approved by the Board of Zoning Adjustments March 20,
1974. Mr. Zinngrabe's letter was received after approval action
had been taken.
It was the consensus of the Board that the conditions imposed
resolved Mr. Zinnbrabe's concerns.
