The Chairman opened -the public hearing. Minutes: H.B. Board of Zoning Adjustments Wednesday, April 17, 1974 Page 10 The Chairman presented two letters in opposition to the proposed addition. Mr. Doyle Davison stated in his letter that an addition would detract from the property value of'his home. Mr. Edwin Welcre stated in his letter that the property would not lend itself to any addition. Mr. Rainey presented his justification as being in the nature of the severity of his physical handicap and the difficulties involved with using either of two methods of ambulation, a wheel chair or a gurney. The location and accessibility of the facilities occupied and utilized by Mr. Rainey, with particular emphasis directed to the addition which consists of an open bedroom, an accessible closet, and most important a special and specifically designed bath -shower - dressing area which can accommodate either wheelchair or gurney, are necessary for him to remain independent as a property owner. He further felt that the granting of a conditional exception would preserve his rights to freely utilize and enjoy his property as well as his right to remain independent. Mr. Rainey further stated that the design and planning of the proposed project has been performed by an architect to enhance the beauty and value of his property while performing a necessary function and it will blend in with the surroundings of his property. As there were no further parties present to speak in favor or opposition to Conditional Exception No. 74-21, the Chairman closed the public hearing. Board discussion followed.
