STUDY SESSION COMMISSIONERS PRESENT: Geiger, Higgins, Kerins, Wallin, Boyle, and Porter. Commissioner Bazil arrived at 7:13 P.M. COMMISSIONERS ABSENT: None NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE CONSENT CALENDAR ON MOTION BY BOYLE AND SECOND BY HIGGINS THE MINUTES OF THE MEETINGS OF APRIL 16, 1974, and APRIL 23, 1974, WERE APPROVED BY THE FOLLOWING VOTE: AYES: Geiger, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT: Bazil SCHEDULED ITEMS: Conservation Technical Report Monica Florian and Emily Johnson presented slides and gave a presentation on conservation potentials within the city, including land and water resources, flood hazards, biological resources, air quality, historic sites, and miscellaneous biological resources. Also explained was the development and evaluation procedure staff had used in preparing tentative priorities. Commission was furnished a blank matrix to use in rating resources to assist staff in making a determination on these priorities; these rating sheets are to be returned at the meeting of May 7, 1974. Next step is the presentation of three alternative conservation programs to provide three different directions the city might take. Flood Hazard Stud Monica Florian distributed to the Commission the new edition of the flood hazard study, which will be a part of the combined seismic and public safety element. She gave a presentation on Minutes, H.B. Planning Commission Tuesday, April 30, 1974 Page 2 the study which identified existing control measures, discussed land use hazards, and investigated various hazard abatement programs; this presentation gave particular emphasis to the special flood hazard area and the expected effects to this area of a special project flood. Jim Palin reported that the Intergovernmental Coordinating Council of Orange County (ICC) has recently passed a resolution regarding the requirements in the special hazard area as set forth by FIA; he will provide Commission with copies of this resolution. Code Amendment No. 72-21 "Multi-Story Suffix" Dave Eadie presented the proposed code amendment; Commission discussed the changes and deletions proposed, and how the conditional use permit application and the specific plans might be used in conjunction with the suffix provisions. The Commission made some clarifications and deletions in the suffix as presented. ON MOTION BY BOYLE AND SECOND BY PORTER THE COMMISSION DIRECTED THE STAFF TO SET THE SUFFIX FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT: None Code Amendment No. 74-7 "Unclassified Uses - Retail Nurseries" Planning Director Dick Harlow presented the draft for this code amend- ment. The Commission discussed the application of the conditional use permit for retail nurseries in zones where they are not presently permitted. ON MOTION BY BOYLE AND SECOND BY BAZIL THE COMMISSION DIRECTED THE STAFF TO SET CODE AMENDMENT NO. 74-7 FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT: None Code Amendment No. 74-4 "Time of Hearing Revision" Planning Director Dick Harlow reported to the Commission that the pur- pose of this amendment is to permit the prescribed period of time required for the processing of applications to begin after all environmental considerations are met. ON MOTION BY BOYLE AND SECOND BY WALLIN THE COMMISSION DIRECTED THE STAFF TO SET THE CODE AMENDMENT FOR PUBLIC HEARING BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT: None 1 -2- Minutes, H.B. Planning Commission April 30, 1974 Page 3 Code Amendment 74-8 "Permitting Single Family Residences in R3 Zone" After discussion of the proposed amendment and the original intent of the Commission when staff was asked to investigate, Chairman Kerins directed Planning staff to review possible alternatives and report back to the Commission. WRITTEN COMMUNICATIONS: Communication from City Attorney regarding necessity of findings Commission and staff discussed the above. Chairman Kerins directed the staff to study and report back with procedures which may be used to comply. Resolution 1137 The Commission discussed the proposed resolution and suggested amendments thereto. ON MOTION BY BAZIL AND SECOND BY HIGGINS THE COMMISSION MOVED TO ADOPT THE AMENDED RESOLUTION AND TRANSMIT TO THE CITY COUNCIL BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Higgins, Kerins, Wallin, Boyle, Porter NOES: None ABSENT:None Memorandum from Ralph Leyva - Gothard Street Following discussion, Commission directed staff to request the City Engineer to proceed with the administrative action indicated. Communication from Arthur Robish regarding OCTD bus routes Referred by Commission to the Department of Public Works Commission received and filed the following written communications: DRB communication dated 4/22/74 Memorandum from City Attorney regarding revision of Division 9 Proposed deletion of four proposed code amendments from Planning Department Telephone list of Planning and Environmental Resources AIP Annual Conference notice Code Amendment status report Communication regarding Lusk Industrial Park setbacks Communication from Franklin Buccella regarding inconsistencies in code Communication regarding public housing -3- Minutes, H.B. Planning Commission April 30, 1974 Page 4 ORAL COMMUNICATIONS: Franklin Buccella addressed the Commission regarding an applica':ion he has pending before the South Coast Regional Commission. Chairman Kerins directed Mr. Buccella to pursue the matter on a staff level in the Planning Department. Planning Director Dick Harlow discussed problems relating to a proposed industrial development on Huntington Avenue north of Seventeenth Street. Commission directed staff to investigate alternative procedures. STAFF COMMENTS: John O'Connor addressed Commission regarding pending and adopted legislation affecting tax on open space lands; he also discussed upcoming revision of environmental impact regulations. Planning Director Harlow brought the Commission up to date on the Coastal Commission's Marine and Coastal Land elements. COMMISSIONER'S COMMENTS: Commissioner Geiger discussed the OCTD routes; Mr. Harlow reported that the Transit District cannot make changes now, but that they would be amenable to considering changes in the fall. Commissioner Boyle requested clarification on status of the rail- road right-of-way. Chairman Kerins reminded members of the AIP Conference and requested members wishing to attend to notify the Planning Department.
