The applicant was not present.
The Chairman outlined the proposal to the Board. The amendment
to the original plot plan (Administrative Review No. 74-32)
was discussed. It was the opinion of the Traffic Engineer
that the proposed driveway amendment was not feasible to the plot
plan. Board concurred with Traffic Engineer's opinion.
ON MOTION BY FORD AND SECOND BY SPENCER ADMINISTRATIVE REVIEW
NO. 74-51 WAS DENIED FOR THE FOLLOWING REASONS BY THE FOLLOWING
VOTE:
The proposed modification to the driveway in lieu of the
proposal established previously by Administrative Review
No. 74-32 is based on the recommendation of the City
Traffic Engineer.
The above decision by the Board of Zoning Adjustments in
no way negates previous approval.

To permit the division of one parcel of land into two parcels
pursuant to S.9811.3 of the Huntington Beach Ordinance Code
located on the south side of Slater Avenue, approximately
130 ft. east of Nichols Lane in an M-1, light industrial
district.
Mr. Mike Burns, representing the applicant, was present.
The Chairman informed the Board that the Environmental
Review Board granted Exemption Declaration No. 74-39 on May
7, 1974 with the following additional information:
No environmental impact report has'been prepared for this
project, and the Negative Declaration issued for the project
has been properly posted in the office of the City Clerk.

that the proposed division of land application meets ordinance
code requirements.
Conditions of approval were discussed.
ON MOTION BY EADIE AND SECOND BY FORD DIVISION OF LAND NO.
74-8 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
BY THE FOLLOWING VOTE:
I. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCE?,
FOR ANY PURPOSE:
1. This Division'of Land shall not be effective until a
covenant and agreement furnished by the Huntington
Beach Planning Department is signed and recorded
with the Orange County Recorder agreeing to these
Conditions of Approval.
2. The tentative parcel map received by the Planning
Department on April 16, 1974 shall be the approved
layout.
3. A parcel map shall be filed with and approved by the
Department of Public Works and recorded with the Orange
County Recorder. (prior to issuance of Certificate of
Occupancy)
4. A copy of the recorded parcel map and covenant and
agreement shall be submitted to the Planning Department.
5. Speer Avenue and Slater Avenue shall be dedicated to City
standards at the time said parcel is developed.
6. Water supply shall be through the City of Huntington
Beach's water supply system at the time said parcel
is developed. (If such systems exist within 200 ft.
of said parcel)
7. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time said parcel is developed.
8. All utilities shall be installed underground at the time
said parcel is developed.
9. All applicable City Ordinances shall be complied with.
10. The property shall participate in the local drainage
assessment district at the time said parcel is developed.

WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED BY THE
FOLLOWING VOTE:

The Chairman informed the Board that a continuance is in order,
due to the requirement of an Exemption Declaration to be filed
with the Environmental Review Board.

OIL WELL ACTIVATION PERMIT NO. 74-6
Applicant: Forster Oil Company
To permit the activation of an existing oil well pursuant to
S.2392 of the Huntington Beach Ordinance Code located on the
east side of Sims Street, approximately 500 ft. south of
Warner Avenue in an R-2, medium density residential district.
Mr. Forster, the applicant, was present.
The Chairman informed the Board that the Environmental Review
Board granted Exemption Declaration No. 74-45 April 23, 1974
with the following additional information:
1. No surface oiling shall take place on the site.
2. A reasonable amount of landscaping shall be installed to
enhance the facility.
3. All safety equipment and storage facilities shall be
brought up to existing codes to eliminate possible spillage.
4. It has been brought to the Board's attention that the
zoning on the property is R-2 and does not facilitate
a reactivation of the oil operation; applicant should be
encouraged to pursue rezoning of the property.
A transmittal from the Oilfield Superintendent recommended
the Board defer action on Oil Well Activation Permit No. 74-6
until proper zoning has been obtained.
Board discussed proposal with the applicant. The Board members
informed the applicant that they were unable to take approval
action on the application due to the improper zoning of the
property for oil use.
Mr. Forster has indicated that he will seek a Zone Change
and requested his application be withdrawn by the Board.

The Chairman informed the Board that the Environmental Review
Board granted Exemption Declaration No. 74-56 on May 7, 1974
with the following additional information:
1. The Board recommends that the easterly drive be deleted
because of the relationship to the residential street
one lot to the east.
2. The Board recommends that the easement on the westerly
property line be retained to facilitate access for school
children.
ON MOTION BY SPENCER AND SECOND BY FORD THE BOARD OF ZONING
ADJUSTMENTS ADOPTED EXEMPTION DECLARATION NO. 74-56 BY THE
FOLLOWING VOTE:

Board discussed plans with applicant's representative.
Location of trash bin, on -site circulation, and parking was
discussed.
It was the consensus of the Board that recommendation No. 1
deleting the easterly drive, of the Environmental Review Board
was not necessary. It was Mr. Ford's opinion that the proposed
driveway would not be hazardous.
Board discussion followed.
Conditions of approval were discussed.
It was the consensus of the Board that the plan as submitted,
could be approved in concept and particular reference to all
ordinance code data should be pursued in the Building Department.
ON MOTION BY SPENCER AND SECOND BY EADIE ADMINISTRATIVE REVIEW
NO. 74-52 WAS APPROVED WITH THE FOLLOWING CONDITIONS AS OUTLINED
BY THE FOLLOWING VOTE:
A. TO BE COMPLETED PRIOR TO ISSUANCE OF BUILDING PERMITS:
1. The plot plan received 4`19/74 shall be the approved
conceptual layout.
2. Slater Avenue right-of-way shall be dedicated to
City standards at the time the parcel is developed.

3. A landscaping and irrigation plan shall be submitted
to the Planning Department for review and approval.

B. TO BE COMPLETED PRIOR TO FINAL INSPECTION:
1. Slater Avenue shall be fully improved including street
trees, street signs, street lights, fire hydrants,

2. The property shall participate in the local drainage

3. No structures, other than those,shown on the approved
plot plan shall be constructed within the project.
GENERAL:
1. All signs for the Proposed Development shall be submitted
to the Board of Zoning Adjustments for approval. The
Board of Zoning Adjustments encourages signs which
reflect a common theme with respect to design materials
and colors which are compatible with the architectural
theme of the proposed project.

Applicant: Parviz Nourafchan
To permit an addition to an existing shopping center building
pursuant to S.9430 of the Huntington Beach Ordinance Code
located on the north side of Warner Avenue, approximately
150 ft. west of Goldenwest Street in a C-2, community business
district.
Mr. Nourafchan, the applicant, was present.
The Chairman informed the Board that this application is a
categorical exemption, class 3, California Environmental
Quality Act, 1970.
The Applicant outlined his proposal to the Board. He stated
that the proposal is for a minor addition to an existing
shopping center.
The Board discussed plans with applicant. It was pointed out
to the applicant that a drainage problem exists on the proposed
site. Mr. Nourafchan stated that he has a reciprocal agreement
with the adjoining shopping center to utilize the existing drains.
The sprinkler system was discussed as well as proper ingress
and egress to the proposed site.

It was the consensus of the Board to continue this application
to allow applicant to submit revised plans showing precise
building locations.

To permit a variation of the front yard setback within Tract

approximately 120 ft. from Franciscan Circle in an R-1,
single family residential district.
Mr. Mike Jager, representing the applicant, was present.
The Chairman informed the Board that this application is a
categorical exemption, class 5, California Environmental Quality
Act, 1970.
Mr. Jagger outlined the proposal to the Board.
The plot plan and conditions of approval were discussed.

said conditions.
