HomeMy WebLinkAbout1974-05-28MINUTES HUNTINGTON BEACH PLANNING COMMISSION Council Chambers, Civic Center Huntington Beach, California TUESDAY, MAY 28, 1974 - 7:00 P.M. - ADJOURNED MEETING COMMISSIONERS PRESENT: Geiger, Bazil, Kerins, Boyle, Porter COMMISSIONERS ABSENT: The Chairman noted that Commissioner Wallin had been excused from the meeting and that Commissioner Higgins was ill. NOTE: A TAPE RECORDING OF THIS MEETING IS ON FILE IN THE PLANNING DEPARTMENT OFFICE. TENTATIVE TRACT MAP NO. 8662 (Continued from May 21, 1974) Subdivider: James D. Montgomery Tentative Tract No. 8662 is a request for permission to construct an 8 lot (2 acre) R2 (fourplex) subdivision. Subject property is located on the south side of Pearce Street between Lynn and Blanton Streets. Mr. James Palin recapped the background on this request. He stated that the tract is 660 feet from the fault, and that the City Attorney's office has not yet submitted an Opinion on that property lying within the fault area. Vugraph of the area was presented. It was noted that the Commission had to act on the Tentative Tract Map at the meeting due to the termination of 50 days period from date of filing, which would lapse. If there was no action, it would be approved automatically. Commissioner Bazil stated that he failed to see how the fault would have any bearing on a tract map. Conditions of approval were discussed. Ms. Susan Newman, representing the Huntington Harbour Property Owners Association, addressed the Commission and spoke in opposition to the approval of the Tentative Tract Map. She referred to the Seismic report for tract 32084, 16882 Algonquin St. written by Ahmed A. Fouda, Ph. D. which she provided Secretary Harlow at the meeting of May 21, 1974. A letter from Ms. Korleen Bogdavovich opposing the subdivision was received, noted, and filed. ON MOTION BY BAZIL AND SECOND BY GEIGER TENTATIVE TRACT MAP NO. 8662 WAS APPROVED WITH THE FOLLOWING CONDITIONS AND BY THE FOLLOWING VOTE: 1. The tentative map received April 9, 1974 shall be the approved layout. Minutes: H.B. Planning Commission Tuesday, May 28, 1974 Page 2 2. Pearce, Lynn and Blanton Streets shall be dedicated to the City at the time of recordation of the final map. 3. Full street improvements shall be constructed on Pearce, Lynn and Blanton where subject property abuts said streets and these improvements shall include: street trees, street signs, street lights, fire hydrants, sewer and water main extensions. The developer shall be required all of the above improvements that are not proposed to be constructed by the Sunset Heights Assessment District 7201. 4. Drainage for the subdivision shall be approved by the Department of Public Works prior to the recordation of the final map. Said system shall be designed to provide for siltation and erosion control from within the proposed development. 5. If the developer proposes to provide air conditioning, the insulation in the exterior ceilings shall be a minimum of R-19 and that in the exterior walls shall be a minimum of R-11; if no air conditioning is to be provided, the insulation in the exterior ceilings shall be a minimum of R-13 and that in the exterior walls shall be a minimum of R-7. 6. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite facility equipped to handle them. 7. Natural gas and electricity shall be stubbed in at the location of clothes dryers, and natural gas only shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 8. A soils engineer and geologist familiar with local seismic conditions shall be engaged to indicate the G-factor due to earth movement for this location. 9. A structural engineer shall be engaged to compile calculations for footings and structural members of the facility to withstand these G-factors. 10. Two 24" box trees per 50 ft. lot fronting on Blanton Street shall be provided at the time each such parcel is developed. 11. All construction spoils (trees and the removal of existing pave- ment and other excess, unusable waste) shall be dumped at an off -site facility equipped to handle them. -2- 5/28/74 - PC 1 Minutes: H.B. Maintenance of construction equipment and/or steam cleaning or washing down of construction equipment shall be done at a designated site within the District which will accommodate this type of operation, after which all debris, oil, etc., shall be removed and dumped as above. 13. Proper watering -down operations shall be maintained during the hours of construction to minimize the adverse effect created by dust. AYES: Geiger, Bazil, Kerins, Boyle, Porter NOES: None ABSENT: Higgins, Wallin Progress Report of Seismic Safety and Public Safety Element Monica Florian and Emilie Johnson presented a report on their progress to date and asked for direction from the Commission. Seismic Safety and Public Safety'Element are to be combined. Staff was directed to determine the difference, if any, in rates of insurance companies in fault areas as opposed to other areas. This Element has to be adopted by September. The staff was requested to better define "balanced risk". Government Center and Old Town PlE Planning Reserve, South of Huntinc nning Unit ton Central Park Savoy Bellavia presented slides and vugraphs of the Government Center and Old Town Planning Unit. Two alternative land use plans were presented to the Commission. The Commission discussed modifications on both alternatives, and requested that both studies be modified and resubmitted for further analysis. Al Montes presented slides and vugraphs of the Planning Reserve, south of Huntington Central Park. The three alternatives of land use plans were discussed. The Commission suggested revisions to the alternatives and generally favored Alternative 1. with revisions. Progress Report Population Growth Element Maureen Wild discussed the status of work done on this project to date. The staff was requested to return to the Planning Commission with a draft of the proposed Growth Management Program that is to be transmitted to the City Council along with examples for implementation. Staff was also requested to prepare an analysis of the residential development permit system currently used by the City of Irvine. -3- 5/28/74 - PC Minutes: H.B. Planning Commission Tuesday, May 28, 1974 Page 4 Code Amendment No. 74-8 Permitting Single Family Residences in the R3 Zone John Cope addressed the Commission and stated that two alternatives were offered, one being the Conditional Use Permit processing of an application, and the other being a Use Permit which would be processed by the Board of Zoning Adjustments. The staff felt that there would not be more than fifty situations in the Townlot Area to which single family could apply. ON MOTION BY GEIGER AND SECOND BY KERINS COMMISSION REQUESTED THAT CODE AMENDMENT NO. 74-8 BE SET FOR PUBLIC HEARING. SAID AMENDMENT WOULD ALLOW FOR CONSTRUCTION OF SINGLE FAMILY RESIDENCES IN AN R-3 ZONE. THIS WOULD BE A DISCRETIONARY ACTION BY THE BOARD OF ZONING ADJUSTMENTS THROUGH THE USE PERMIT PROCESS. VOTE: AYES: Geiger, Bazil, Kerins, Boyle, Porter NOES: None ABSENT: Higgins, Wallin THE MOTION PASSED. MISCELLANEOUS Resolution 1139 - The need for State tax relief to implement the Conservation and Open Space elements of General Plan. ON MOTION BY PORTER AND SECOND BY BOYLE RESOLUTION NO. 1139 WAS APPROVED BY THE FOLLOWING VOTE: AYES: Geiger, Bazil, Kerins, Boyle, Porter NOES: None ABSENT: Higgins, Wallin STAFFS' COMMENTS Dave Eadie stated that he had checked on southwest corner of Bolsa and Goldenwest regarding the building of a block wall at this shopping center, and determined that provisions had been made to put in a block wall which were a part of the conditions of approval.
